Since 2007, in the name of the city’s CPC Committee and People’s Government, Changchun holds a municipal conference on people’s well-being, and drafts and implements a plan to improve people’s well-being every year by carrying out around 100 effective actions covering various sectors including employment, social security, education, culture, public health, and environment. As the result, with the continually rising citizen happiness index, Changchun has been awarded as the “Happiest City of China” for seven consecutive years.

Changchun always holds on to the idea of “developing the city for the people and by the people”, and takes the project of Establishing the “National Civilized City” as an opportunity to accelerate economic development, improve the infrastructure and people’s well-being, harmonize social orders, breed and publicize the socialist core values, and enhance the citizens’ overall quality and the city’s civilization. As a result, the city was awarded as the “National Civilized City”. In the city, 130 “Moral Models”, 297 “Helpful Citizens”, and 300 thousand volunteers are conveying happiness to others with their kindness.

Outline of the 12th Five-Year Plan
The Outline of the 12th Five-Year Plan (2011-2015) for National and Social Development of Changchun City was approved at the 4th Plenary Session of the 13th People’s Congress of Changchun City.
The “12th Five-Year” Plan period is crucial to expanding economic aggregate, transforming economic growth mode, implementing “Chang-Ji-Tu” Strategy, accelerating Chang-Ji Integration, planning coordinated development of industrialization, urbanization, and agricultural modernization, implementing “Tri-Drive” Strategy, making the city more residentially friendly and improving people’s livelihood. Keeping pace with the times, taking into consideration the reality, making and implementing a reasonable development plan are of great significance to building up a moderately prosperous society, and thus achieving the goal of taking the lead to develop rapidly and scientifically.
I. Stand on a New Stage, Grasp New Opportunities for Future Development
1. Development Foundation
Since the implementation of the “11th Five-Year Plan”, the CPC Changchun Municipal Committee and the People’s Government of Changchun City have made breakthroughs in socioeconomic undertakings, and achieve the goals set in the “11th Five-Year Plan” through holding firmly to the strategic opportunities of revitalizing the old industrial base of Northeast China; implementing in depth the Scientific Outlook on Development; taking “Project Construction Year” as the carrier to carry out the five strategies, namely, management according to the law, development through science and education, advancement driven by opening up, breakthroughs at county level and sustainable development; speeding up the construction of districts, development zones and counties; strengthening “two pillar industries”; highlighting the development of “three predominant industries”; and cultivating “five key industries”.
l Economic Strength on New Stage
The goals of all economic indicators set in the “11th Five-Year Plan” have been achieved. The GDP has maintained an annual average growth rate of 15.1% to RMB336.97 billion, 105% of the “11th Five-Year Plan”, or twice more than the amount recorded at the end of the “10th Five-Year Plan”; The GDP per capita, over USD6000, twice more than the amount recorded at the end of the “10th Five-Year Plan”; The total industrial output value of industries above designated scale, an annual average growth rate of 26.7% to RMB575 billion, 115% of the “11th Five-Year Plan” or 3.4 times more than the amount recorded at the end of the “10th Five-Year Plan”; The total government revenues, an annual average growth rate of 25% to RMB56.34 billion, 176% of the “11th Five-Year Plan” or 3.1 times more than the amount recorded at the end of the “10th Five-Year Plan”; and fixed-asset investment, an annual average growth rate of 35% to approximately RMB1 trillion, 183 % of the “11th Five-Year Plan” or 4.5 times more than the amount recorded at the end of the “10th Five-Year Plan”.
l New Breakthroughs in Economic Restructuring
The proportion of agriculture, industry and services has been adjusted to 7.3:52.5:40.2 from 10.7:46.8:42.5. The proportion of animal husbandry in agriculture has reached 51%. The value added to GDP by industries has increased by 1.2 percentage points. The output value of the six key industries including automobile, agricultural processing in the total amount generated by industries above designated scale has amounted to 95%. The proportion of output value of automobile industry in the total amount generated by industries above designated scale has dropped to 64.5% from 70.4%; and that of modern services in the total generated by services has increased to 44% from 38.8%. The contribution of private economy to GDP has increased to 55% from 28%.
l New Achievements in Urban Construction
The construction of three city proper and two districts has expanded the city’s development framework. The area of city proper has increased to 350 square kilometers, with an average annual growth record of approximately 12 square kilometers. The Automobile Industry Development Zone has been established successfully, making it the first of its kind in China that is professionally engaged in serving automobile industry. The Northeast Changchun Opening up and Development Pilot Zone has been founded, which is considered a success in creating an important engine for the implementation of “Chang-Ji-Tu” Strategy and the acceleration of Chang-Ji Integration. A total of 150 key projects including Longjia International Airport, Light Rail I and II, Fourth Ring Road and Dalian Inland Port and Reconstruction of Yatai have been completed as smoothly as expected. The highway mileage has surpassed 20,000 kilometers, or 1.3 times more than the record at the end of the “10th Five-Year Plan”; the electricity generating capacity, 21.5 billion KWH, or 3.8 times more than the record at the end of the “10th Five-Year Plan”; the sewage water treatment capacity, 90%, or 7.5 times more than the record at the end of the “10th Five-Year Plan”; the rate of comprehensive gasification, 98%, or 2.1 percentages points higher than the record at the end of the “10th Five-Year Plan”; the rate of thermalization, 80%, or 5 percentage points higher than the record of the “10th Five-Year Plan”; and the per capita public green space, 11.6 square meters, or 3.6 square meters more than the record at the end of the “10th Five-Year Plan”.
