The 14th Changchun Municipal Party Congress was opened on December 28, 2021. On behalf of the 13th Changchun Municipal Party Committee, Zhang Zhijun delivered the report “Keep in Mind the Entrustment, Shoulder the Mission, Strive for a New Situation of Revitalization and Development and Take the Lead in Making New Breakthroughs”. 

The theme of the 14th Changchun Municipal Party Congress is to hold high the banner of socialism with Chinese characteristics in the new era, implement in depth the important speeches and instructions made General Secretary Xi Jinping during his inspection to Jilin Province, implement the high-quality development strategy of “one pillar, six pairs” deployed by the CPC Jilin Provincial Committee, keep in mind the entrustment, shoulder the mission, strive to create a new situation of revitalization and development and take the lead in making new breakthroughs. 

The opening ceremony of the congress was presided over by Wang Zilian. 

On behalf of the 13th Changchun Municipal Party Committee, Zhang Zhijun made a report in three parts, first, forge ahead for 14th Five-Year Plan and build a solid foundation for taking the lead in making new breakthroughs; second, make a rational study and judgement on the situation and make clear the goal of taking the lead in making new breakthroughs; and third, launch ten projects and deploy the tasks of taking the lead in making new breakthroughs. 

Zhang Zhijun points out that the past five years since the 13th Party Congress is a period of time witnessing city’s advancement amid unfavorable conditions, breakthrough making in changes, strengthening foundation and capacity of empowerment as well as quality and efficiency improvement. Over the past five years, under the strong leadership of the party committees at central and provincial levels, the CPC Changchun Municipal Committee has united the cadres and the masses, withstood the pressures, maintained the focus and adopted precise measures, solved many urgent and difficult problems, accomplished the tasks as practical and good as expected, made major and heartening achievements, and fulfiled the goal set for the 13th Five-Year Plan, thereby having laid a solid foundation for taking the lead in making new breakthroughs in promoting the revitalization and development of Changchun City. 

Over the past five years, all involved in the city, holding high the banner, have been reinforcing the foundation and adhering to taking the study and implementation of the Thought on Socialism with Chinese Characteristics in the new era especially the important speeches and instructions made by General Secretary Xi Jinping during his inspection trip to Jilin Province as a primary political task to ensure the party’s innovative theories to go down to earth and take roots, with achievements made in forging ahead in the big challenge and test, making unremitting efforts to win the battles of accurate poverty alleviation, ecological environmental protection, pandemic control and prevention and emergency response, safeguarding the bottom line of avoiding systemic risks, and building a moderately prosperous society in an all-round way in line with the same pace of the country. We have made innovative breakthroughs in seizing general trend, highlighting strategic guidance, insisting on innovation to drive development, continuing expansion of domestic demand, accelerating industrial restructuring, and taking solid steps forward in high-quality development. We have taken positive initiatives in measuring up standards and reaching high positions, with a batch of typical experience accumulated, the total number of market entities doubled, counterpart and city-prefecture cooperation deepened, and reform and opening up promoted to a deep level. In the process of integrated development and quality improvement, we have insisted on developing villages with the help of cities and urban-rural integration, comprehensively improved the level of management, planning and construction, accelerated the upgrading of urban transformation, improved the rural living environment, and created new looks in urban and rural areas. In serving the people, we have remained faithful to our original aspiration, implemented in a successive manner the “Action Plan for Happy Changchun”, promoted in a coordinated manner the development of employment, education, medical care, old-age care, culture and other undertakings, solved 4.46 million problems reported through the mayor’s hotline in five years, and secured our position on the ranking list of the Top Ten cities of Wonderful Life. In the course of strengthening guidance, we have gathered consensus, adhered to the organic unity of the Party’s leadership, the people of being all about of the country and the country governed by law, strengthened the construction of democracy and the rule of law, improved the social governance system, achieved the title as a double support role model for “nine consecutive years” and that as civilized city for “four consecutive years”. As a demonstration city in 2017-2020 for the construction of Peaceful China Initiative, the harmonious and stable situation in the city has been consolidated. We have consolidated our foundation and capacity of empowerment in the process of full and strict governance over the party, fully implemented the overall requirement of Party building in the new era, eliminated in comprehensive and thorough manner the toxic influence of Sun Zhengcai, Su Rong and Wang Min, and thus created a loyal team of cadres and a clean political ecosystem. 

