All deputies, on behalf of the People’s Government of Changchun City, I will now report to you the work of the government for your deliberation and approval. I also ask members of Changchun Municipal Committee of the Chinese People’s Political and Consultative Conference (CPPCC) for their comments.  

1. A review of our work in 2020 and the “13th Five-Year Plan” 

2020 is a year that is extremely unusual. Under the guidance of General Secretary Xi Jinping’s important speeches, all involved in the city led by the strong leadership of the CPC Changchun Municipal Committee have been going through an unprecedented fight against the COVID-19 and a comprehensive examination of development, with major achievements made in pandemic control and prevention, and socioeconomic development. 

In line with the principle “people first and life first”, we have been determined to fight and win the battle against the pandemic since its outbreak by mobilizing all resources to block the spread of the virus. The number of cases in hospital went down to zero within only 50 days. We established and improved a normalized prevention and control mechanism at the earliest possible time, and made an all-out effort deal with the risk of imported cases, protect people’s safety and maintain the order of normal life. While continuing to advance control and prevention, we promoted socioeconomic development, took pragmatic measures to ensure stability on six fronts and maintain security in six areas, facilitated economic recovery and growth against the trend of recession. The GDP was estimated to increase by 3.5%, ranking the first among the four cities in Northeast China. The city ensured a forefront in pandemic control and socioeconomic development. 

Our work in 2020 can be summarized as follows:　　 

(1) Priority to stabilize economic growth. For promoting “10,000 people for 10,000 enterprises”, more than 200 policies and measures were stipulated and implemented one right after another for tax and fee reduction, assistance to enterprises and employment stabilization. The industrial enterprises in the city took the lead nationwide in resuming work and production. The output value of industries above designated size increased by more than 8.5%, ranking in a leading position among the sub-provincial cities. With support given to the “six regressions” of production scheduling, production capacity, supporting facilities, settlement, talent and innovation, the production and sale of FAW increased by 3.6% and 4.5% respectively. The output of Hongqi doubled again to exceed 200,000 cars. We issued RMB250 million coupons to lever up resident consumption, upgraded such business streets as Guilin Road and Hongqi Street, organized summer holiday and other promotional activities of culture and tourism, created at a high level the New World of Ice and Snow at the Mt. Lianhua Eco-tourism Resort and the World of Ice and Snow at the Jingyue Lake. We made a new progress in the work of agriculture and rural areas, and secured new steps forward in integrating the development of primary, secondary and tertiary industries. The output of grains reached 23.3 billion jins (one jin=1/2kg). 

(2) All-out effort to promote high-quality development. Driven by the construction of a modern metropolitan area in the city, we launched “four plates” for high-quality development, namely, International Auto Town, International Film Town, National Regional Innovation Center, and China (Changchun)-ROK International Cooperation Demonstration Zone, and “two bases” including National Urban-Rural Integrated Development Pilot Zone and National Agricultural Hi-tech Industry Demonstration Zone. By means of “special teams for construction of projects” to expand the effectiveness of investment, 302 projects invested with more than RMB1 billion each including FAW Hongqi New Energy Vehicle Plant were started, 418 projects invested with more than RMB1 billion each including Toyota Engine were put into operation, and a number of projects such as Huawei Machine Vision were signed. The fixed-asset investment increased by about 8.5%, ranking the first among the four cities in Northeast China. A total of 2.07 million square meters of new industrial standard plants were built, and the amount of transferred industrial land was 4.3 times more than that of the previous year. We continued improving and strengthening real economy. The growth rate of manufacturing industry, hi-tech industry and equipment manufacturing industry turned out to be faster than that of general industry. The transformation of industries going digital, intelligent and green was significantly accelerated. 

(3) Great effort to implement sci-tech innovation. The 12-inch wafer prober, the first of its kind in China, was made successfully, and breakthroughs were made in such key core technologies as high-speed railway track adjustment, and “one sea-launched rocket sending nine satellites into orbit”. The collaborative innovation alliance consisting of big enterprises, institutes and universities was reinforced, and active efforts were put into building up an ecosystem with Jilin University at its center for innovation and entrepreneurship. A list of enterprises including YCMEC and Gpixel got settled in the Optoelectronic Information Industrial Park. The number of new hi-tech enterprises amounted to 691 and that of “little giants” reached 222. We also made breakthroughs in financial service technology. OLED got listed on innovation board, and Jilin University IT Co., Ltd. and YEAL made their debuts at the Shenzhen Stock Exchange. The China-Belarus Sci-Tech Industrial Park went into trial operation. All major urban areas were covered by 5G. The number of patent applications increased by 10.4%. The National Innovation and Entrepreneurship Week concluded with success. A total of 100,000 graduates from higher learning institutions, an increase of 11,000 from the record of last year, selected the city for business or work. 

