In 2009, at the invitation of the Bulgarian National Investment Agency, Changchun Foreign Affairs Office Director Wang Yu led a friendship delegation to visit Plovdiv, Bulgaria, and opened official contacts between the two cities.
In July 2010, Changchun Municipal Government sent a friendship delegation to visit Plovdiv, and the two cities signed a memorandum of understanding on friendly cooperation setup.
In November 2010, Atanasov , mayor of Plovdiv, led a delegation to visit Changchun and signed an agreement with Changchun Mayor Cui Jie to establish a sister city relationship. Enterprises from Plovdiv in the delegation and local enterprises in Changchun carried out business negotiations on cooperation in their respective fields: Bulgaria Real Estate Project Group negotiated with Changchun Firstar Group and Yatai Group on construction projects for industrial parks, logistics centers and specialty hotels. Todoroff, Bulgaria's most famous wine group, signed a letter of intent for cooperation with Changchun Ruifeng Group. Food filling and beverage companies from Bulgaria and Changchun Yuanfang Group negotiated on food imports. Rose Cosmetics Co., Ltd. from Bulgaria held negotiations with Changchun Feifei Economic and Trade Co., Ltd., Shanghai Hongda Cosmetics Corporation and Jilin Honghai Trading Co., Ltd. on exporting rose oil. The head of a large hospital in Plovdiv (a city government consultant as well) held a discussion with Changchun Victor Co., Ltd. on cooperation in the medical and health fields.