l New Steps in Reform and Opening up
The reform of state-owned enterprises has nearly been finished; breakthroughs have been made in personnel system reform; opening up has hit a new record, with import and export trade volume going up at an annual rate of 22% to USD13 billion; foreign investment utilization has maintained an annual growth arte of 18% to USD10.22 billion over the past five years; and the number of foreign companies investing in Changchun has reached 3,700, including 54 Global 500, increased by 14 in five years. Cooperative relations have been established with 150 plus countries and regions. The economic aggregate of development zones in the total amount of the city has exceeded 64%. The proportion of GDP, fixed-asset investments and fiscal revenues of four development zones in the total amount of the city has reached 47%, 51% and 64.7%, respectively.
l New Record in Social Construction
Substantial progress has been made in improving people’s well-being, with about 100 programs well implemented in each and every year of the past five years. The income of urban and rural citizens has increased by 10% and 7% respectively. A total of 610,000 jobs have been created in town over the past years. The area of torn-down shanty towns has reached 12 million square meters, and new buildings totaling 5 million square meters have been built, making the living conditions of 800,000 people improved. The rate of old-age care and unemployment insurance has been approaching the record under which all citizens in need are covered. The rate of medical care insurance for urban citizens, medical care insurance for company workers and new-type cooperative medical care insurance for rural citizens has exceeded 95% respectively. Various undertakings in education, culture, sport, health, broadcasting, TV, news and publication have been progressing constantly. Changchun has won the tiles at national level as a model for health, environmental protection, dual support and forestry construction, with urban security capacities for fire prevention, food, medicine, production, transportation, medical care and public security increased noticeably.
2. Development Environment
In the “12th Five-Year Plan” period, unfavorable factors to affect economic development and social stability may still appear around the world, but socioeconomic development will be on a upward trend. China is still in a period full of strategically important opportunities.
For Changchun City, remarkable achievements have been made in the “11th Five-Year Plan” period, with economic scale, urban construction, improvement of people’s well-being and social development stepping on new stage, thereby laying a solid foundation for the fulfillment of faster development in “12th Five-Year Plan” period. With more effort put by the nation into the revitalization of Northeast China and the implementation of national strategies “Chang-Ji-Tu” and Development Priority Zones, Changchun City has become an important region for development in Jilin Province. This has brought about good development opportunities. In the “12th Five-Year Plan” period, the per capita GDP of Changchun City will go up to the range of USD6000-10000. In the middle or late period of industrialization, manufacturing transformation and consumption structure upgrading are moving forward more rapidly, and meanwhile the demand of industrialization, urbanization and modernization of services and agriculture is booming. Under such conditions, huge space and powerful strength will be provided for Changchun to speed up development. In the meantime, we should be aware of the fact that such conflicts that are rooted and have long been accumulated in the system and structure of the old industrial base have not been solved substantially, causing intrinsic power insufficiency for development, system and mechanism deficiency hindering scientific development, incompletely reasonable economic structure, unsubstantial construction of agricultural infrastructure, stagnated development of services, weak ability of transforming scientific findings, small scale for strategic and emerging industries, obvious problems with urban-rural structure, and slow income increase for urban and rural citizens. As reform and development deepens, economy and society will enter a period in which various problems appear, supply of key factors is tight, exterior environment is more complicated, and market competition is tenser. In general, Changchun is now in a crucial period of consolidating foundation, saving energy, adjusting structure and speeding up transformation of economic development mode; in a crucial period of planning urban-rural development as a whole, pushing forward mutual support and integration and interactive development of industrialization, urbanization and agricultural modernization; and in a crucial period of eradicating problems deeply rooted in system and mechanism, revitalizing innovative development and speeding up the formation of intrinsic economic growth mechanism.
For future development, we must strengthen the awareness of opportunity and unexpected development, respond to environment changes actively, hold firmly to “development” and “people’s well-being”, handle various conflicts efficiently, work more to push forward the transformation of economic growth mode, and make breakthroughs in strategic economic restructuring and construction of a resource-saving, environmentally friendly society; make an all-out effort to push forward reform and opening up, and make breakthroughs in innovating systems and mechanisms, and strengthening intrinsic development power; make an all-out effort to push forward the coordinated development of industrialization, urbanization and agricultural modernization; make an all-out effort to push forward innovation in science and technology and make breakthroughs in transforming scientific findings and constructing key projects; and make an all-out effort to push forward the program of making people richer and make breakthroughs in improving people’s livelihood and promoting social harmony and stability.
II. Transform Economic Growth Mode, Open New Chapter for Scientific Development
1. Development Approach
In the “12th Five-Year Plan” period, the overall approach for socioeconomic development is to:
l Take Deng Xiaoping Theory and the important thought of Three Represents as the guide and fully implement the Scientific Outlook on Development;
l Take speeding up the transformation of economic growth mode as the main thread, and achieving scientific development, accelerated development and leading development as the main theme and hold firmly to development and people’s well-being as the two key tasks;
l Put speeding up development, improving people’s well-being, constructing a better city, and promoting harmony in the center and unswervingly push forward the coordinated development of industrialization, urbanization and agricultural modernization, unswervingly implement investment, project and innovation-driven strategy, unswervingly take industry and services as the two engines for economic growth, unswervingly speed up the coordinated development of “three plates” development zones, districts and counties, and unswervingly push forward the program of increasing citizens’ incomes and development of social undertakings;
l Put more effort into spiritual civilization and democratic and legal construction, and make Changchun a city that is prosperous, harmonious, open and beautiful and takes the lead in the province’s scientific development, people’s well-being improvement and social harmony.
2. Guiding Principle
--Insist on scientific development, accelerated development and leading development. Effort will be put into holding firmly to the strategically important opportunities in the “12th Five-Year Plan”; priority will be given to economic growth mode transformation, strategic economic restructuring and sustainable development; and more effort will be put into the construction of a more competitive modern industrial system to speed up the pace of revitalizing the city.
--Insist on promoting the coordinated development of industrialization, urbanization and agricultural modernization. Effort will be put into using industrialization to push forward urbanization, using urbanization to drive agricultural modernization and using agricultural modernization to promote industrialization and urbanization to explore a new road with the characteristics of Changchun City for the development of the first, second and third industry so that planning as a whole, helping and interacting with each other for development can be achieved.