(4) Pragmatic measures to promote reform and opening up. The reform to “delegate power, streamline administration and optimize services” was constantly deepened. The “construction starts immediately after land acquisition” was made possible for mew industrial projects. The time for an enterprise to open was shortened to one hour from three days. The number of newly registered enterprises increased by 31%. The reform in such key areas as state-owned asset and enterprise, agriculture and countryside, and development zone system and mechanism were further promoted. A total of 234,000 retirees from state-owned enterprises turned to socialized management. A number of large-scale activities such as Auto Expo, Agriculture Expo, Film Festival, UAV Expo and China-Germany Auto Conference were organized successfully. Gongzhuling was listed under Changchun’s governance. The Airport Economy Demonstration Zone, National Production and Service-oriented Logistic Hub, Innovative Development Pilot for Service Trade and other major platform carriers were approved one after another. The number of TEUS carried by China-Europe trains increased by 27.9%. The amount of actually utilized domestic and foreign funds increased by 28% and 12% respectively. 

(5) City construction and management strengthened. Making the city strong with high-quality traffic construction was promoted substantially. The overall planning of Longjia Airport was approved, and such major projects such as Subway Lines 5, 6 and 7, Chang-Shuang Highway, Relocation of Renmin Street Entry/Exit of Fu-Chang Expressway were started one after another. The white paper on transportation development was compiled, and measures to deal with traffic jams during rush hours were adopted. Thirteen “dead-end” or “bottleneck” roads were made opened, and 25 bus routes were adjusted and optimized. The construction of the 6th Water Purifying Plant was started. A total of 520 kilometers of water, natural gas and heating pipelines were paved or reconstructed, and a new heating capacity of 3 million square meters was realized. In addition, we built 12 new parks, afforested 90 new streets and roads and 62 big pieces of public space, had fences for such parks, streets or roads removed for showing green sceneries. We fought and won the battle against pollution. The number of days with excellent air quality and the proportion of excellent water bodies increased remarkably. We made breakthroughs in the construction of “smart city complexes”, and handled in an-round, centralized way the disordered phenomena in the city. The level of refined management was improved step by step. 

(6) Pragmatic measures to safeguard and improve living standards. The action plan Happy Changchun was fully implemented. A total of 120,000 new jobs were created in cities and towns in which the registered unemployment rate was controlled within 4%. The pension of enterprise retirees increased by 5%, the minimum living standard for residents in urban and rural areas increased by 14.5% and 22%, the basic living standard for those in extreme difficulties in urban and rural areas increased by 36% and 56%, and the management on 301 supporting kindergartens in residential quarters was completed. The salary issue of teachers engaged in nine-year compulsory education was properly addressed. The medical insurance for urban and rural residents was integrated. A total of 64 old residential quarters and 5,911 shanty towns were transformed, 15,000 houses for rental were raised, and 13.77 million square meters of unregistered houses were confirmed. The main boy for the second-phase project of community cadres college was completed. Food and drug supervision was strengthened. The work of handling public complaints and issues reported to mayor’s hotline were improved. We made a breakthrough in dealing with illegal fund-raising cases, organized a crime crackdown campaign through which all selected homicide cases and influential cases were cracked, and managed three rare consecutive typhoons and frozen rain and snow disasters. The number of production safety accidents and that of casualties dropped by 19.7% and 18.8% respectively. 

