Changchun Establishes International Cross-Border Road Transport to Boost Cross-Border Trade Development
In order to boost the development of foreign trade companies, the Changchun Municipal Bureau of Commerce and Changchun Xinglong Customs have made joint efforts to establish the TIR international cross-border road transport mode, providing efficient and convenient services for foreign trade companies.
At Changchun Xinglong Customs, the reporter met Chen Shuyuan, Customs Manager of Xinglong Luhai International Logistics Co., Ltd. in Jilin Province, who came for business handling. It was learned that in the past, their company had to change vehicles multiple times to transport goods from Changchun to European countries, which was a lengthy and complicated process. This July, the TIR international cross-border road transport mode was launched at Changchun Xinglong Customs. Compared with traditional road transport and multimodal transport, the TIR can make it with one vehicle to the destination, which brings great convenience for such logistics companies.
TIR is a global facilitated customs clearance system in the field of international cross-border cargo transport based on the TIR Convention of the United Nations. In comparison to traditional road transport modes, the TIR system enables "door-to-door" seamless transportation without changing vehicles, with advantages such as lower transport costs, guaranteed efficiency, and strong customs clearance capabilities. This year, Changchun Xinglong Customs closely cooperated with the International Road Transport Union and China Road Transport Association. They actively connected with port customs instead of the customs directly under the leadership of the General Administration of Customs to formulate and refine the TIR international cross-border road transport business plan and provide guidance to companies on document applications, data system declaration, and other tasks, and in August of this year, successfully facilitated the first shipment of TIR international cross-border road transport cargo, which has paved the way for expanding foreign trade routes and reducing costs in Jilin Province.
This year, Changchun Xinglong Customs, in line with the practical needs of Changchun's foreign trade development, formulated and refined the 27 Measures to Optimize the Business Environment by Changchun Xinglong Customs and the 2023 Research Plan for Helping Companies Go through Hardships. It aims to coordinate efforts to put in place these measures comprehensively to help address the pressing crucial, tricky, and difficult issues faced by market entities. In close collaboration with Changchun Xinglong Customs, the Changchun Municipal Bureau of Commerce formulated and organized the implementation of the 2023 Changchun Action Plan for Optimizing the Business Environment and Innovating Cross-Border Trade, which aims to enhance the quality of proactive services through measures such as intensive promotion, policy clarification, understanding of needs, improved services, and problem resolution.