Zhang Zhijun stresses that our achievements are based on the hard work we did in the past five years. It is not easy and the experience gained is so much precious. We have deeply realized that we must enhance the “four consciousness”, strengthen the “four self-confidences”, support the “two establishments”, ensure the “two maintenances”, and secure a high degree of consistency with the Party Central Committee with Comrade Xi Jinping at its core in ideology, politics and actions. We must concentrate on development, consist on taking development as the first priority, fully and accurately implement the new development paradigm, actively serve and integrate into the new development pattern of “dual circulation”, and explore a new path of development featuring higher quality, better effectiveness, an improved structure and a full release of advantages. We must make an effort to congregate strength, take science and technology as the primary force of productivity, talents as the primary resource and innovation as the primary driving force, implement in depth the innovation driven development strategy, have the leading role of reform, breakthrough and opening up better played, and actively promote the transformation of quality, efficiency and driving force for economic development. We must spare no effort to ensure the benefits of our people, put them in the first place, take substantial measures to deal with the matters of “safety and danger, warmth and coldness, urgency and anxiety”, make them benefit from the fruits of revitalization and development, and thus constantly enhance their sense of obtain, happiness and security. We must unswervingly safeguard the bottom line, hold on to the bottom-line thinking and the sense of vigilance against potential dangers, coordinate development and security, coordinate anti-pandemic and socioeconomic development, and improve the ability and level of preventing and resolving various risks. We must constantly optimize our working style, maintain the spirit of fighting for the better, shoulder responsibilities with tenacity, solve problems in a strict, innovative, concrete and practical manner, and prioritize implementation in a way of “five optimizations”. We must unswervingly grasp Party building, take doing a good job in Party building as the greatest political achievement, establish a comprehensive and strict guidance, bring into full play to the Party’s core role of leadership, the fighting fortress role of Party organizations at grassroots level and the vanguard and exemplary role of Party members, and thus provide a strong guarantee for reform, development and stability. 

Zhang Zhijun points out that Changchun is now at an important node where the “two centenaries” meet and the “two overall situations” cross with one another with historical opportunities for all-round, comprehensive revitalization. We should make a rational study and judgement on the situation and make clear the goal of taking the lead in making new breakthroughs, resolutely shoulder the major responsibility and mission of “new roles, new breakthroughs and new actions”, seize opportunities, explore potentials and reinforce advantages in making overall judgements and plans, and strive for a new way of revitalization and development, taking the lead in making breakthroughs with the courage of self-reliance and self-improvement and the spirit of renovating in changes. 

The general requirements for the next five years are: adhere to Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era as the guidance, fully implement the spirit of the 19th CPC National Congress and all plenary sessions of the Central Committee, implement in a strict manner the important speeches and instructions made by General Secretary Xi Jinping during his inspection trip to Jilin Province, promote in a coordinated way the overall “five-in-one” layout and the “four pronged comprehensive strategy”, base on the new development stage to implement the new development paradigm completely, correctly and comprehensively, serve and integrate into the new development pattern, adhere to the general tone of seeking progress amid stability, take high-quality development as the theme, deepening supply-side structural reform as the main line, reform and opening up and innovation as the driving force, meeting the growing needs of the people for a better life as the fundamental goal, and full and strict governance over the Party as the guarantee to coordinate development and security, implement the high-quality development strategy of “one pillar, six pairs”, accelerate the construction of a modern metropolitan area, strive to make Changchun into a super large modern city with a permanent population of more than 10 million, an economic aggregate of more than a trillion, prosperous businesses and active innovations as well as cultural prosperity and eco-friendly livability for the people to live a happy life, and create a new pattern of revitalization and development. 

Zhang Zhijun stresses that we make a good, combined package of strategies, tactics and campaigns. We should set goals in line with strategies, implement the 14th Five-Year Plan, accelerate the construction of the city’s modern metropolitan area, build a strong industrial, agricultural and ecological city as well as a regional innovation center, a regional consumption center and a cultural and creative center, improve the influential, leading and regional driving capacity, follow the right blueprint to the end and fully integrate into the new pattern. We should anchor the path in line with the tactics, rely on the “four plates” and “two bases”, make every effort to promote the “interactive construction of the international automobile city, modern agricultural city, “dual carbon” demonstration city, sci-tech innovation city, emerging consumption city and cultural and creative city, lead the “dual corridor”, support the “dual belt”, drive the “dual line”, make the “dual base” strong, open the “dual channel”, promote “dual coordination”, optimize the layout at multiple points, work on restructuring by attaching importance to various industries, and seek breakthroughs and diversified development. We should take measures according to the campaigns, implement the “ten major projects” of political guidance, sci-tech innovation, transformation and upgrading, reform and opening up, urban renewal, rural revitalization, ecological civilization, improvement of people’s livelihood, security and stability and Party building. We should move forward in line with our blueprint, make joint efforts to tackle tough problems and forge ahead as one to ensure effectiveness with strict, innovative, concrete and practical measures and make real achievements by real actions. 

