High-Quality Major Projects Shape a Thriving Changchun

Despite the lingering chill of early spring, the clarion call of progress resounds across Changchun. From the industrial parks with booming machinery to the construction sites featuring tower cranes, from the brightly lit research laboratories to the fast-paced government service halls, Changchun is forging ahead with a "battle from the outset" mindset, painting an inspiring picture of "advancement in early spring".

On February 26, the groundbreaking ceremony for Changchun's 2025 spring projects, including the Yongchun Biomedical City, was in full swing. As a new year begins, waves of development surge forward, with 71 major projects across the city resuming construction. As of that day, 303 major projects had commenced, with an annual investment of RMB 38.3 billion. This old industrial base in Northeast China is harnessing the diligence and wisdom of "spring plowing" to cultivate passion and sow the seeds of hope on the black land of high-quality development.

—The construction of Changchun Longxiang International Business Center Zone A (Changxin Innovation Valley) is in progress, focusing on developing a new urban ecosystem with integrated development of various business forms, including technology innovation headquarters, financial tower, technology exhibition hall, modern shopping mall, five-star hotel, and high-tech talent apartment.

—The Lianhuashan Dreamland Cultural Tourism Complex project merges culture with tourism, aiming to create a year-round cultural tourism ecosystem featuring hotels, homestays, commercial streets, film & television and educational bases, etc. The first phase, comprising 15 buildings, has been structurally completed, with door and window installation, water supply, drainage systems, and outdoor heating networks already finished.

—The Changchun International Aviation Exhibition Center (Phase I) project is progressing swiftly, with the main structure of Hall A completed and interior decoration underway. This project will enhance Changchun's exhibition function and solidify the city's reputation in the aviation industry.

The data reflect the city's bold ambitions. Notably, in 2025, Changchun plans to implement 1,400 projects with an investment of over RMB 50 million each. Among them, industrial projects account for over half and the total annual investment will exceed RMB 200 billion. Amid the project matrix, the pulse of innovation-driven industries grows ever stronger.

Centered around the fields of medicine and health, life health, and biomedicine, the Yongchun Biomedical City Incubation Innovation Center project will facilitate industry-university-research collaboration and innovation, promote scientific achievement transformation, and enhance regional industrial innovation capacity by constructing an incubator and supporting facilities.

The Changchun FAWAY Electronic Workshop project is dedicated to green intelligent manufacturing and smart production lines. Upon completion, the project will boast an annual production capacity of 2.55 million sensors of all kinds, driving the auto parts industry toward high-end development.

The Xinjinxiang Biomedical Industrial Park project is currently in the stage of cooperation negotiation with universities to establish a biopharmaceutical base integrating stem cell drug R&D and production.

The 22° Cultural and Creative Industrial Park project is aimed at developing an ocean-themed complex to provide an immersive leisure space for citizens and tourists.

From precision manufacturing to biomedicine, from creative cultural tourism to aviation exhibitions, the pace of project commencement and resumption in the city has significantly accelerated this year, followed by a superior investment structure.

Among the 303 major projects already underway, 79 are new projects, while 224 are continuation projects by project nature. Additionally, in terms of location, there are 205 projects in the development zone, accounting for 68%; 52 projects in county areas, accounting for 17%; and 46 projects in urban districts, accounting for 15%. From the scale of investment, 67 projects involve investments exceeding RMB 1 billion. In terms of the field of investment, 242 are industrial projects with an annual investment of RMB 27.3 billion, accounting for 72%, 44 are social and infrastructure projects with an annual investment of RMB 7.7 billion, accounting for 19%, and 17 are real estate projects with an annual investment of RMB 3.3 billion, accounting for 9%.

Behind the layout of these major projects lies the city's deep strategic considerations for industrial transformation. Under the modern industrial system featuring the "transformation of three traditional robust industries, advancement of four strategic emerging industries, and deployment of seven future industries", the city is reshaping its industrial advantages with a chain-based approach. By rejuvenating traditional industries, clustering emerging industries, and incubating future industries, the city is aiming higher, fostering innovation, strengthening industrial chains, and creating synergistic effects to continuously unleash the multiplier effect of industrial growth.

Moreover, the projects are creating a "Wild Goose Queue Effect".

The Liando U Valley Healthy & Intelligent Manufacturing Industrial Park (Phase I) project focuses on life health, pharmaceutical technology, artificial intelligence, and related technical services. By attracting high-tech enterprises along the industry chain, it aims to form a distinctive regional industrial cluster.

Upon completion, the Lianhuashan Dreamland Cultural Tourism Complex project is expected to receive 1.46 million visitors annually, which will directly create over 1,000 jobs and provide business opportunities for nearly a hundred upstream and downstream business forms.

Today's investment structure shapes tomorrow's economic landscape. By adhering to the philosophy of prioritizing projects, Changchun is breaking the outdated perception that "investors should avoid investing in Northeast China". Next, guided by this philosophy, the city will systematically plan and precisely package projects, make every effort to secure higher-level support, conduct pragmatic investment promotion, accelerate the commercialization of scientific achievements, and efficiently carry out project approvals, land acquisition, demolition, and other preliminary work. The goal is to expedite project implementation and commence or resume construction on 880 projects in the first quarter.

In the vibrant spring, it is the best time to forge ahead. The arcs drawn by tower cranes mark the city's upward trajectory, the flashing data in laboratories hold the key to innovation and breakthroughs, and the intelligent production lines in workshops illustrate industrial advancement. With high-quality projects as the foundation, Changchun is painting a vibrant spring picture of city-industry integration and renewal in the North!
