On May 9, Jing Junhai, Secretary of the CPC Jilin Provincial Committee and Director of the Foreign Affairs Commission of the CPC Jilin Provincial Committee, presided over the Plenary Session of the Foreign Affairs Commission of the CPC Jilin Provincial Committee. He stressed that Jilin should carry out in-depth themed education on the study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and earnestly implement Xi Jinping Thought on Diplomacy. By focusing on the construction of an important window for opening-up of North China and the cooperation center hub in Northeast Asia, Jilin should actively integrate itself into the development of the "Belt and Road" and continuously deepen the "five cooperations" to progress the high-standard opening-up in all aspects. By gathering momentum, breaking new ground, progressing the development and promoting the revitalization, Jilin will make even greater contribution to the overall diplomacy of the country. The conference promoted the study of the spirit of the related documents issued by the Foreign Affairs Office of the CPC Central Committee and reviewed and approved the Work Report for 2022 and Key Points for Work for 2023 released by the Foreign Affairs Commission of the CPC Jilin Provincial Committee.

After fully affirming the achievements of Jilin Province's work on foreign affairs for the last year, Jing Junhai pointed out that the Party committees and governments at all levels should in depth study and implement Xi Jinping Thought on Diplomacy, firmly follow the centralized and unified leadership of the CPC on the foreign affairs work and perform a good job in the local foreign affairs work in concerted effort. By defining Jilin's position in the national strategic pattern and determining the main work direction in progressing the international cooperation, the Party committees and governments should ensure that the foreign policies and strategic deployment made by the CPC Central Committee can be implemented in Jilin and that Jilin can progress the foreign affairs work in a right direction. The Party committees and governments should consciously observe and serve the overall national diplomatic situation. Specifically, Jilin should value the joint statement made by the Head of State of China and Russia on the key directions and development plan for the Sino-Russian economic cooperation before 2030 and seize the major opportunities to carry out the mutually beneficial cooperation between "Northeast China and Far East Region". By further deepening the practical cooperation with Russia in the fields of economic trade, energy utilization, resource processing, seafood distribution, agricultural cultivation, etc. and strengthening the people-to-people exchanges and mutual learning, Jilin should continue to progress the domestic trade and foreign transportation, sea-rail combined transportation, and sea travel by borrowing ports, so as to continuously improve the level of interconnection and connectivity and contribute Jilin's power and shoulder the responsibility in the comprehensive promotion of Sino-Russian cooperation. The Party committees and governments should take resolute effort in progressing the high-standard opening-up. Specifically, Jilin should strive to build and use all sorts and all levels of open platforms and promote the construction of "Binhai No. 2" International Transport Corridor, maintain the daily operation of "Changchun-Hunchun-Europe" and "Changchun-Manzhouli-Europe" freight trains, and perform good job in arranging the major events such as China-Northeast Asia Expo and the World Jilin Entrepreneurs Convention, so as to promote the contract signing, landing and construction of more major projects. The Party committees and governments should strengthen the bottom line thinking and always keep a sense of responsibility "at all times" to effectively improve the standard of risk prevention and control and build a comprehensive security and defense line for the foreign affairs field of Jilin.

Jing Junhai also stressed that the Party committees and governments should comprehensively strengthen the leadership of the Party and further improve the institutional mechanism by developing the accountability, so as to continuously improve the standard of the local foreign affairs work and build a foreign affairs cadre team that is loyal to the Party, the country and the people as well as maintains political orientation, performs excellent in work, holds to excellent conduct and stays highly disciplined.
