Since the beginning of this year, Changchun has been implementing in all-round way the province’s high-quality development strategy of “one pillar, and six pairs”, focusing on the goal of “two are guaranteed and one takes the lead”, with tailor-made measures taken to overcome difficulties to promote the sustainable and healthy development of the city’s economy. The GDP of the year is expected to grow by about 6.5%, remaining the first in terms of average growth in the two years among the four cities in Northeast China. 

Do the best to stabilize industry. Support FAW’s effort in ensuring production scheduling and incremental upgrading. It is expected that FAW will produce 2.38 million complete vehicles in Changchun throughout the year, achieve an output value of RMB455 billion, realize a year-on-year increase of more than 50% in production and sale of Hongqi cars, and complete the construction of J7’s intelligent factory. CRRC Changchun Railway Vehicles has become one of the fifth batch of national manufacturing single champion enterprises. Twelve vaccine packaging and production lines have been built and put in operation at full capacity. GenSci and other enterprises were encouraged to expand productivity. The output value of pharmaceutical industry is estimated to increase about 47% year on year. It is expected that the annual industrial output value above designated size will increase by about 3% year on year, which in turn will help keep to the greatest extent the fundamentals of the economy stable. 

Do the best to optimize structure. Changchun is now in high gear for promoting the development of automobile industry in the direction of “new four modernizations”. Hongqi’s new energy plant and the NAT of Besturn have been completed and put into operation. Such projects as Audi New Energy, BYD Power Battery have got settled successively. Hongqi has made 14 breakthroughs in ICV and 18 in electrification. The type A metro train with a speed of 160 km/h went off production line. Four clusters at provincial level for service industry have been opened. The sales volume of above-designated services is predicted to increase by more than 12.8% year on year. The construction of the National Regional Innovation Center was accelerated, the FAW-Volkswagen New Technology Development Center and the National Semiconductor Laser Innovation Center have been completed, and the construction of such key projects as Aerospace Information Industrial Park and Photoelectric Information Industrial Park have been put in high gear. There are 750 hi-tech enterprises that have been recognized at national level, 27 have been promoted to “little giant” enterprises, five including BCHT got listed, and the number of Jilin-1 satellites on orbit has increased to 31. 

Do the best to expand investment. Changchun has deepened such working mechanisms guaranteed by government officials at municipal level and special teams for special projects. In the whole year, 1,315 projects invested with more than RMB50 million each were started or resumed, with a start or resumption rate of 100% and a completion rate of investment of 78.5%, the highest over the past years. The construction of 284 major projects designed as a part of the 14th Five-Year Plan was promoted. There are 1,316 reserve projects with a total planned investment of RMB1.3 trillion. 

Do the best to promote consumption. The activity “9-8 Consumption Festival” ended up with an increase in net sales of nearly RMB4 billion. The consumption coupons totaling more than RMB200 million were delivered, leading to a contribution to the increase in consumption of more than RMB1 billion. Fifteen real estate-related policies were issued. The sales of refined oil increased by 30%. It is estimated that the total retail sales of social consumer goods will increase by more than 8%.
