Timeline

Changchun established an official contact with Warrnambool in 2010, proposed the establishment of friendly relations between the two cities, and received a positive response.
In April 2011, Changchun sent a delegation to visit Warrnambool, and held a briefing session on the city of Changchun.
In September 2011, Ms. Yasanda, mayor of Warrnambool, led a delegation to visit Changchun and signed a letter of intent with Cui Jie, mayor of Changchun, to establish a friendly and cooperative city relationship.
In August 2012, Yuan Yushu, member of the Standing Committee of Changchun Municipal CPC Committee, led a delegation to visit Warrnambool, and signed a letter of agreement with Ms. Yasanda, mayor of Warrnambool, on the establishment of a friendly and cooperative city relationship.
In March 2013, Su Zhifang, deputy mayor of Changchun, led a delegation to visit Warrnambool, had a discussion with entrepreneurs in the city, and introduced the industrial structure and major enterprises of Changchun.
From May to June 2013, Warrnambool Mayor Michael Neil led a delegation to visit Changchun. Changchun Mayor Jiang Zhiying met with the delegation. The two cities reached a number of cooperation intentions in dairy, animal husbandry, culture, tourism and education.
In September 2013, two long-distance runners from Warrnambool, Kol Nigel Anthony and Kol Tracey Rae, came to Changchun to participate in the 2013 China • Changchun Jingyuetan International Sister Cities Half Marathon Invitational Tournament, and both of them achieved excellent results. During their visit to the Puppet Manchurian Palace in Changchun, the two players held an emergency rescue to Ma Zengjun, a professor from Hebei Normal University of Science & Technology, who was suffering from epilepsy, and they were highly praised by citizens in presence.
In November 2013, Changchun Mayor Jiang Zhiying and Warrnambool Mayor Michael Neil signed a letter of agreement on the establishment of a sister city relationship by mail.
From July to September 2014, David Higgins, a famous painter and sculptor from Warrnambool, came to Changchun to participate in the International Sculpture Exhibition. His work "Southern Ocean Goddess" was copper-casted and installed in the Changchun Sister City Sculpture Park located on the south side of Changchun Municipal Government on August 12, 2015.
In September 2014, Timms Lorraine Anne and Timms Shane Kenneth, two long-distance runners from Warrnambool, came to Changchun to participate in the 4th China • Changchun Jingyuetan International Sister Cities Half Marathon Invitational Tournament.
In October 2014, Andrew Paton and Andrew Westlake, officials from Warrnambool Municipal Government, visited Changchun to conduct exchanges with relevant departments of Changchun on animal husbandry and education cooperation.
In January 2015, Chen Si, deputy mayor of Changchun, led a delegation to visit Warrnambool.
From April to December 2015, Li Xichun, trade representative general of Changchun Municipal Government in Warrnambool, went to Warrnambool for an eight-month economy and trade promotion.
In August 2015, special commissioner of Warrnambool Municipal Government came to Changchun to investigate the China Changchun International Agriculture and Food Fair (CCIAFF) Expo and negotiated with relevant agriculture and livestock enterprises. The two cities cooperated to hold the Friendly Changchun historical photo exhibition in Warrnambool.
In September 2015, a couple from Warrnambool, Nicole Mary Barker and Gregory Peter Kew, participated in the “2015 China • Changchun Jingyuetan International Sister Cities Half Marathon Invitational Tournament” held in Changchun, both of whom achieved excellent results. Warrnambool CEO Bruce led a delegation to visit Changchun, met with Changchun Mayor Jiang Zhiying, and attended the unveiling ceremony of “Warrnambool Bus”.
In May 2016, Professor Sharon, a public health expert from Warrnambool, came to Changchun to conduct special exchanges on disease control. During the visit, she held four lectures and five exchange seminars, and carried out business exchanges with various disease control centers and community clinics in Changchun. This was the first cooperation between the two sides since the signing of Memorandum of Understanding between Changchun Disease Control and Prevention Center and Deakin University of Australia on Public Health Personnel Exchange in 2016.
In September 2016, three citizens from Warrnambool including Samuel Mark Edney, and a couple Jess Densley and Natalie Kay Densley, participated in the “2016 China • Changchun Jingyuetan International Sister Cities Half Marathon Invitational Tournament” held in Changchun and achieved excellent results. Daniel Watson, president of Woodford Primary School in Warrnambool, led the school’s teachers and students delegation (four teachers and 12 primary school students) to visit Changchun, carried out an teacher-student exchange with Changchun No. 1 Experimental Primary School, and signed a sister school cooperation agreement. Shawn Miller, an official from Economic Development Department of Warrnambool Municipal Government, visited Changchun and met with Cui Guoguang, vice chairman of Changchun CPPCC.
In October 2016, Cui Guoguang, vice chairman of Changchun CPPCC, led a delegation to visit Warrnambool, and had round-table talks with the city’s CEO Bruce Anson, Economic Development Minister Andrew Payton, and Administration Secretary, Ms. Wendy Clarke. He also attended a seminar on water resource use with Ellis Dale, head of Deakin University Warrnambool Campus, Ms. Yasanda, president of the Board of Directors of Warrnambool Water Group,  and John Harris, operation director of Warrnambool Water Group, visited TLG Group in Australia.
In June 2017, Ms. Kelly Justin, mayor of Warrnambool, and Ms. Jane den Hollande, president of Deakin University, Australia, jointly led a delegation to visit Changchun. During the visit, Changchun Municipal People's Government, Warrnambool Municipal Government and Deakin University signed a tripartite cooperation agreement. Deakin University successively signed a memorandum of cooperation with Jilin University, Northeast Normal University, Changchun University of Chinese Medicine and Changchun Center for Disease Control and Prevention. At the same time, the “Changchun International Sister City Deakin Scholarship Program” was launched.
In September 2017, mayor of Warrnambool, Ms. Kelly Justin, led a business delegation to visit Changchun.
In October 2017, Gao Changchun, director of Changchun Municipal Federation of Trade Unions Fund Review Committee, led a delegation to visit Warrnambool.