(7) Government functions performed in accordance with law. We fully cooperated with the inspections organized by the Central Government and the CPC Jilin Provincial Committee to find out and rectify problems in a timely manner. We accepted as required by law the oversight by Changchun Municipal People’s Congress and its Standing Committee. We readily accepted the democratic oversight of Changchun Municipal Committee of the CPPCC, public oversight and oversight through public opinion, and collected in an extensive manner opinions and suggestions from various democratic parties, federations of industry and commerce, personages without party affiliation, and people’s organizations. Two proposals by Changchun Municipal People’s Congress, 239 pieces of suggestions, one recommendation and 339 proposals by Changchun Municipal Committee of the CPPCC were implemented as expected. We unswervingly enforced full, rigorous self-discipline of the Party, made great efforts to improve Party conduct and build a clean government, strictly observed the central Party leadership’s eight-point decision on improving work conduct, continued to address the practice of formalities for formalities’ sake and bureaucracy. Administration was conducted as required by law and auditing-based oversight was stepped up. We had law popularization in the 7th Five-Year Plan, and the seventh national census completed with success.  

In the past year, Changchun won again the title of “National Civilized City”, became a member of “Top Ten Cities for Wonderful Life in China”, maintained the title for nine times of National Double Support Model City, and was rated as a city at national level where people enjoy living and working in. We further consolidated the good situation of national unity and religious harmony, and made new achievements in the fields of national security, supply and marketing, meteorology, public accumulation fund, archives, civil air defense, local chronicles and the Red Cross, etc. 

2020 is the last year for the “13th Five-Year Plan”. Over the past five years, we have followed the general principle of striving for progress while ensuring stability, implemented a series of major measures benefiting the present and the long term, promoted the revitalization and development of the city up to a new level, and made decisive achievements in building a moderately prosperous society in an all-round way. 

The past five years witnessed an overall leap in economic strength. The GDP increased from RMB477.38 billion to RMB650 billion. Services became the driving force of economic growth. The number of hi-tech enterprises increased by 7.2 times. The number of market entities exceeded 1 million. Emerging industries continued to grow, traditional industries went through rapid transformations, and the momentum of development remained on rise. 

The past five years witnessed the deepening of reform and opening up. With comprehensive efforts put into, multiple points prioritized for and in-depth promotions conducted for reform, we made breakthroughs in important areas and key links. The initiative of “delegating power, streamlining administration and optimizing services” promoted the overall optimization of business environment and significantly reinforced the vitality of market. Changchun New Area and other major opening up platforms and carriers made remarkable achievements, with a total import and export volume of more than RMB100 billion. 

The past five years witnessed the progress in the three critical battles. We managed a historical elimination of poverty for all rural residents living below the current poverty line. The quality of ecological environment continued to improve. The average annual number of days with good air quality increased by 70 days, and the quantity of Inferior Ⅴ Class water went down to zero. We had a batch of major potential risks “accurately dismantled”, and achieved important results in handling financial risks in the period. 

The past five years witnessed remarkable changes in urban and rural areas. The operating mileage of rail transit exceeded 100km, and the supply capacity of water, electricity, natural gas and heating improved steadily. The city proper within the 3rd Ring Road took on a new look, and the living surroundings in rural areas changed with each passing day. The development pattern of “four plates” and “two bases” began to take shape, and the spatial framework of a modern metropolitan area in the city went fully unfolded. 

The past five years witnessed continuous improvement of people’s wellbeing. The income growth of urban and rural residents turned out to be faster than economic growth. A full coverage of urban and rural endowment, medical insurance was realized. The basic living standard of the people in need was improved in each and every past year. Education, culture, health and sport progressed continuously, and people’s sense of gain, happiness and security was improved in an all-round way. 

The achievements we made in socioeconomic development in the past five years are the result of scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the cordial care of the CPC Central Committee and the State Council. These achievements cannot be made possible without the correct leadership of the CPC Jilin Provincial Committee, the People’s Government of Jilin Province and the CPC Changchun Municipal Committee, the oversight and support by Changchun Municipal People’s Congress and Changchun Municipal Committee of the CPPCC, and the united efforts made by all cadres and masses in the city. On behalf of the People’s Government of Changchun City, I would therefore like to express my sincere regards and heartfelt thanks to the people of the whole city, deputies to the People’s Congress, members of the committee of the CPPCC, all other political parties, federations of industry and commerce, people’s organizations, units under direct management of central and provincial governments in the city, soldiers of the People’s Liberation Army and the armed police officers as well as all public figures and foreign nationals from all sectors of society who cared about and supported the development of Changchun City! 