--Insist on investment, project and innovation-driven strategy. Effort will be put into expanding economic aggregate, optimizing structure, consolidating foundation through investments; promoting investments, congregating key factors and advancing industries through projects; and consolidating leading positions, sizing top-end markets and cultivating new advantages for future development through innovations.
--Insist on attaching equal importance to industry and services. In addition to bringing into full play industry’s role as a foundation for economic growth of the city, effort will be put into supporting the development of services and using them to strengthen urban functions, push forward industrial development and thus form step by step a new pattern of dual-drive strategy by industry and services.
--Insist on guaranteeing and improving people’s well-being. Improving people’s well-being shall be taken as the substantial starting point and standpoint for development; social undertakings shall be accelerated; basic public services shall be commonly shared and promoted; the relations of speeding up development and improving people’s well-being shall be handled properly; and make all citizens benefit from the result of reform and opening up.
--Insist on coordinated development among development zones, districts and counties. Integration and congregation, and free flow of various key factors shall be pushed forward to realize economic restructuring, characteristic development and dislocation competition, and establish a system and mechanism for coordinated development of the “three plates”.
--Insist on resource conservation and environmental protection. Effort will be put into advocating eco-friendly consumption; developing low-carbon, circulating economy; raising people’s awareness of environmental protection; and making socioeconomic development, population, resource and environment harmoniously coordinated and meanwhile transforming economic growth mode and strengthening sustainable development ability ideally unified.
3. Major Objectives
The major objectives after five years of hard work are to make economic development steady and relatively rapid; social construction obviously reinforced; reform and opening up constantly deepened; old industrial base revitalized completely; making-people-richer program implemented as planned; people’s life more satisfied; and building up a better-off society fulfilled basically.
--Economic development is steady and relatively rapid. By 2015, the GDP will exceed RMB700 billion, an average annual growth rate of approximately 14%; investments for the five years, amount to RMB1.6 trillion, an annual average growth rate of over 15%; the total output value of industries above designated scale, exceed RMB1 trillion, an average annual growth rate of over 15%; fiscal revenues, exceed RMB100 billion (fiscal revenues of local governments, RMB40 billion), an average annual growth rate of over 14%; and fluctuation of consumer prices, maintain in a reasonable range.
--Scientific education is improved noticeably. By 2015, the quality of nine-year compulsory education will be improved dramatically. The gross enrollment rate of high schools will reach 87%. The proportion of research and experiment development expenditures in GDP will go up to 2%. And the number of patents granted per 10,000 people will be more than two.
--Remarkable achievements are made in structure adjustment. By 2015, the proportion of the first, second and third industry will reach 5:52:43; the consumption rate, increased by 2.5 percentage points; the proportion of added value of modern service industry in services, exceed 50%; the proportion of people employed in services in the total number of employees, reach 45%; the proportion of private economy in GDP, reach 60%; the economic aggregate of counties in GDP, exceed 35%; and consumption demand, go up a new level.
--Urban/rural construction is improved to a brand new level. By 2015, the rate of urbanization will exceed 55%, with the area of districts completed in central cities, amount to 450 square kilometer; the daily water supply capacity, reach 1.8 million cubic meters; the rate of thermalization, reach 85%; the rate of comprehensive gasification, 98%; the proportion of carrying capacity of pubic transportation, increase by 10 percentage points; and the congregating ability of counties, increase constantly; and a new type of urbanized pattern characterized by coordinated development between big, medium and small-sized cites and small towns will be formed.
--Energy conservation and environmental protection go forward substantially. By 2015, the area of arable land will reach 20.009 million mu; the effective utilization coefficient for agricultural irrigation, increase to 0.53; the consumption proportion of non-fossil energy in primary energy, an accumulated increase of more than 3 percentage points; the tasks at provincial and national levels of lowering water consumption per unit of industrial added value, energy consumption per unit of GDP and emission of carbon dioxide will be completed; the wood storage volume, reach 28 million cubic meters; and the tasks of air purification, urban greening and water system beatification will be finished basically.
---The program of making people richer makes substantial achievements. By 2015, the city’s population will be controlled within 8 million; the per capita disposable income of urban citizens, reach national average level; per capita net income of farmers, maintain in a domestically leading position; the new labor forces getting employed, stand at a record of 100,000 every year; all urban citizens, covered under basic endowment insurance, and the rate of urban-rural three-item insurance, reach 95%; registered unemployment rate in town, controlled below 4%, and the accumulated number of new labor forces getting employed, reach 500,000; and the number of poor people, decrease dramatically.
--Social construction is reinforced remarkably. The basic public service system covering urban and rural citizens will be completed gradually; people’s ideological and ethnical standard, scientific and cultural quality as well as health quality, improved constantly; socialist democratic and legal system, improved to a higher level; people’s interests, protected substantially; cultural undertakings and industries, develop at a faster speed; social management system, approach to perfection; and society, more harmonious and stable.
III. Optimize Space Planning, Push Forward Urban Coordinated Development
In line with the overall planning of “Chang-Ji-Tu” Strategy and “Chang-Ji” Integration, effort will be put into planning in a coordinated way the city’s distribution of productivity, improving development efficiency, guiding industrial congregation, strengthening central cities’ driving functions on counties (cities), expanding cooperation among districts, development zones and counties (cities), and speeding up movement of urban industries to counties (cities) to form a space planning pattern characterized by substantial advancement of Chang-Ji integration, and coordinated development of central districts, development zones, counties and key townships, and thus promote the coordinated development of county economies.