In the next five years, we should take the “interactive construction of the six cities” as the strategy of connecting the past and the future, and as the main handrail for leading the tactics and promoting the campaigns, reinforce the coordinated layout of projects, platforms and industries, reinforce the key support of science and technology, talents and funds, reinforce the prioritized guarantee of elements, policies and systems, reinforce the overall planning of production, life and ecology, and create a powerful engine for revitalization, development and taking the lead in making breakthroughs. 

——Build an international auto city. Create such an industrial corridor with Changchun at the center that can benefit the whole province, support FAW to create a world-class enterprise and make every effort to build a world-class automobile city, build an automobile industrial base at trillion level and a top-end equipment manufacturing base at 100 billion level that take Changchun Auto Industry Development Zone as the flagship to drive the development of Chaoyang, Lvyuan, Kuancheng and Gongzhuling, and build a world-class automotive industrial corridor and create a domestically advanced central city for manufacturing industry. 

——Build a modern agricultural city. Drive the food security belt in the central and western regions of the province, take Gongzhuling National Agricultural Hi-tech Industrial Demonstration Zone as the core to collaborate and mobilize Yushu, Nong’an and Dehui to build a food security belt in the western part of Changchun City, collaborate and mobilize Jiutai and Shuangyang to build a characteristic agricultural industrial belt in the eastern part of Changchun City, build an agricultural processing industrial cluster at 100 billion level, and create a national demonstration zone for agricultural and rural modernization. 

——Build a “dual carbon” demonstration city. Connect with the national clean energy bases in the west of the province, coordinate the spatial layout of production, life and ecology, take the China-ROK International Cooperation Demonstration Zone and Mishazi Town of Dehui as the flagship, drive the development of Jiutai, Shuangyang, Lianhua Mountain and Jingyue, speed up the development of new energy, new materials, circular economy and other industries, build a 100-billion-level new energy industrial base, and create a “dual carbon” demonstration area, a new energy R&D, production and application demonstration base, and a wonderland of harmonious coexistence between man and nature. 

——Build a sci-technology innovation city. Promote the construction of Jilin as an innovative province and a national innovation and entrepreneurship base, build a “sci-tech innovation corridor” with Changchun New Area and Economic Development Zone as the flagship, build a 100-billion-level biomedical industry cluster and a 100-billion-level optoelectronic information industry cluster with science and technology to empower the construction of “Optical Valley”, “Pharmaceutical Valley”, “Vehicle Valley”, “Agriculture Valley” and “Digital Valley”, and create domestically important innovation source , a place in which talents congregate and a demonstration place for innovation and entrepreneurship. 

——Build an emerging consumption city. Build the inland hub, take the Xinglong Comprehensive Bonded Area as the core, interact with the China-ROK International Cooperation Demonstration Zone and the Airport Economy Demonstration Zone to create a “Cosmetic Beauty Valley” and an international consumption zone. Take such major districts as Chaoyang, Nanguan, Kuancheng, Erdao and Lvyuan as the carriers to promote the interaction among famous products, stores and streets, build a central consumption area, work more on the layout of medicine, education, exhibition, sport and old-age care service, improve the quality of public services, and build a regional consumption center in Northeast Asia. 

——Build a cultural and creative city. Connect with the big travel route of the province, take Jingyue, Lianhua Mountain and Shuangyang as the flagship, popularize the old industrial sites such as Changchun Tractor Factory and Changchun Railway Vehicles and the culture of automobile, ice and snow and sculpture, accelerate the development of film and television, cultural creativity, cultural tourism, digital economy, animation and other industries, build a cultural tourism cluster at the level of 100 billion, and create a globally renowned film and television culture highland, a leading digital industry base and a cultural and creative center focusing on a better life. 

We should prioritize the construction of the “six cities” in an integrated way. Highlight the concept of integration, focus on the “six new industries” of new energy, new equipment, new materials, new agriculture, new tourism and new e-commerce and the “four new facilities” of new infrastructure, new environment, new life and new consumption, and strive to build an industrial support system and a spatial development system that facilitates taking the lead in making breakthroughs. We should strengthen the construction of the “six cities” in an interactive way. Take people’s livelihood as the guidance, make the foundation stronger with industries, facilitate development through science and technology, accumulate strength through culture, conserve eco-friendliness, highlight regional characteristics, break regional boundaries, combine points, lines and areas, ensure implementation in the whole region, and accelerate the layout of productivity and competitiveness for the construction of a regional central city. We should highlight the practical effectiveness for the construction of the “six cities”. Guided by planning objectives, led by national development zones, led by industries at trillion and 100 billion levels, supported by “project library”, “platform group”, “capital pool”, “policy package” and “talent valley”, inspired by scientific, reasonable and clearly oriented performance evaluation, promoted by special team guarantee, implemented through five optimized methods, the blueprint for a better future should be made a reality on the land of Changchun City. 

