From improving investment promotion mechanisms to carrying out targeted industrial chain investment promotion, and from expanding the regional investment promotion network to strengthening the attraction of foreign capital and enterprises, Changchun has anchored its efforts in high-quality investment promotion. Seizing new opportunities under new policies, exploring new models with innovative thinking, and accelerating progress on emerging tracks, the city is reinforcing its development momentum through effective investment.

 

The CPC Changchun Municipal Committee and the Municipal Government have always attached great importance to reform and innovation in investment promotion. They have dispatched cadres to conduct field studies in cities such as Hefei and learn their best practices. Furthermore, the Bureau of Economic Cooperation was established, and it has actively explored innovative and diversified models such as scenario-based, technology-driven, and fund-driven investment promotion, enhancing service efficiency and gaining a competitive edge.

 

Following the release of the Implementation Plan for Comprehensive Reform of Investment Promotion in Jilin Province, Changchun responded promptly. Changchun Municipal Bureau of Economic Cooperation proactively planned and took immediate action to formulate the city's investment promotion reform plan. By changing and innovating concepts, models, and mechanisms, it made its investment promotion efforts distinctive, conspicuous, and effective, ensuring tangible results.

 

Changchun has actively improved its investment promotion mechanisms by establishing a collaborative working system. Building on the principal role of counties, cities, districts, and development zones in attracting investment, the city has expanded the investment promotion functions and quantified targets of industrial departments directly under the city government, municipal state-owned enterprises, and overseas offices, forming a unified, coordinated investment promotion framework.

 

Specialized guidance has been strengthened to carry out precise industrial chain investment promotion. Industrial departments directly under the city government were coordinated to develop investment promotion roadmaps for key industrial chains. Several special industrial investment promotion events were held within and outside the region, along with training sessions focused on industrial chain investment promotion, effectively enhancing the team's capabilities in targeted, industry-specific investment promotion.



The city has expanded its regional investment promotion network and established a multi-point coverage system. Centered on key cities, the outreach has extended from the Yangtze River Delta region to the entire country.

 

Meanwhile, cooperation channels have been broadened to enhance the attraction of foreign capital and foreign enterprises. The city has proactively engaged with more than 10 major platforms and institutions, including the German Chamber of Commerce in China, and is planning to establish overseas investment promotion liaison offices.

 

"The introduction of the provincial investment promotion reform plan is very timely and provides a fundamental guideline for cities and prefectures to advance their reforms," said Jin Haiyu, Deputy Director of Changchun Municipal Bureau of Economic Cooperation. In practice, Changchun will align with the requirements of the plan and focus on three key areas—institutional mechanisms, model innovation, and comprehensive support—to drive its investment promotion reform. In terms of institutional mechanisms, the city will work on building an investment promotion network to establish a large-scale investment promotion landscape. In terms of model innovation, it will make full use of scenario-based, technology-driven, and capital-based investment promotion models, and carry out a series of branded investment promotion activities to gather resources. Regarding comprehensive support, the city will strengthen incentive measures to encourage all units and industrial departments to attract major projects and strong partners. Driven by reform and innovation, Changchun is striving to forge a modern investment promotion path that is distinctive, conspicuous, and effective, so as to boost the province's high-quality development.
