Zhang Enhui Leads a Delegation on a Study and Inspection Tour to Guangzhou and Shenzhen to
Promote Industrial Project Cooperation and Regional Coordination for High-Quality Development
 
From May 17 to 19, Zhang Enhui, Secretary of the CPC Changchun Municipal Committee, led a delegation to Guangzhou and Shenzhen for a study and inspection tour. To thoroughly implement the important instructions delivered by General Secretary Xi Jinping when listening to the work reports of the CPC Jilin Provincial Committee and Government, and follow the work deployment by the CPC Jilin Provincial Committee, this tour focused on areas such as new medicine and cultural tourism to deepen industrial and project cooperation. The delegation sought to advance the comprehensive revitalization of Northeast China in tandem with the development of the Guangdong-Hong Kong-Macao Greater Bay Area, and inject new momentum and vitality into high-quality development.
Biomedicine and life & health industries are among the emerging sectors in Changchun's efforts to build a modern industrial system, with the scale already exceeding RMB 100 billion. Zhang Enhui visited BGI and China Resources Pharmaceutical in Shenzhen, where he discussed cooperation with senior executives. He emphasized that Changchun is positioning new medicine as a key focus in cultivating new quality productive forces, and driving its full-chain development through the combination of policies, funds, platforms, talent, and services. He encouraged companies to establish more innovation platforms and allocate more innovative resources in Changchun, as well as participate deeply in the construction of the Yongchun Biomedical City for win-win outcomes.
 
Hong Kong and Macao offer vast market potential for TCM. In Shenzhen, Zhang Enhui met with Chan Wing-kwong, Chairman of the Federation of the Hong Kong Chinese Medicine Practitioners and Chinese Medicines Traders Association, to promote Changchun and Jilin Province's TCM resources, research capabilities, and industrial advantages. He expressed the hope that the federation would serve as a bridge to propel Hong Kong enterprises to focus on Jilin and invest in Changchun, which will support the high-quality development of the TCM industry and accelerate the global reach of premium Jilin products like ginseng and pilose antler.
A key mission of the tour was to deepen innovation cooperation, project coordination, and solidify the foundation of the real economy. Zhang Enhui visited two high-tech enterprises—Hynovation in Shenzhen and EHang in Guangzhou. The former specializes in hydrogen fuel cell technology and the latter in low-altitude economy. He had talks with senior executives to expand cooperation into broader and deeper areas. During the visit, the China-ROK (Changchun) International Cooperation Demonstration Zone signed a 2.3-billion-yuan hydrogen energy equipment manufacturing project with Hynovation, while the Jingyue District finalized specific cooperation matters with EHang on low-altitude economy.
 
The tour also yielded valuable insights into promoting the integrated development of cultural tourism to boost consumption and stimulate domestic demand. The delegation learned about Shenzhen's "Universiade MixC", which explores open-park commercial block development models; Foshan Creative Industrial Park, which revitalizes underutilized land and energizes the consumer market through business format reinvention and value enhancement; Guangzhou's Yongqing Fang, a historical and cultural district that integrates commercial scenes to increase consumer traffic, and so on. Zhang Enhui emphasized the need to actively learn from these examples to better revitalize historical and cultural blocks like Xinmin Street and focus on business format implantation and functional integration to create new consumption scenarios, formats, and models that meet diverse consumer demands.
 
During his stay in Shenzhen, Zhang Enhui led the delegation to visit China Travel Service (Hong Kong) Limited and held discussions with representatives of Hong Kong-based Chinese enterprises under the Hong Kong Chinese Enterprises Association. The discussions centered on leveraging the open platforms of Hong Kong capital and central and state-owned enterprises to deepen tourism, trade, and cultural cooperation between Changchun and the Greater Bay Area.