Zhang Zhijun stresses that the ten major projects and taking the lead in making breakthroughs in key tasks should be implemented. 

Implement the political guidance project. Under the leadership of political construction, we should constantly enhance the “four consciousnesses”, strengthen the “four self-confidences”, support the “two establishments”, ensure the “two maintenances”, adhere to political direction, strengthen political leadership, consolidate political foundation, conserve political ecology, prevent political risks, maintain political nature, improve political ability, and build a solid ideological and political foundation for working towards a common goal. 

Implement the sci-tech innovation project. Adhere to prioritizing both innovation and talents, attach equal importance to innovation and entrepreneurship, strengthen the policy source of sci-tech innovation, promote the agglomeration of innovation platforms, highlight the cultivation of innovation subjects, create a highland of innovative talents, ensure the optimization of an innovative environment, and create a new engine for high-quality development. 

Implement the transformation and upgrading project. We will focus on economic construction, focus on multi-point support for steady growth, focus on optimizing the structure under which the development of various industries is prioritized, focus on diversified development to promote transformation, and strive to build a modern industrial system. 

Implement the reform and opening up project. We should cultivate a fertile land for development with a better business environment, solve development problems with reform at deeper levels, expand development space with a higher level of opening up, sincerely serve enterprises, value entrepreneurs with true feelings, build a new type of a clean and close government-business relationship, and speed up the construction of an important window for the opening up of the country to the north and a hub for regional cooperation center in Northeast Asia to get fully integrated into the new development pattern. 

Implement the urban renewal project. The concept of life cycle management should be implemented in the whole process of planning, construction and management, the layout be scientifically planned, the accommodation function be improved, the quality image be improved, the intelligent humanities be highlighted, the urban and rural development be coordinated, and the goal of building a city suitable for business, residence, entertainment and tourism be fulfilled. 

Implement the rural revitalization project. Adhere to the integrated design and promotion of agricultural and rural modernization, consolidate and expand the achievements made in poverty alleviation, resolutely shoulder the important task of food security, accelerate the development and expansion of agricultural industry, continue to deepen agricultural and rural reform, implement in an all-round way rural construction campaigns, and strive to be the vanguard of agricultural and rural modernization. 

Implement the ecological civilization project. Adhere to the concept that clean waters and green mountains are precious resources like gold and silver, adhere to the integrated protection and restoration of mountains, rivers, forests, fields, lakes, grasses and sands, win the battle of pollution prevention and control, build a low-carbon circular development pattern, improve the modern environmental governance system, and create Changchun a role model for the campaign of “Beautiful China”. 

Implement the people’s livelihood improvement project. Adhere to the principle of putting more in the improvement of people’s livelihood, intensity the benefits for the people, ensure the increase in “people’s revenues”, adhere to “serving the people for their benefits”, strengthen the protection of “benefits for the people”, pay attention to “nourishing the people by culture”, and promote common prosperity in the process of shared development. 

Implement the safety and stability project. Coordinate development and security, deepen the city’s construction of rule of laws, improve the efficiency of social governance, lay a solid foundation for safe construction, and create a demonstration for the modernization of social governance in the city. 

Implement the Party building project. We should implement in thorough manner the general requirements for Party building and the Party’s organizational line in the new era, adhere to the Party’s comprehensive leadership, forge a contingent of cadres and talents with both political integrity and compacity, consolidate the role of grass-roots organizations as battle fortresses, promote in depth the rectification of discipline and anti-corruption, serve enterprises, talents, grass-roots units and the masses, consolidate the development of a clean, correct political ecology and thus provide a strong guarantee for revitalization and development. 

The congress called upon all involved in the city to unite more closely under the Central Committee of the Party with Comrade Xi Jinping at the core and under the strong leadership of the CPC Jilin Provincial Committee to keep in mind the ardent entrustment, shoulder the mission of the times, forge ahead with perseverance and courage to overcome difficulties and hardships, and strive to create a composition of revitalization and development so as to welcome the opening of the 20th Party Congress with great achievements!