While recognizing our achievements, we are also keenly aware of the difficulties and problems we have been facing. The shock of the COVID-19 pandemic and the affect caused by the change of external environment have increased the risk of industrial and supply chains. Enterprises especially private enterprises, micro, small and medium-sized enterprises are facing growing difficulties. The industrial structure is not reasonable, the size of strategic emerging industries, modern services and private economy is still small, and the development of new industries and new formats of businesses is not fast. The improvement of people’s wellbeing is still behind people’s expectation. There are still weak points and short boards in such fields as ecological environment, transportation, education, medical care, social governance and safe production. The work conduct of the government still needs to be optimized. Formalism and bureaucracy still exist. The sense of responsibility of cadres needs to be further strengthened, and the ability of innovation and tackling critical issues needs to be further improved. We must face and take effective measures to solve such contradictions and problems.  

2. Main targets, tasks and initiatives for the “14th Five-Year Plan”  

In line with the Proposal of the CPC Changchun Municipal Committee for Formulating the 14th Five-Year Plan for Socioeconomic Development and the Long-term Goal of 2035, the People’s Government of Changchun City compiled the Outline (Draft) of 14th Five-Year Plan for Socioeconomic Development of Changchun City and the Long-term Goal of 2035 (Draft) and submitted it to the congress for deliberation and approval. 

The outline (draft) was made in line with General Secretary Xi Jinping’s important instruction of “new responsibilities, new breakthroughs and new actions” and in combination with the target of “speeding up the construction of a modern metropolitan area in Changchun and thus make city with a permanent population of over 10 million and a total economic aggregate of RMB1 trillion”. For highlighting making everything we do based on the new stage, applying the new development philosophy and getting integrated into the new development pattern，a series of major policies, projects have been put forward, which are mainly reflected in the following six aspects: 

——We will promote in an all-round way the development of economy, secure a rate of contribution of 80% or above by the high-quality development of the “four plates” to the economy of the city, ensure the “two bases” of agricultural and rural modernization and the industrial development pattern supported by multi-points and multi-industries featuring diversified development can basically take shape. Based on making quality and effectiveness obviously improved, we will maintain the growth of the city’s GDP at a medium and high speed, and meanwhile promote the strategic position of the city in the overall development situation of the country up to a new ranking. 

——We will reinforce the leading role of innovation, launch a number of major sci-tech projects, making breakthroughs in a number of “bottleneck” technologies, build a number of national sci-tech innovation platforms, increase the proportion of research and development investment in GDP to the national average level and the number of hi-tech enterprises to more than 3,000, ensure the contribution rate of sci-tech progress can be significantly improved, and the role of National Regional Innovation Center be better played, and move upward to the medium and top-end in the national layout of industrial chain, supply chain, value chain, value chain and innovation chain. 

——We will promote in a coordinated way the urban and rural development, consolidate and expand the achievements made in poverty alleviation, accelerate in an all-round way the initiative of rural revitalization, and have the new type of urbanization with people as its core steadily advanced. We will speed up the layout of urban renewal actions, improve the overall service capacities of such public facilities as water, electricity, natural gas, heating, communication and transportation, and have the transformation of underground pipe networks, old residential quarters and historical and cultural blocks basically completed. We will be working to make the city a high-quality living space, healthier, safer, more livable and resilient for the people.  

——We will ensure more effective protection of ecosystems and the environment, have the pattern of development and protection of state-owned land optimized, make remarkable achievements in green transformation of production and life styles, allocate in a more reasonable way the energy and resources, continue lowering the comprehensive energy consumptions and carbon dioxide emissions per unit GDP, and steadily increase the proportion of sponge city area, the urban greening rate and forest coverage rate in the city. We will create a basic pattern for green development of circular economy and low-carbon economy and thus normalize blue sky, green land, clean water, beautiful city and fresh air as part of people’s life.  

——We will continue to improve people’s well-being, ensure more, higher quality employment, increase the incomes of urban and rural residents to the national average level, significantly improve the level of equalization of basic public services, continuously improve the level of education for all, improve the multi-level social security system, provide targeted assistance to all members of disadvantaged groups in both urban and rural areas, and make the people increase the sense of obtain, happies and security. 

——We will improve in an all-round way the efficacy of governance, enter a new stage for the construction of the city under the rule of law, and make social fairness and justice further highlighted and the role of the government better played, the administrative efficiency and credibility significantly improved, the level of social governance in the city obviously improved, the system and mechanism for preventing and resolving major risks constantly improved, the defense level of natural disasters and the ability to respond to public emergencies significantly enhanced, and the ability of guarding for development and security more powerful. 

