In October 2002, Changchun Mayor Zhu Yejing led a delegation to visit Chongjin, and signed a letter of intent with Chongjin to form a sister city relationship.

On October 15, 2003, Han Heung Pyo, chairman of Chongjin Municipal People's Committee, led a delegation to visit Changchun, and signed an agreement between the two cities to establish a sister city relationship with Changchun Mayor Zhu Yejing.

On October 25, 2003, Changchun and Chongjin formally established a sister city relationship. The exchanges between the two cities are mainly carried out at the governmental level. Changchun donated 200 tons of corn, 20 breeding cattle and 300 seedlings to Chongjin.

In January 2004, Changchun presented 200 tons of corn to Chongjin.
 
In April 2005, Li Wei, deputy mayor of Changchun, led a delegation to visit Chongjin.

In August 2005, Changchun presented 20 breeding cattle to Chongjin.

In November 2005, Ryang Guk Hyeong, vice chairman of Chongjin Municipal People's Committee, led a delegation to visit Changchun.

In March 2006, Changchun presented 300 cocoon seedlings to Chongjin.

In May 2006, deputy mayor of Changchun, led a friendship delegation to visit Chongjin.

In November 2008, Ri Gwang Nam, mayor of Chongjin, visited Changchun and presented a sculpture work “Seaside” to Changchun.

In April 2009, Changchun presented 300 cocoon seedlings to Chongjin.

In November 2009, a friendship delegation headed by Vice Chairman Ryang Guk Hyeong of Chongjin visited Changchun.

In May 2010, a delegation of 6 people headed by Wang Yu, director of Changchun Foreign Affairs Office, visited Chongjin and negotiated with Chongjin Municipal Government on the dispatch of workers to food and beverage companies in Changchun.

In February 2011, a Chongjin Municipal Government delegation visited Changchun and proposed that due to the serious road damage in Chongjin, Chongjin requested two road rollers be denoted. Upon the Foreign Affairs Office’s discussion with Jindou Group, the latter agreed to donate two used road rollers to Chongjin in the name of the municipal government. Two road rollers were delivered to Chongjin for its road construction.

During their visit to Changchun, the delegation also held specific negotiation with Changchun on the selection of catering staff to work in Changchun. The two cities agreed that Chongjin Municipal Government would send 30 catering staff to Hanzhuang Catering Group in Changchun for a three-year service. Another group of personnel would come for replacement upon the 3-year expiration.

In July 2012, a work delegation from Chongjin, North Korean, visited Changchun. The 13 catering staff members previously assigned to Changchun Hanzhuang Restaurant Group were brought to Changchun to work.

In April 2013, another 17 catering staff came to Changchun.

In 2016, the first batch of staff members who started working in Changchun in 2012 and 2013 returned to Chongjin upon expiration. The second batch came to Changchun for replacement.
