Zhang Zhijun, Member of the Standing Committee of the CPC Jilin Provincial Committee and Secretary of the CPC Changchun Municipal Committee, presided over the 2nd Meeting of the CPC Changchun Municipal Foreign Affairs Working Committee held on September 2, 2021. Zhang Zhijun stressed that all involved should study and implement Xi Jinping’s Thought on Diplomacy, build up an important window for opening up of China to the north and a hub for cooperation in Northeast Asia, actively expand international cooperation, get fully integrated into the pattern of “Dual Circulation”, and better serve the national overall diplomatic situation, and promote the all-round revitalization of Changchun City. Wang Zilian, Mayor of Changchun City, attended the meeting. 

At the meeting, relevant documents of the CPC Central Committee and the spirit of the Meeting of the CPC Jilin Provincial Foreign Affairs Working Committee were circulated, the report of Changchun City on foreign affairs was delivered, relevant proposals were deliberated and the work for the next step was arranged.  

It’s made clear at the meeting that the overall requirements of the city’s foreign affairs are: to adhere to the guidance of Xi Jinping’s Thought on Diplomacy, have an accurate command of the characteristics of diplomatic work and the reality of the city’s opening up to the outside world under the new situation, implement in a thorough manner the national diplomatic policy and the requirements deployed by the CPC Jilin Provincial Committee, constantly promote the high-quality development of the city’s foreign affairs in the new era, and create a favorable external environment for making a good start in the first year of implementing the 14th Five-Year Plan, accelerating the construction of a modern metropolitan area, promoting revitalization and development and taking the lead in making breakthroughs in promoting the revitalization and development of Changchun City. 

Zhang Zhijun stressed that all involved should follow the direction of foreign affairs as required, focus on implementing the important speeches and instructions made by General Secretary Xi Jinping during his inspection trip to Jilin, take serving the high-quality development as the key point, get deeply and fully integrated into the “Belt and Road” Initiative, and the “Dual Circulation”, speed up the construction of industrial clusters “one at the level of trillion” and “5 at the level of 100 billion”, deepen foreign trade and economic cooperation, actively build platform carriers, continuously expand the achievements in opening up and cooperation, strictly prevent the import of pandemic cases, speed up vaccination, strengthen humanistic care, and implement the national deployment of international cooperation in fighting against the pandemic. 

Zhang Zhijun stressed that we should constantly improve Changchun’s external popularity and reputation with the support of strengthening the construction of international communication capacity, deeply explore the city’s characteristic culture of automobile, film and television, ice and snow, sculpture and such vivid practices as construction of an all-round moderately prosperous society, transformation and upgrading and rural revitalization, further deepen people-to-people and cultural exchanges, have Changchun’s stories well shared with the outside world, demonstrate Changchun’s image and constantly expand the circle of friends. We should have an accurate command of the characteristics and laws of external publicity under the new situation, explore ways of diversified and sub-communication expressions, enhance the accuracy, effectiveness and efficacy of communications. 

Zhang Zhijun pointed we should adhere to the Party’s leadership over foreign affairs as the guarantee, earnestly promote the in-depth development of foreign affairs, and bring into full play to the role of the CPC Changchun Municipal Foreign Affairs Working Committee in guiding the direction, planning the overall situation and formulating policies so as to ensure that the foreign affairs of the whole city can move forward in the right direction. We should also further consolidate the responsibilities of work, improve the level of service, improve systems and mechanisms, strengthen team building, and thus promote the high-quality development of foreign affairs of Changchun City in the new era.