1. Push Forward Chang-Ji Integration
In addition to upgrading the two cities of Changchun and Jilin, effort will be put into pushing forward in an all-round way the construction of three industrial strips North Chang-Ji Strip, Central Chang-Ji Strip and South Chang-Ji Strip, speeding up the cooperation between Changchun and Jilin in ten aspects including industry, agriculture, service industry and infrastructure, promoting the integration of automobile, petrochemical and other industries, making the advantages of Changchun and Jilin supplementary and positively interactive to each other to form the Chang-Ji economic rim, and improving hinterlands Changchun and Jilin’s supportive functions to help the cities in the middle of Jilin Province develop rapidly.
l North Chang-Ji Strip
Based on existing resources and new city proper construction, priority will be given to pushing forward the construction of Northeast Changchun Opening up and Development Pilot Zone, creating industrial parks for corn-based refinery, equipment manufacturing, bonded area, airport economy, modern logistics and other industries to build up a strip for advanced manufacturing and modern services.
l Central Chang-Ji Strip
With rich mountain, water and land resources, priority will be given to pushing forward the construction of Lianhua Mountain Eco-friendly Tourism Resort, working more to develop such key industries as modern business, holiday spending, leisure, landscape tourism, culture and sport, creating top-end business centers, holiday spending centers and sightseeing-oriented agricultural parks to build up a strip for eco-friendly tourism and modern agriculture.
l South Chang-Ji Strip
With eco-friendly surroundings and tourism resources, priority will be given to pushing forward the construction of Eco-friendly City Jingyue, Satellite City Sheling and Sub-urban Center Shuangyang, developing top-end services, eco-friendly tourism, scientific research and development, education, culture and resource processing, creating Jingyue Forest Park, Culture and Printing Industrial Park and Special Township Sheling, and establishing unique top-end service clusters to build up a domestically famous strip for Chang-Ji eco-friendly tourism and leisure.
2. Improve Central District’s Functions
More effort will be put into the adjustment, optimization and improvement of central districts, and the function division, population distribution, industrial development and auxiliary service facilities will be planned as a whole with the new districts of new cities, and metropolitan coordinating regions to improve the city’s bearing function, ecological quality, residential condition and management level.
l Core Areas
The strategy of decentralization and optimization will be implemented to speed up the pace of refurbishing old city proper, teardown shanty towns and thus improve the image and quality of the city’s core areas. Priority will be given to the development of modern services including finance, insurance, commerce, culture, education and information as well as traditional services like business, trade and catering. In principle, new industrial projects shall not be added to the core areas, industries moving into development zones and industrial areas shall be continued, and the relocation of existing industrial enterprises shall be accelerated. As the administrative centers of all districts are moved outward, a batch of zonal business and service centers shall be constructed at a faster speed in industrial and populous areas. The existing business districts, according to their functions, shall be moved toward featured business rims and streets. Within the 4th Ring Road, large logistic or wholesale markets shall no longer be constructed, and the existing ones shall be relocated one after another to the region outside the expressway circulating around the city, and then clustered according to the distribution of productivity. In addition to promoting the development of industries, the new districts of new city proper shall get the construction of facilities for livelihood, commercial and social services coordinated entirely, and thus reduce tide or pendulum traffic problems.
l Three City Proper and Two Areas
○ South City Proper
The new city proper in the south is home to top-end services including administrative office, headquarters economy, MICE economy, modern commerce, finance, insurance and scientific research. Priority will be given to the construction of two function areas Central Business District (CBD) and Jingyue Modern Service Industry Cluster to create a modern service center in the southern part of the city.
○ North City Proper
The new city proper in the north is home to such businesses as modern logistics, business, trade, catering, culture, tourism, transport and ecologically friendly residence. Priority will be given to the construction of three function areas for modern logistics, comprehensive transport hub and center of the new city property in the north to create a modern logistics center in the northern part of the city.
○ West City Proper
The new city proper in the west is home to such businesses as commerce service, business residence, catering and entertainment. Priority will be given to the construction of three function areas for transportation, comprehensive commerce and ecologically friendly residence to create a traffic hub in the western part of the city.
○ Southwest Industrial Area
On the basis of the existing advantages of Xixin Economic and Technological Development Zone, Hi-tech Industry Development Zone, Lvyuan Industrial Area and Chaoyang Economic Development Zone, priority will be given to the development of complete cars, auto parts and auto-related research, development, service, trade and culture to expand scale, highlight features and push forward the development of industrial clusters to create a place for the congregation of auto industry.
○ Northeast Changchun Opening up and Development Pilot Zone
The coordinated development shall be made possible between development zones and industrial areas at all levels including the northern part of Hi-tech Industry Development Zone, the northern part of Economic and Technological Development Zone, and the places including Jiutai, Dehui, Kuancheng and Erdao. The construction of New City Proper Xinglong will be accelerated. Priority will be given to the development of such strategic and emerging industries as corn-based refinery, optoelectronics, biology, new energy and new material, to the creation of industrial areas for agricultural processing as well as strategic and emerging industries, Chang-Ji-Tu core area, pilot zone for Chang-Ji Integration, and demonstration zone for the coordinated development of industrialization, urbanization and agricultural modernization.
