In October 2005, a Windsor delegation visited Changchun.

In April 2007, a Windsor delegation visited Changchun. Li Fuchun, deputy mayor of Changchun, met with the delegation.

In August 2008, deputy director of Changchun Foreign Affairs Office, Bo Zhongtang, led a delegation to visit Windsor and held an exchange meeting with relevant personnel of Windsor Municipal International Relations Committee on the details of holding a “Changchun Day” in Winsor.

In September 2009, a government delegation led by vice chairman of Changchun CPPCC and a Changchun citizen delegation visited Windsor at the same time and attended the “Changchun Day” held in the local area. Luis Dickens, a member of Windsor Council and Chairman of Windsor International Relations Committee, hosted the delegation.

In November 2008, Howard Allan Conway, dean of Odette School of Business, University of Windsor and chairman of the Economic Development Committee, led a delegation to visit Changchun.

In August 2009, special representative of mayor of Windsor and municipal councilor Luis Dickens led a delegation to visit Changchun. During the visit, the planting friendship tree on “Windsor Day” was held in Changchun Animal and Botanic Park.

In March 2010, Sui Zhongcheng, a member of Standing Committee of Changchun Municipal CPC Committee and deputy mayor of Changchun Municipal Government visited Windsor.

In September 2012, Dickens, Windsor councilor and chairman of the International Relations Committee led a delegation to visit Changchun and participated in the World Sister Cities Mayors Conference held in Changchun and the second Changchun International Sister Cities Half Marathon Invitational Tournament.

In February 2014, a Changchun sports delegation visited Windsor.

In April 2014, a citizen delegation organized by Changchun Friendship Association visited Windsor and was warmly received by local government officials and citizens.
In June 2017, Lu Fujian, deputy secretary general of Changchun Municipal Government, led a delegation to visit Windsor. Two acrobats in the group performed a traditional Chinese acrobatic show for local citizens at the commemoration of the 150th anniversary of the founding of Canada, the 125th anniversary of the founding of Windsor and the 25th anniversary of the sister city relationship establishment of Changchun and Windsor. They were warmly received.

In July 2018, Changchun was invited to participate in the International Children's Painting Exhibition held in Windsor. Upon the coordination of the Municipal Education Bureau, children's paintings from the Municipal Youths Center were selected and sent to Windsor for participation.
