On June 11, Zhang Enhui, Secretary of the CPC Changchun Municipal Committee, presided over the Meeting of the Standing Committee of the CPC Changchun Municipal Committee & the 4th Plenary Meeting of the CPC Changchun Municipal Committee Foreign Affairs Commission, which focused on thoroughly studying and implementing Xi Jinping Thought on Diplomacy, and conveying the spirit of National Conference on Work Relating to Local Foreign Affairs and the Plenary Meeting of the CPC Jilin Provincial Committee Foreign Affairs Commission. At the meeting, the current key foreign affairs work in Changchun was discussed and planned. Attendees included Wang Zhihou, Wang Zilian, and Gao Zhiguo.
The meeting emphasized that local foreign affairs work is an important part of the Party's and the country's external relations. It is crucial to always keep in mind the "matters of national importance", prioritize building an important window for China's northward opening up and a central hub for cooperation in Northeast Asia, keep strengthening foreign affairs service capabilities, and expand high-level opening up, thereby making positive contributions to new breakthroughs in the comprehensive revitalization of Changchun.
It is necessary to firmly grasp the correct political direction of foreign affairs work by aligning with benchmarks and standards. Only by standing firmly in support of the "Two Establishes" and the "Two Upholds", thoroughly studying and implementing Xi Jinping Thought on Diplomacy, accurately grasping the CPC Central Committee's important judgments on the international situation, and continuously improving the ability to conduct foreign affairs and handle foreign-related matters, can foreign affairs work consistently advance in the right direction.
The meeting also called for enhancing the sense of responsibility and pursuing a higher level of service for the overall national diplomatic situation. Thus, efforts must be made to accelerate the construction of a comprehensive and three-dimensional "major foreign affairs" pattern, put the major foreign-related tasks assigned by the state in place, expand exchanges and cooperation in industries, economy, trade, and technology, and continue to expand Changchun's "circle of friends".
Furthermore, opening up was highlighted as a driving force for revitalization and development. This can be achieved by deeply integrating into the construction of the "Belt and Road" Initiative, actively participating in the construction of the China-Mongolia-Russia Economic Corridor, fully acting on the new round of development planning for the Changchun-Jilin-Tumen Development and Opening-up Pilot Zone, and continuously optimizing the functions of platforms such as the Changchun New Area, the China-ROK (Changchun) International Cooperation Demonstration Zone, and the Xinglong Comprehensive Bonded Zone to better attract elements, allocate resources, and explore markets.
Lastly, the meeting stressed the need to comprehensively strengthen the Party's leadership and consolidate efforts in foreign affairs work. Under the Holistic View of National Security, the primary responsibilities of Party committees (Party groups) at all levels should be fulfilled to enforce strict standards for foreign affairs security, strengthen the competence, quality, and work style of foreign affairs cadres, and enhance the ability to strategize, coordinate, manage, and handle foreign affairs.
