On July 7, 1983, Changchun and Birmingham established sister city relationship.

In 2012, Birmingham Municipal Government sent a number of work groups to Changchun, and took efforts to repair the relations between the two cities. It also actively sought cooperation opportunities with Changchun in fields such as automobile industry, scientific research and education.

In March 2013, Birmingham Municipal Government Work Group visited Changchun again to investigate the economy and trade investment status.

In April 2013, Hao Jingxiang, director of Changchun Municipal Bureau of Industry and Information Technology, visited Birmingham and held a corporate project matchmaking meeting.

In November 2013, the Changchun Friendship Economy and Trade Work Group visited Birmingham again and met with mayor of Birmingham.
