In 1996, Bawel, deputy mayor of Ulan-Ude, led a delegation to visit Changchun.


In September 1996, Changchun Science and Technology Association and Buryatia State University exchanged students for training.


In January 1997, a work group of the Eurasia Office of Changchun Foreign Affairs Office conducted a work visit to Ulan-Ude.


In May 1997, Ulan-Ude Economy and Trade Delegation conducted a work visit to Changchun.


In June 1998, Changchun sent a delegation with deputy mayor Chen Xiaoguang as head and deputy director of the Municipal People's Congress Lyu Jiuquan as deputy head to visit Ulan-Ude. The two municipal governments signed a letter of intent to establish a sister city relationship.


In August 1998, at the invitation of Changchun Municipal People's Government, Ulan-Ude sent a friendship delegation headed by director of National People's Congress to visit Changchun and participated in the fourth China Changchun Film Festival.


In 2000, Changchun Real Estate Group established a food processing enterprise in Ulan-Ude with Buryatia State University to produce “Jinlong” potato chips. It was discontinued recently.


In June 2001, the Minister of Foreign Affairs of the Republic of Buryatia visited Changchun and signed a letter of intent for cooperation with Changchun Weiya Tractor Co., Ltd.


In May 2002, a delegation from Buryatia State University visited Changchun, deputy mayor of Changchun, met with the delegation.


In August 2002, Changchun Mayor Zhu Yejing visited Ulan-Ude and attended an international conference.


In September 2002, Zhang Qingchen, deputy secretary general of Changchun Municipal Government, visited Ulan-Ude and attended an international conference.


In June 2003, Changchun High and Medium Pressure Valve Factory and Ulan-Ude Valve Manufacturing Co., Ltd. signed a letter of intent for cooperation, using the resources and favorable conditions of both parties to build respective branches.


In September 2003, Grehoff, deputy mayor of Ulan-Ude, and Hadayev, director of the Foreign Affairs Office, visited Changchun.


In July 2004, Du Xuefang, member of the Standing Committee of Jilin Provincial CPC Committee and secretary of Changchun Municipal CPC Committee, led an economy delegation of Changchun Municipal Government to participate in the city celebration in Ulan-Ude.


In June 2012, Ulan-Ude sent a delegation to participate in the “Sino-Russian National Tourism Year – Changchun Sino-Russian Tourism Exchange Week” organized by Changchun.


In April 2013, Ulan-Ude Mayor Gorkov led a delegation to visit Changchun. During the visit, the delegation conducted a work negotiation with Changchun Municipal Bureau of Commerce. The two sides reached consensus on infrastructure construction, Lake Baikal development, road and bridge construction, and real estate development.


In November 2016, Qian Wancheng, member of the Standing Committee of Changchun Municipal Committee, led a delegation to attend the 350th anniversary of Ulan-Ude.
