Changchun New Area: "University-Local Government Cooperation" Creates New Space for Development

To further integrate scientific research resources and strengths and accelerate the transformation of technology achievements into productive forces, Changchun New Area remains closely aligned with the construction of the Changchun National Regional Innovation Center. It vigorously advances the "Twin Cities" development plan and has established a dedicated task force to enhance university-local government cooperation. Through regular visits to university campuses and laboratories, the task force effectively utilizes the innovation resources of universities and institutions, injecting fresh momentum into the industrial chain development of the New Area and stimulating its internal impetus for growth.
By giving full play to the resource advantages of universities and institutions, Changchun New Area has built a solid foundation for innovation. It has collaborated with top-tier institutes, universities, and enterprises to establish laboratories, R&D centers, industrial parks, and other sci-tech innovation platforms. Notably, Changchun New Area is developing the Beihu Park project along with the Changchun Institute of Applied Chemistry, CAS. This project, scheduled for completion in December 2026, focuses on building a national key laboratory, a polymer elastic materials research and validation platform, and the "School of Applied Chemistry and Engineering of the University of Science and Technology of China". The park will facilitate an integrated R&D and transformation platform for scientific research, technological breakthroughs, engineering applications, and industrial development alongside the main base of CIAC and the Beihu Fine Chemical New Material Industry Demonstration Park in Changchun New Area. This will comprehensively boost the development of this area as an internationally leading innovation hub for the entire new materials value chain.
The Future Science Park project of the International Center of Future Science of Jilin University has leveraged the university's strengths in chemistry, physics, materials science, electronics, medicine, biology, and computer science to establish nine international research teams. It has been designated as a key provincial-level laboratory for international scientific and technological cooperation in Jilin.
The JNOBEL Scientist Sci-tech Innovation Park, jointly established by Changchun New Area and the team of Academician Chen Xuesi from CAS, is led by Academicians Chen Xuesi and Yu Jihong, with participation from multidisciplinary experts. It serves as a comprehensive sci-tech innovation platform that integrates technology achievement transformation, industry-university-research collaborative innovation, and high-tech industry incubation. Up to now, the park has launched 12 projects, including four small-scale pilot projects, six mid-scale pilot projects, and two industrial promotion projects, among which the aramid paper project has already entered the industrial trial production stage.
On November 15, 2024, the official inauguration of the Changbai Mountain, Sanjiang, and Jiguang Laboratories marked the end of Jilin's absence of provincial-level laboratories. The Changbai Mountain Laboratory and its associated park, located in Changchun New Area, are supported by Jilin University. Dedicated to key research areas of automotive materials, biomedical materials and pharmaceuticals, future materials design and manufacturing, optoelectronic information materials, and new chemical materials, the laboratory serves as a central hub that drives the development of pilot and transformation bases while exploring various collaborative models, such as "main entity + base", to establish the Changbai Mountain Laboratory Science Park.
The university-local government cooperation task force mechanism will further enhance full-chain cooperation. With the utmost sincerity, Changchun New Area will foster deeper partnerships with universities and institutions to secure the greatest support. Through the task force, significant progress will be achieved in key innovation platforms such as the Changbai Mountain Laboratory, ICFS of Jilin University, Jilin Science and Technology Innovation Research Institute, and Jilin Hydrogen Energy Industry Research Institute. Moreover, it will help position Changchun New Area as the go-to hub in Jilin and Changchun for technology achievement transformation, reinforcing its strategy of innovation-driven development.
