On May 18, 1992, Changchun and Minsk formally established a sister city relationship.
In February 1993, Minsk Mayor Grassiminco led a delegation to visit Changchun.
In July 1993, Xia Fulong, deputy mayor of Changchun, led a delegation of Changchun to visit Minsk.
In October 1995, Li Huizhen, vice chairman of Changchun CPPCC, led a delegation of Changchun to visit Minsk, and signed a letter of intent to open Chinese restaurants in Minsk and to cooperate on chartered airplanes from Changchun to Minsk.
In December 1995, mayor of Minsk led a delegation to visit Changchun.
In May 1996, Pei Ximin, chairman of Changchun CPPCC, led a delegation to visit Minsk.
In August 1996, Deputy Minister of Culture of the Republic of Belarus led a delegation to participate in the Third Film Festival in Changchun, China.
In 1997, Zhang Xuming, deputy secretary of Changchun Municipal CPC Committee, led a delegation to visit Minsk.
In June 1998, Changchun and Minsk signed a letter of intent for cooperation between the two cities from 1998 to 2000.
In August 1998, Nanguan District of Changchun signed a cooperation agreement with Lenin District of Minsk.
In December 1998, Changchun invited eight dance students and one teacher from Minsk to Changchun for performance.
In March 2004, Qian Longsheng, deputy mayor of Changchun, led a delegation to visit Minsk.
In June 2005, the First Deputy Prime Minister of the Republic of Belarus, Shemashko, led a delegation of the Belarusian government to visit Changchun.
In June 2006, Changchun Mayor Zhu Yejing led a Delegation of Economy, Trade and Culture from Changchun to visit Minsk and successfully held “Changchun Day”.
In November 2007, Minsk Vice Mayor Zijankov led a delegation of 104 people from government, business and culture fields to Changchun, and jointly organized the “Changchun-Minsk Day” with Changchun.
In September 2008, Changchun Youth Sports Delegation went to Minsk to participate in the 2008 Minsk Marathon Open and won championship in women's team.
In September 2009, Secretary Qian Wancheng of Changchun Municipal CPC Committee led a government and sports delegation to visit Minsk to participate in Minsk City Celebration and Marathon Open.
In July 2010, Changchun Sports Delegation visited Minsk for sports cooperation and negotiation.
In March 2011, Sui Zhong, executive deputy mayor of Changchun, led a delegation to visit Minsk.
In September 2011, Kharev, head of Central District of Minsk, led a delegation to visit Changchun and signed a cooperation agreement with Chaoyang District of Changchun.
In July 2012, deputy mayor of Changchun, led a government and citizen delegation to visit Minsk. During the visit, Mr. Carl Bienko, deputy mayor of Minsk, led the main leaders from Minsk Foreign Affairs Office, Municipal Tourism Administration, Cultural Bureau, Culture and Sports Bureau, General Administration of Thought, and Youth Affairs Administration to conduct formal negotiation with the delegation. 
In May 2013, a delegation of the basketball team of Changchun Municipal Government Work Committee was invited to participate in the friendship basketball match in Minsk.
In June 2013, Chaoyang District of Changchun organized a delegation to visit Central District of Minsk. The two sides signed an agreement on the establishment of a friendly inter-regional relationship.
In August 2014, Bai Xugui, deputy mayor of Changchun, led a delegation to visit Minsk. The two sides conducted in-depth discussions on cooperation in cross-border e-commerce, culture, education, tourism, industry, science and technology, and established a mechanism for regular mutual visits.
In July 2016, Changchun media delegation visited Minsk and the two cities established substantial cooperation.
In May 2017, Changchun held the "China-Belarus Friendship Exchange Week". Svetlov, Belarusian Minister of Culture, Rudd, Belarusian Ambassador to China, and Minsk Deputy Mayor Domoratski led a government and economy & trade delegation, a delegation of China-Belarus Industrial Park, and an art delegation to participate in nearly 15 economic and cultural activities held in Changchun.
In September 2017, Jia Lina, deputy mayor of Changchun, led a 9-member economy and trade delegation to visit Minsk to participate in the 950th anniversary ceremony of Minsk and conducted negotiation with China-Belarus Industrial Park.