3. Continue Speeding up Transformation and Upgrading of Development Zones
The role of development zones as a leading force in economic development will continue to be highlighted to promote the transformation and upgrading of development zones. By 2015, the contribution of development zones to economic development of the city will exceed 70%, and their fiscal revenues will account for more than 70% of the total amount of the city.
l Hi-tech Industry Development Zone
The core of development will be undergoing a change from the southern part as the center to an interactive mode between the southern part and its northern counterpart. The cultivation of industries will be transforming from the type of scattered clusters to the one featuring extended industrial chains. The southern part of the development zone will be created into a place for creative and software industrial parks incubating hi-tech industries like optoelectronics, software and animation, while the northern part will be created into a place for advanced equipment manufacturing, new material and new energy industrial parks and Northeast Changchun Science and Technology Innovation Center incubating the development of advanced equipment manufacturing, biomedicine, optoelectronics, new material, new energy and top-end production-oriented service industry to make the northern part a demonstration zone at national level for independent innovations.
l Economic and Technological Development Zone
The pace of upgrading southern part and strengthening northern part will be accelerated. For the southern part, more effort will be put into the development of business and trade-based services and MICE industry to improve its ability of supporting services. For the northern part, more effort will be put into the development of corn-based refinery, biomedicine, optoelectronics and modern service industry, and into the creation of Xinglong Comprehensive Bonded Area and industrial parks for such industries as corn-based refinery, biomedicine, and equipment manufacturing to make it a new-type demonstration zone for industrialization.
l Xixin Economic and Technological Development Zone
More effort will be put into accelerating the pace of restructuring and independent innovation capacity improving, developing complete cars, auto parts, auto trade and after-market service, and constructing industrial parks for mould, auto electronics and power-train to form automotive clusters and thus build up a world-class automotive industry base.
l Jingyue Development Zone
Based on the construction of a pilot zone at national level for the comprehensive reform of modern services, more effort will be put into developing modern commerce, eco-friendly leisure, software information, scientific research, education, media, service outsourcing and cultural and creative industry, and creating industrial parks for eco-friendly tourism, animation and media and optoelectronics to make Jingyue a demonstration zone at national level for modern services and a development zone for culture industry.
l Development Zones in Districts
For the development zones in districts, professional, top-end and characteristic development will be highlighted. The development zone in Chaoyang District is mainly for the development of such industries as auto parts, auto logistics and auto electronics; The development zone in Lvyuan District and Kuancheng District, mainly for the development of such industries as rail transit and its auxiliary service sectors; The development zone in Erdao District, mainly for the development of modern services; The development zone in Shuangyang District, mainly for the development of deep processing of deer products and cultural publishing; and The development zone in Nanguan District, mainly for the development of top-end services including headquarters economy, finance and administrative office.
l Development Zones (Industrial Areas) in Counties
Based on the existing foundation, effort will be put into improving the bearing capacity of development zones (industrial areas) to make them major fronts for the relocation of manufacturing industry; The economic development zone in Jiutai, to develop agricultural farming, new building materials and agricultural processing; The industrial area in Mishazi, to develop metallurgy, foundry and hi-tech industry; The development zone in Helong, to develop rail transit processing and raw material supplying; The development zone in Wukeshu, to develop grain deep processing, food processing, biomedicine, etc.; and the development zones (industrial areas) in other counties/cities, to develop resource processing industry based on their own geographic advantages and existing resources.
4. Expand County Economies
Counties will focus on the goal of developing into medium-size cities and actively accept the influence of central cities to highlight the development of industries and promote the upgrading of industries. For the following five years, a total of 100 square kilometers of industrial parks will be built in four counties (cities). Each and every county (city) will have 2-3 large flagship enterprises with powerful driving force and obvious competitiveness.
l Jiutai City
More effort will be put into developing such industries as new energy, agricultural machinery manufacturing, and agricultural processing. By 2015, its population will exceed 350,000, and the established city proper will reach 40 square kilometer, thereby making it an important hub for Chang-Ji Integration.
l Dehui City
More effort will be put into developing industry and emerging low-carbon industries. By 2015, its population will exceed 350,000, and the established city proper will reach 35 square kilometer, thereby making it a domestically famous city of green food.
l Nong’an County
More effort will be put into developing food processing, petrochemical, new energy and modern logistics. By 2015, its population will exceed 300,000, and the established city proper will reach 25 square kilometer, thereby making it a competitive emerging industrial county and a heavyweight county famous for modern agriculture and animal husbandry.
l Yushu City
More effort will be put into developing such industries as agricultural processing, pharmaceutical manufacturing, and green food. By 2015, its population will exceed 300,000, and the established city proper will reach 30 square kilometers, thereby making a demonstration city at national level for modern agriculture.
5. Develop Key Townships
Based on resource advantages and geographic conditions, effort will be put into strengthening industrial support and carrier functions to set up a list of satellite townships with the characteristics of Changchun City, strong in accommodating capacity and outstanding in congregating ability.
l Push Forward the Construction of Ten Urban-rural Integration Pilot Townships
The road, public utility and information infrastructures in surrounding areas of the city will be strengthened to ensure the construction of ten pilot townships including Fufeng, Xixin, Hexin, Lanjia, Helong, Xinglongshan, Quannong, Kalun, Sheling and Yingjun, and get them linked with central cities so that the development space for cities can be enlarged and the flow of urban-rural population can be promoted.
l Speed up the Construction of 20 Characteristic Townships
Effort will be put into creating industry-oriented townships including Wuheshu, Mishazi, Liujia, Halahai and Caiyuanzi to develop advanced manufacturing and agricultural processing; creating business and trade-oriented townships including Longquan, Longjia, Chalukou, Kaian, Buhai and Chaigang to speed up the development of modern business service industry; creating agriculture-oriented townships including Bonihe, Gongpeng, Qijia, Xinlicheng, Xiyingcheng and Donghu to develop modern agriculture and sightseeing agriculture; and creating eco-friendly townships including Taiping, Hexin, Bajilei and Leshan for environmental protection and ecological construction.
IV. Set up New-type Industrial Bases, Improve Core Competitiveness of Industries
The principle of “prolonging industrial chains” and “prioritizing big businesses and meanwhile revitalizing small businesses” will be continued to cultivate a list of leading enterprises and their small and medium-sized counterparts, extend, prolong and upgrade such industrial chains as auto, rail transit, corn-based refinery, biomedicine and optoelectronics, increase scientific content, develop terminal products and establish a new industrial system that is pillared by various industries, has famous brands and is characterized by intensive development. By 2015, the total output value of industries above designated scale will reach RMB1.2 trillion.
