The friendly exchanges and cooperation between Changchun and Wolfsburg began with the cooperation between FAW Group and Volkswagen Group in the automotive field. After the establishment of the sister city relationship, the two cities' exchanges have also been mainly carried out in the automotive industry.

In April 2003, Zhang Anshun, deputy mayor of Changchun, led an economy and trade delegation to visit the headquarters of Volkswagen Group in Wolfsburg. In July of the same year, Schneilirk, mayor of Wolfsburg, led a government delegation to visit Changchun and took a tour to the 3rd International Automobile Expo held in Changchun.

In November 2004, Wolfsburg Mayor Snerek visited Changchun and held talks with Changchun Mayor Zhu Yejing.

In June 2006, Changchun Mayor Zhu Yejing led a delegation to visit Wolfsburg and signed an agreement on the establishment of a sister city relationship with mayor of Wolfsburg.

In September 2006, a delegation of German Lower Saxony Parliamentary Assembly visited Changchun. Mr. Snelau, a member of the Wolfsburg parliament in Lower Saxony, met with Li Shu, director of Changchun Municipal People's Congress.

In 2006, a Changchun economy delegation visited Wolfsburg, investigated the International Auto Parts Suppliers Expo held in the city, and met with Wolfsburg Mayor Schneilirk.

In February 2009, Changchun Mayor Cui Jie led a delegation to visit Wolfsburg and met with Wolfsburg Mayor Schneilirk.

In July 2010, Schneilirk, mayor of Wolfsburg (and the parliament speaker as well), led a delegation to visit Changchun, and together with Zhu Yejing, director of Changchun Municipal People's Congress Standing Committee, planted a friendship tree to witness the relation between the two cities.

In January 2011, Zhu Yejing, director of the Standing Committee of Changchun Municipal People's Congress, led a delegation to visit Wolfsburg.

In October 2012, Wolfsburg Mayor Morse led a delegation to visit Changchun and met with Xiao Wanmin, deputy mayor of Changchun.

In April 2013, a Changchun industry delegation visited Wolfsburg, and the two cities jointly held the “Sino-German Enterprise Economy and Trade Symposium”.

In July 2014, Wang Ning, deputy director of the Standing Committee of Changchun Municipal People's Congress, led a friendship delegation to Wolfsburg, and on behalf of Changchun citizens, he congratulated the 75th anniversary of the founding of Wolfsburg. In November of the same year, Wolfsburg Mayor Morse led a delegation to visit Changchun and met with Xiao Wanmin, executive deputy mayor of Changchun.

In April 2016, Changchun held a series of celebrations for the 10th anniversary of the two cities sister city relationship establishment. Morse, mayor of Wolfsburg City, led a delegation to attend the event.

In May 2017, Wang Junzheng, member of the Standing Committee of the Jilin Provincial CPC Committee and secretary of Changchun Municipal CPC Committee, led a delegation to visit Wolfsburg, took a tour to the headquarters of the Volkswagen Group, and met with Klaus, mayor of Wolfsburg.

In May 2018, Wu Wei, deputy secretary of the Communist Youth League Committee of Changchun, led a delegation to Wolfsburg to participate in The First International Youth Conference. This was the first time that Changchun sent a youth delegation to participate in large-scale international exchange. Wolfsburg Mayor Morse personally accompanied the delegation during the event.