For a sound socioeconomic development that the government to deliver in the 14th Five-Year Plan, we must, under the overall leadership of the Party, implement the deployment made by the CPC Central Committee with Comrade Xi Jinping at its core, enhance the capability and level of all-round, comprehensive revitalization, and provide a fundamental guarantee for the realization of the city’s high-quality development. We must action and practice the people-centered development philosophy, move toward the direction of common prosperity, ignite the enthusiasm, initiative and creativity of all people, promote social equity, improve people’s well-being, and constantly fulfil the desires of people for a better life. We must apply the new development philosophy, change in a substantial manner the mode of development, promote revolutions of quality, efficiency and driving force to achieve more efficient, sustainable and safter development of better quality and greater fairness. We must persist in deepening reform and opening up, deeply integrate into the new development pattern in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement, strive to get rid of the obstacles of system and mechanism, speed up the advancement of short board for opening up, and continuously reinforce the driving force and vitality of development. We must adhere to systematic concept, make an overall plan to facilitate the opening up of the city to domestic places and the outside world, unfailingly ensure development and security, and strive to consolidate foundation, develop advantages, make up for short boards, make the weak get strong, and thus realize the integration of quality, structure, scale, speed, efficiency, and security of development. 

Today, all deputies, we are standing at a new starting point of the second Centenary Goal, with a blueprint drawn, a new horn sounded, and a new journey set sail. Looking forward to the next five years, we will work together and forge ahead hand in hand. We firmly believe that through our joint efforts the development goal we set will be fulfilled as scheduled, the life of people will become better and the cause of revitalization will no doubt be more brilliant! 

3. Key work for 2021 

2021 is the first year of the 14th Five-Year Plan, the first year of a new journey of building a socialist modern country in an all-round way, and also the critical year at a new starting point to speed up the all-round, comprehensive revitalization of the city. We must rally more closely around the Party Central Committee with Comrade Xi Jinping at its core, stay confident, maintain focus, forge ahead, reform and innovate, and put unremitting efforts into create a new prospect for revitalization and development. 

The general guideline for the work of the government is: to uphold socialism with Chinese characteristics and follow the guidance of Xi Jinping Thought on Socialism with Chinese characteristics for a New Era, implement the guiding principles of the Party’s 19th National Congress and the second, third, and fourth plenary sessions of its 19th Central Committee in full, take General Secretary Xi Jinping’s important speeches and instructions for Jilin as the guidance, follow the general principle of pursuing progress while ensuring stability, base everything we do on the new development stage, apply the new development philosophy and integrate into the new development pattern. We must take promoting high-quality development as the theme, pursuing supply-side structural reform as the main task, reform and innovation as the fundamental driving force and meeting people’s growing desires for a better life as the fundamental goal. We must adhere to systematic concept and expansion of domestic demand, strengthen the support of sci-tech innovation, comprehensively deepen reform and opening up, consolidate and expand the achievements in pandemic control and prevention and socioeconomic development, coordinate in a better way development and security, implement as required by the CPC Jilin Provincial Committee the strategy of “three fives” and the deployment of “three plates” in the middle, the east and the west, the spatial layout of “one pillar, six pairs” for industries, ensure stability on the six fronts and security in the six areas, speed up the construction of a modern metropolitan area in the city, strive to build a modern industrial system, expand the “four plates”, build the “two bases and thus make a good start for the 14th Five-Year Plan and celebrate the 100th anniversary of the founding of the Party with remarkable achievements. 

The main expected goals of the city’s economic development are as follows: The GDP increase by about 7%, the output value of industries above designated size increase by about 9%, the investment in fixed assets increase by about 10%, the local fiscal revenue increase by about 5.5%, the total retail sales of social consumer goods increase by more than 6%, the output of grains stand at 24 billion jins, create 100,000 new jobs in cities and towns, the registered unemployment rate in cities and towns will be controlled within 4%, and the income of urban and rural residents can keep pace with the growth of economy. 