1. Build up a World-class Auto Industry Base
Based on FAW Group, effort will be put into adjusting product structure, creating self-owned brands, improving core competitiveness and increasing the number of cars at all plants to 3 million, including 1 million self-owned brands and new energy vehicles; increasing the contributory proportion of all local auto auxiliary service enterprises to 50%, building up a domestically top-notch and internationally leading automotive research and development platform and an auto parts research and production system, building up a world-class auto industry base and thus creating Changchun an international auto city. By 2015, the output value of auto industry will reach RMB700 billion.
--Complete Car
Effort will be put into making affordable, practical and comfortable passenger cars, commercial vehicles and special purpose vehicles, and realizing the expansion of productivity to 3 million units. By 2015, the output value will reach RMB550 billion.
--New Energy Car
Effort will be put into developing hybrid, electronic and fuel cell vehicles to realize the goal of increasing the production capacity of new energy cars to 200,000 by 2015, and thus make Changchun a research, development and production base for new energy vehicles in China.
--Auto Parts
Effort will be put into developing module systems for chassis, gear box, engine and auto electronics. By 2015, the number of auto parts makers will exceed 700, and their output value, reach RMB150 billion. The contributory proportion of them to all engine plants will reach 50%. The number of technology centers at provincial level or above will reach 50. By then, Changchun will be created into a national export base for auto parts.
2. Build up a World-class Agricultural Processing Base
Effort will be put into making use of rich agricultural resources to construct ten processing systems, cultivate the second pillar industry (Level RMB100 billion), and construct world-class corn-based refinery and agricultural processing bases to create Changchun into a city famous for green food. By 2015, the output value of agricultural processing will reach RMB200 billion.
--Deep Processing Series of Corn-based Products
Effort will be put into increasing science and technology contents in corn-based refinery and corn straw processing, developing new industrial chemicals including starch sugar, crystal sugar, chemical alcohol, lysine and organic aid to drive the development of downstream products, and creating a corn processing park. By 2015, the production capacity of 2 million tons of chemical alcohol will be made possible, thereby increasing the output value to RMB120 billion.
--Deep Processing Series of Animal Husbandry Products
Effort will be put into relying on Haoyue, Deda, Huazheng and other enterprises to extend industrial chains, developing deep processing series of animal husbandry products. By 2015, the capacity of processing 1.5 million meat cattle, 10 million pigs and 400 million poultries will be realized and a domestically famous export base for animal husbandry products will be established. The output value will reach RMB65 billion.
--Processing Series of Grains, Vegetables and Drinks
Effort will be put into developing refined rice, fresh vegetables, dairy products and quality drinks. By 2015, ten extra Chinese famous brands will be created, which are expected to bring about a total output value of RMB15 every year.
3. Build up a World-class Rail Transit Base
Based on CNR Changchun Railway Vehicles Co., Ltd., and Changchun Railway Vehicles Facilities Co., Ltd., effort will be put into strengthening the research and development of railway vehicles to ensure leading advantages and stabilize market shares and thus create a world-class production, research and development base. By 2015, the output value will exceed RMB100 billion, and the rail transit clusters will be formed.
--Complete Vehicle
The improvement of research and development technology will be highlighted to form a production capacity of 1,500 high-speed trains and 3,000 railway vehicles and thus consolidate the domestically leading position in the research, development and production of complete vehicles.
--Spare Parts and Maintenance Testing Service
The auxiliary service will be improved and more will be put into the research and development of steering, transmission, braking, liking, safety, electronics, tracking and power systems, the localization of such products as vehicle body, seat and electronic components, and the strengthening of maintenance testing service to build up a national-level rail transit repair and maintenance base.
4. Build up a National-level Base for Strategic, Emerging Industries
Effort will be put into developing strategic and emerging industries represented by optoelectronic information, biomedicine, new energy, new material and advanced equipment manufacturing to help them grow sizable, reach top end and go international, and thus speed up the construction of a national-level base for strategic and emerging industries. By 2015, the all-inclusive output value of strategic and emerging industries will reach RMB400 billion.
--Optoelectronic Information
On the basis of the construction of a national optoelectronic industry base, priority will be given to developing optoelectronics, auto electronics, software and animation industries to create step by step industrial chains of optical display, optoelectronic equipment manufacturing and laser making and processing as well as clusters of auto electronics. By 2015, 1,000 plus optoelectronic information enterprises will be cultivated, five will be made the pioneers of the field, and a batch of characteristic optoelectronic information clusters will be created. The output value will exceed RMB100 billion.
--Biological and Pharmaceutical Industries
On the basis of the construction of a national biomedicine base, priority will be given to developing biomedicine, biological manufacturing, biological energy and biological agriculture to make Changchun a center for the research and development of biological technology in Northeast China, a domestically renowned biomedicine base and a base for trade revitalizing through innovation in science and technology (pharmaceutical). The output value of biological and pharmaceutical industries will reach RMB100 billion (pharmaceutical industry, RMB40 billion), and thus hold the domestically leading position. Two biological industry research and development centers at national level, ten or more domestically famous brands, and 10 enterprises (Level RMB1 billion) will be created.
--Advanced Manufacturing
On the basis of equipment manufacturing foundation of the old industry base, priority will be given to developing large, complete sets of equipment, generic equipment, special mechanical equipment, top-end equipment manufacturing, manufacturing of complete sets of farming machineries, and ushering in flagship enterprises of the field to create advanced optoelectronic, mechanical and electronic manufacturing clusters. By 2015, the first new-type equipment industrial system of Jilin Province will be established. And the output value of advanced equipment industry will exceed RMB100 billion.
--New Energy
Effort will be put into supporting the development of TCO, solar PV, wind power, biological electricity generation, smart grid, geothermal heat pump, battery energy storage, actively developing wind power equipment, and strengthening cooperation with domestically heavyweight counterparts to establish wind power industry chains. By 2015, Changchun will be created into a domestically renowned new energy industry base. And the output value of new energy industry will reach RMB30 billion.
