In 2010, the per capita disposable income of urban residents was RMB17, 922, up 11.5% from last year’s record; and the per capita consumption expenditure increased by 7.4% to RMB14,400. The urban Engel coefficient was 32.2%. The number of cars, colored TV sets, refrigerators/freezers, washing machines, computers and mobile phones owned by per 100 urban families amounted to 10.19, 127.71, 100.32, 99.36, 75.8 and 225.16, respectively. The per capita residential area of urban residents increased to 31.14 square meters from last year’s 29.14. The per capita net income of rural residents saw an increase of 17.7% to RMB6,665. The per capita household expenditure of rural residents was RMB3,863, a surge of 9.3% from last year’s record. The rural Engel coefficient was 39.3%. The number of colored TV sets, refrigerators, mobile phones and motorcycles owned by per 100 rural families was 102, 39, 140 and 50, respectively. The per capita residential area of rural residents increased by 3.7% to 24.62 square meters from last year’s 23.74.
By the end of 2010, the number of urban residents covered under basic endowment insurance had reached 1.521 million, an increase of 6.9% from last year’s record, including 1.078 million employees, a surge of 8.8%; the number of urban residents covered under unemployment insurance was 700,000 people, a decrease of 2.8%. The amount of money collected through endowment and unemployment insurance was RMB5.57 billion, up 8.8%, and RMB350 million, respectively. In 2010, the amount of money given to 440,000 senior citizens and 39,000 unemployed citizens was RMB6.28 billion, an increase of 21%, and RMB140 million, respectively. The number of urban residents covered under health insurance was 3.902 million including 1.51 million employees. The number of urban residents covered under the insurance of basic health, work injury and maternity was 2.392 million, 979,000 and 956,000, respectively.
In 2010, 129,000 positions were created for job hunters, getting 108,000 employed and 82,000 laid-off workers reemployed. The number of people working for nonprofit positions maintained at a record of over 23,000. And 315 families with no employment incomes were financed and 170 communities with none left for employment were created. The number of rural labor forces who went through transfer for employment was 1.25 million.
By the end of 2010, urban residents’ unemployment rate had reached 3.65%. By the end of 2010, the number of urban families had amounted to 81,000 of which 159,000 people were covered under minimum living guarantee; and that of rural families was 81,000 of which 140,000 were covered under minimum living guarantee. For the whole year, the amount of money given in line with minimum living guarantee standard to urban and rural residents totaled RMB410 million. Among the 7,046 sets of indemnificatory housing (354,000 square meters, RMB970 million) built in 2010 included 1,360 sets of low-rent housing (74,000 square meters, RMB210 million) and 5,686 sets of policy-regulated rental housing (280,000 square meters, RMB760 million).
The number of registered old age care institutions was 186 covering 12,665 beds, of which five were governmentally funded and 181 were not. The number of social welfare service centers for rural residents was 108. The sales amount of social welfare lottery reached RMB640 million. The money collected for charitable purpose was RMB108 million of which RMB107 million had been used to help 105,000 people out of difficulties. Notes: 1.