(1) Highlight the core position of innovation. We will deeply implement the innovation-driven development strategy, deploy innovative chain around industrial chain and lay out industrial chain around innovative chain so as to speed up the formation of a good trend of innovation leading high-quality development. Firstly, to tackle key core technologies. We will fully support heavyweight enterprises, institutes, and universities to apply for the construction of national scientific research platforms for applied chemistry, semiconductor and laser technology to consolidate and develop the position of National Regional Innovation Center. We will introduce such innovative mechanisms “selecting the best candidates to lead key research projects” of tackling bottleneck technologies in such aspects as key auto parts, intelligent EMU, industrial robot, agricultural seed source and innovator drug so as to make a number of ingenuine achievements in 2-3 years. Secondly, to promote the transformation of sci-tech findings. We will speed up the construction of National Demonstration Zone for the Transformation of Sci-Tech Findings and China (Changchun) IPR Protection Center, and push the application of Changchun National Independent Innovation Demonstration Zone to get approved at the earliest possible time. We will support Changchun New Area to cultivate a pilot for innovation-driven development, and encourage development zones, counties (cities) and districts to build incubators, innovation and entrepreneurship bases and sci-tech industrial parks. We will have an innovation alliance established for intelligent manufacturing and biomedicine, and set up an integrated innovation platform for industries, universities and research institutes. We will action and practice “bridging” for key industrial chains and strive for the transformation of more than 50 pieces of sci-tech findings. Thirdly, to create a sound environment for innovation. We will support large enterprises to carry out industrial integration and innovation pilot projects, and push forward the innovation and development of small and medium-sized enterprises by means of extending industrial chains. We will provide “post subsidy” for exceptional achievements to lead enterprises to invest more in scientific research so as to make the city’s investment in research and development increase by about 8%. We will launch the campaign of cultivating innovation-oriented enterprises for which the support for sci-tech “little giant” and “unicorn” enterprises will be highlighted to make the number of newly identified hi-tech enterprises at national level exceed more than 600. We will make more preferential policies featuring new stages, new incentives, new honors and new development prospects to attract talents to work and stay in the city. 

(2) Promote industrial transformation and upgrading. We will adhere to the main direction of improving the level of the whole industrial chain, speed up the construction of a modern industrial system, and strive to develop a new pattern supported by multi-points and multi-industries featuring diversified development. Firstly, to make manufacturing industry bigger and better for “strengthening the industrial chains of pillar industries”. We will fully support FAW’s innovative development, double the output of Hongqi automobile, push forward the start of construction of such key project as automobile chip, new energy battery, Audi’s new energy PPE and Silk EV-Hongqi S-series, attract more than 30 manufacturers of supporting parts to return to Changchun, and strive to build a world-class international city of automobile industry. We will make every effort to promote the construction of the operation and maintenance base, and the relocation of Changchun Railway Vehicles Co., Ltd., support the expansion of such leading enterprises as Haoyue, Huazheng and Jiusan Group, and make the output value of equipment manufacturing and agricultural processing reach more than RMB50 billion. Secondly, to develop modern services for “extending short industrial chains”. We will start the construction of a national production and service-oriented logistics hub, deepen in an all-round way the pilot project for innovation and development of service trade, give priority to the development of such key fields as sci-tech service and industrial design, and make the proportion of production-oriented service industry producer services account for more than 50%. We will put active efforts into promoting the construction of 20 top-end service projects including City Crossing, four towers in the southern city proper, Northeast Asia International Convention and Exhibition Center, the start of six bases such as film and television making center in Changchun International Film Town, and the opening for use of Changchun International Financial Center. We will make the added value of services increase by about 6%. Thirdly, to make strategic, emerging industries stronger for “seeking new chains”. We will make a layout for the industrial chains of optical chip, machine vision, ice and snow equipment, 3D printing and additive manufacturing, medical care, skin care and heart valve, and make such emerging industries as auto electronics, intelligent manufacturing, V2X, optoelectronic information and new materials grow bigger. We will have the construction of UAV Industrial Park kick-started and promote the networking of “Jilin-1” Satellites. Fourthly, to promote the deep integration of digital economy and real economy. We will deepen the strategic cooperation with Huawei, Inspur and other leading enterprises to facilitate the development of “automobile, optoelectronics, film, agriculture” and “technology, network, cloud, intelligence”. We will prepare to build Northeast Big Data Trading Center, apply to be a node city of National Integrated Big Data Center and a pilot zone for AI Innovation and Development, have 30 industrial internet projects implemented, make the number of 5G base stations exceed 10,000, and put the core area totaling 1.3 million square meters of Jingyue Digital Economy Industrial Park in use.