--New Material
Effort will be put into expanding the utilization scope of carbon fibers, popularizing the utilization of carbon fibers and RE magnesium alloys on automobiles and railway vehicles, and developing plant and carbon dioxide-based biodegradable materials, and inorganic, non-metallic materials, and researching and developing new-type building materials to make Yatai Group a predominant maker of concrete in Northeast China. By 2015, 20 plus enterprises (Level RMB100 million) will be created. The output value of new material industry will reach RMB50 billion.
V. Speed up the Development of Services, Push Forward Rapid Industrial Upgrading
To fulfill the goal of serving the whole province, expanding influence in Northeast China and reaching out to Northeast Asia, more effort will be put into developing production/life-oriented services to improve and upgrade service sectors. By 2015, the output value of services will reach RMB300 billion. And the contribution to GDP will increase three percentage points.
1. Develop Culture Industry
Effort will be put into pushing forward cultural system reform, speeding up the fusion of culture and economy, strengthening its pillar function on the city’s economic growth and industrial transformation and upgrading to create another pillar industry for the future development, and thus make Changchun a modern city famous for culture. By 2015, the added value of culture industry will reach RMB100 billion.
l Cultural and Creative Industry
Priority will be given to the development of such sectors as animation games, online cartoon, research/development and design, music making, advertising planning to create a domestically renowned creative industry and animation industry base. By 2015, 20 domestically famous brands, five internationally renowned brands, 2-3 large cultural enterprises will be created.
l Tourism and MICE
Two city image themes “Capital for Skiing” and “City Famous for Summer Resorts” will be highlighted for the creation of six tourism brands for automotive culture, film entertainment, historical site of puppet Manchurian regime, eco-friendly leisure, festive MICE and sculpture art, and upgrade such brand events as Northeast Asia Expo, Auto Expo, Agriculture Expo, Culture Expo, Book Fair, Entrepreneurship Expo, Film Festival, Ice and Snow Festival, Kaffir Lily Festival, Northeast Asia Culture and Art Festival. By 2015, the revenues of tourism and MICE will exceed RMB140 billion.
l Information Service
Priority will be given to pushing forward four information service industries including service outsourcing, Internet of Things (IOT), information transmission, and e-commerce, and speeding up the construction of Jingyue Optoelectronic Information Industrial Park and Service Outsourcing Industrial Park in Hi-tech Industry Development Zone. By 2015, the number of service outsourcing enterprises will increase to 100, and revenues of information service industry will reach RMB50 billion.
l Publishing Industry
Priority will be given to pushing forward the construction of Cultural Publishing Industrial Park in Shuangyang District, and building up “professional, elaborate, unique and new” small and medium-sized clusters for printing enterprises to instruct the local publishing houses to develop toward collectivization and diversification, thereby making Changchun Daily Group a domestically famous brand. By 2015, 5,000 kinds of publications will be published, and the output value of publishing industry will reach RMB12 billion.
l Media Industry
Based on Changchun Film Group, effort will be put into increasing the production capacity of film and TV products and expanding the research and development of film and TV making, issuing, broadcasting and after-product development to create a domestically top-notch film and TV design center, a film producing and entertainment center, a batch of folk art brands with the characteristics of Changchun City, and 1-2 domestically and internationally influential performing programs.
l Vocational Training
Effort will be put into making full use of the city’s advantages of education resources to push forward the exploration of human resources development, strengthen the diversification of school-running subjects, and establish a base for human resources development and vocational training. By 2015, 10,000 people with practical skills will be trained every year.
2. Develop Finance Industry
Effort will be put into pushing forward innovation in such aspects as financial model, financing channel and property right dealing to speed up the construction of making Changchun a city famous for financial innovation in Northeast China. By 2015, the annual increase of the added value of finance industry will exceed 20%.
l Diversify the Model of Finance Industry
The ecological environment of finance industry will be improved to usher in international and domestic financial institutions, and cultivate or introduce more than 20 financial institutions and branches of all kinds at home and abroad. In addition, effort will be put into developing top-end financial service institutions for financial consulting, auto finance, auto insurance and financial lease, and supporting the development of local financial institutions like Bank of Jilin and Northeast China Securities, and the involvement of social capitals in the establishment of banks at villages and townships, micro-lending companies and rural mutual cooperatives.
l Expand Capital Market
Effort will be put into exploring to establish investment funds for low carbon industry, auto, cultural and creative industry, and modern agriculture, etc., pushing enterprises to get listed (1-2 to get listed on main-board market, small and medium-sized board market as well as second-board market at home and their counterparts abroad), making full use of bond market to absorb social capitals, carrying out the activity of “PE into Changchun”, and guiding the congregation of stock equity funds to characteristic industries as well as to strategic and emerging industries.

Twenty logistic enterprise groups and 30 leading logistic enterprises for agricultural products will be created. And the development pattern of logistics will be diversified through speeding up the development of key fields of logistics including pharmaceutical, household goods and tobaccos.
l Build Regional Wholesale Markets
Priority will be given to the construction of 20 large wholesale centers to create such market clusters that can meet the whole city and province’s wholesale demand of household goods, such market clusters that can meet Northeast China’s wholesale demand of means of production and building materials, such market clusters that can meet the demand of wholesaling grains, cooking oil and agricultural byproducts to other places across the nation, and such market clusters that can meet the whole demand of Northeast Asia and even other places of the world for automobiles and auto parts. Every year, more than 1 million square meters will be built or reconstructed to form a market pattern characterized by big market, big circulation and big influence.
