In 2022, the export of our city increased by 25.6% year-on-year, 15.1% higher than that of the whole country, ranking first among the 15 sub-provincial cities in terms of growth rate; the whole-vehicle export volume was 37,000 vehicles, and the export amount exceeded RMB 6 billion; 948 used cars were exported, which is 40 times of the export volume and 300 times of the export amount in 2021... Behind this impressive achievement, it is the "steady progress and high momentum" of import and export trade, while the implementation of the policy of "precision drip irrigation" and the measures to strengthen linkage & coordination and improve services have drawn a "foreign trade map" full of energy for our city.

Strengthened policy to escort the development of enterprises. In 2022, our city accelerated the economic and trade docking of the Regional Comprehensive Economic Partnership Agreement, formulated and issued a special action plan, continued to promote a higher level of opening up to the outside world, and promoted the high-quality development of the export-oriented economy. At the same time, it constantly strengthened the foreign trade policy support, encouraged enterprises to develop the international market, guarded against international trade risks, and cultivated the competitiveness of international brand products, so as to ensure that policies benefiting enterprises can directly reach enterprises, and to accelerate the process of policy fulfillment.

Deepening the docking services of foreign trade enterprises and constantly exploiting potentialities are the inexhaustible driving force for the vigorous development of import and export trade in our city. Implemented the "one household, one visit" service. In 2022, 11 appeals put forward by 4 leading foreign trade enterprises in our city were all settled; 26 key foreign trade enterprises were docked, while more than 30 representative enterprises such as Xuyang, Xucheng and Thyssenkrupp were investigated, for coordination and solving of the import and export business problems such as customs, taxation, foreign exchange and logistics put forward by enterprise. Ensuring inventory and promoting increment were the important goals of implementing the "one promotion per month" service. In terms of ensuring inventory, in 2022, the city spared no effort to ensure the smooth implementation of import and export business orders in leading foreign trade enterprises such as FAW, etc. For this purpose, the foreign trade and economic working group of the municipal government continued to provide docking services to FAW, and the foreign trade business of FAW-Volkswagen and FAW Import and Export Co., Ltd. continued to be stabilized, with the remnant inventory of imported parts being gradually digested. At the same time, FAW's overseas sector continued to accelerate the progress of "going global" and achieved a good situation of "business passenger cars advancing together". In 2022, it achieved a whole-vehicle export of 37,000 vehicles, increasing by over 50% year-on-year. Among them, Hongqi high-end brands and commercial vehicles with large value account for more than 70% of the total export sales, which further drives the substantial growth of export foreign trade. In terms of promoting increment, in 2022, 14 out of the 26 key foreign trade enterprises in the city achieved positive growth.

In 2022, the city helped foreign trade enterprises to solve their difficulties and effectively implemented the "one household, one settlement" service. Guided FAW Import & Export Co., Ltd. to complete the customs clearance of the first order of cross-border e-commerce B2B direct export (9710), and realized the customs clearance of trial order of exporting 4 Jiefang trucks to Tanzania. In addition, a symposium on "Business Lecture for B2B Export of Cross-border E-commerce (9710)" was held to promote 5 enterprises, including Diri, to try to carry out related businesses; dock with local enterprises with experience in overseas warehouse operation such as International Hub, Yifei International, etc., and drive enterprises with demand to set up overseas warehouses in Turkey and the United States.

Promoted enterprises and projects to cluster in Xinglong Comprehensive Bonded Zone. Relevant departments of our city actively boosted the development of the "Information Push Program for Foreign Trade Enterprises Planned to Register in Changchun", which was officially launched for operation on September 21, 2022, and has now automatically pushed the information of foreign trade enterprises planned to register in Changchun to Xinglong Comprehensive Bonded Zone. "Since the launch of the 'program', the number of enterprises consulting relevant policies has increased, which has broadened the channels for enterprises to understand Xinglong Comprehensive Bonded Zone." said the relevant responsible person of Xinglong Comprehensive Bonded Zone. Our city also suggested key enterprises to carry out bonded warehousing business in Xinglong Comprehensive Bonded Zone. Jilin Huigu, Henglong International and Hanlian Weiye have completed the registration in Xinglong Comprehensive Bonded Zone, which has driven the development of enterprises in related industries.

In addition, our city guided the enterprises to seize the opportunities of trading and cooperating with the EU and Southeast Asia, by making full use of key exhibition platforms such as Canton Fair, China International Import Expo and Consumer Expo. The relevant responsible person of the Municipal Bureau of Commerce said that in the next step, our city will continue to promote the construction of cross-border e-commerce comprehensive pilot zones and guide the building of cross-border e-commerce specialized multi-function parks such as Zhongba Town and Jizhe Operation Center; expand the business scale of second-hand car export and parallel car import, and promote the innovative development of service trade and service outsourcing.