4. Develop Real Estate Industry Steadily
Effort will be put into improving citizens’ living conditions and pushing forward the development of real estate industry in a standard, orderly manner. By 2015, the added area of properties will reach 35 million square meters, increasing the per capita housing space for urban citizens to 35 square meters.
l Speed up the Construction of Indemnificatory Housing
For the next five years, effort will be put into fulfilling the task of reconstructing shanty towns, and speeding up the construction of housing for resettlement, low-rent housing, public rental housing and indemnificatory housing, and improving the supply system of indemnificatory housing to meet the demand of low-income residents. Every year, 300,000 square meters of public rental housing and low-rent housing will be constructed.

Medium/low-price and medium/small-set commodity housing will be encouraged, and medium/high-class commodity housing will be developed moderately so that citizens’ demand of houses of different kinds can be satisfied through market regulation. In addition, effort will be put into streamlining procedures and improving trading efficiency to promote the trading of second-hand houses.

For the construction and refurbishment of new city proper, comprehensive business centers and featured communities, effort will be put into pushing forward the construction of large business complexes and building economy.
l Strengthen Property Intermediate Service and Property Management
Effort will be put into continuing improving the system of hierarchical management for housing agents, establishing a four-layer (city, district, sub-district and community property) management system, strengthening the self discipline property management mechanism, managing and using special maintenance funds reasonably, speeding up registration for ownership identification, and improving property management system construction.

On the basis of existing industrial foundation, and for such fields as industrial development, social undertaking and people’s life, effort will be put into cultivating and developing other services, and building up a complete system that has all functions and distinctive characteristics for the service industry of Changchun City.
l Headquarters Economy
Effort will be put into making use of the advantages of strategic resources in central cities, and relying on the construction of new city proper to usher in multinational companies, their branches and subsidiaries as well as headquarters of domestic enterprises and the ones in Jilin Province to Changchun City. By 2015, the headquarters base that is influential in Northeast China and even in Northeast Asia will be established.
l Commerce and Trade Service
On the basis of old city proper development and new city proper construction, effort will be put into refurbishing, reconstructing and upgrading the existing facilities in business districts, adjusting the topology of business outlets, building up a batch of business streets and centers to improve service and driving functions, supporting domestically influential enterprises to get enlarged and strengthened to become leading commerce and trade service enterprises. By 2015, the total retail sales of social consumer goods will reach RMB270 billion, an annual increase of over 16%.
l Intermediary Service

VI. Upgrade Agricultural Modernization, Build New Socialist Countryside
To stabilize the production of grains, increase farmers’ incomes and achieve sustainable development, effort will be put into speeding up the transformation of methods of farming, improving the level of agricultural modernization, and pushing forward the integration of agricultural techniques, the mechanization of labors and the digitalization of production and operation to explore a way with the characteristics of Changchun City for agricultural modernization. By 2015, the land productivity, resource utilization efficiency and scientific contribution of the city will reach the level of developed countries. And the GDP of four counties (cities), investments on fixed assets, all-inclusive revenues and output value of industries above designated scale will increase by at least 100%.
1. Improve Comprehensive Productivity of Agriculture
l Steady Increase in Grain Production
Effort will be put into protecting and making good use of arable land, strengthening rural farmland consolidation and reclamation, speeding up the improvement of medium and low farmland productivity, stabilizing crop planting area, increasing the crop yield per unit area, exploring and utilizing black soil reasonably, increasing organic matter in soil, improving farmland utilization efficiency and creating national high-standard farmland and national high-yield demonstration zones. By 2015, the crop yield will be up to a steady level of about 20 billion jin, and 300,000 sets of standard barns will be created to improve grain security.

With the existing planting advantages, resource endowments and transport conditions, effort will be put into speeding up the construction of cash crop bases, creating 20 featured plant parks, and a green vegetable base totaling 50,000 hectares, and developing agricultural strips with distinctive characteristics for green rice, organic vegetables, cash crops, etc.

Effort will be put into strengthening the construction of market system for agricultural products to set up a list of distribution centers, improve the level of storing grains, optimize the planning of granaries, push forward diversification of grain storage, strengthen the capacity of agricultural logistics, and explore rive-sea/land-sea transportation.
l Develop Eco-friendly Economy
Effort will be put into promoting the comprehensive exploration and utilization of agricultural resources, setting up demonstration zones for ecological recycling agriculture, strengthening ecological protection, developing green and organic food, and creating a list of featured brands of Changchun City.
5. Improve Rural Production and Living Conditions
Effort will be put into strengthening infrastructure, improving public service level, and consummating meteorological service system, and pushing forward the construction of new-style communities in rural areas. By 2015, 500 demonstration villages at provincial level will be established.
l Upgrade the Appearance of Villages
Effort will be put into popularizing the mode of three-tier garbage treatment, promoting decontamination of feces and establishing a rural environment management mechanism to improve the hygienic conditions in rural areas. By 2015, 1,500 villages will be made greener and more beautiful; drinking water, completely safer; and the task of reconstructing mud cottages, completed in rural areas.
l Speed up the Construction of Urban-Rural Road Network
Effort will be put into speeding up the construction of a road connecting Nong’an, Dehui, Jiutai, Shuangyang and Gongzhuling to form a half hour-drive economic rim; and the construction of a road connecting Songyuan, Yushu, Jilin, Liaoyuan and Siping to form a one hour-drive economic rim, getting all counties connected by expressways, and all villages by asphalt roads. By 2015, the total mileage of urban-rural roads will exceed 25,000 kilometers.
l Improve Rural Public Service Capacity
Effort will be put into reforming household registration system, encouraging rural population to get settled in cities or townships, ensuring migrant workers’ basic public services, balancing allocation of urban-rural resources, giving more financial assistance to rural education, science, technology, culture, health and sport, establishing an exchange system for urban teachers to support the development of rural education, improving the conditions for rural primary and secondary schools, pushing forward the construction of three-tier medical care and health networks to get all farmers covered under the preliminary health care policy, and strengthening cultural, sports and scientific infrastructures to popularize healthy ways of life in rural areas.
