Xi Jinping Stresses Thorough Implementation of the Strategic Deployment of Advancing Northeast China's Comprehensive Revitalization in the New Era and Calls for Greater Achievements in Chinese Modernization at a Work Briefing of CPC Jilin Provincial Committee and Provincial Government
On the morning of February 8, Xi Jinping attended a briefing in Changchun, Jilin Province, where he listened to the work report of the CPC Jilin Provincial Committee and Provincial Government. Huang Qiang, Secretary of the CPC Jilin Provincial Committee, delivered the report, with Governor Hu Yuting and other officials also in attendance.
Following the briefing, Xi delivered an important speech, affirming Jilin's achievements while outlining requirements for future work.
Xi emphasized that high-quality development cannot be achieved without innovation and industrial support. It is important to consolidate the foundation of the real economy, coordinate the transformation of traditional industries, expand advantageous industries, and foster new quality productive forces to establish a modern industrial system with Jilin's distinct characteristics. Efforts should be made to integrate scientific and industrial innovation, as well as research resources and strength, enhance enterprises' role as innovation subjects, and optimize the innovation ecosystem. The goal is to achieve breakthroughs in major scientific and technological projects and promote the transformation of scientific and technological achievements into productive forces. Additionally, it is crucial to balance ecological protection with green and low-carbon development by leveraging unique resources such as ice and snow, natural landscapes, and ethnic customs to promote tourism. Jilin should also coordinate regional development, advance the construction of the Changchun modern metropolitan area, and enhance collaboration with other provinces in Northeast China to achieve integrated growth.
Xi stressed that further deepening reform and opening up is vital to the comprehensive revitalization of Northeast China. Therefore, Jilin must identify and address bottlenecks that hinder the establishment of a new development paradigm and high-quality development, and tackle difficult and pain points in the livelihood sector. Reform agendas should be set, and reform plans should be formulated to resolve deep-seated contradictions and eliminate structural and institutional obstacles. Whether deepening reform of state-owned assets and enterprises or promoting the private economy, policies must be put in place, and exemplary cases should be highlighted to address both common and individual issues. Jilin should actively integrate into the unified national market, foster a world-class business environment that is market-oriented, law-based, and internationalized, and build a more advanced open economic system.
Xi underscored that ensuring national food security is a political responsibility for a major agricultural and grain-producing province. With a focus on developing modern large-scale agriculture, Jilin should improve the support system for strengthening agriculture, benefiting farmers, and enriching rural areas, and coordinate the development of technological, green, quality, and branded agriculture. Jilin should actively develop ecological breeding and enhance the deep processing of agricultural products and fine processing of food to facilitate the establishment of a diversified food supply system under the principle of "grain planting to the forefront and produce to follow", "animal husbandry to the forefront and meat processing to follow", and "agriculture to the forefront and industry to follow". Additionally, efforts should be made to coordinate the planning of urban and rural spatial layouts, industrial development, public services, and infrastructure construction to promote integrated progress in industrial prosperity, county strengthening, and people's prosperity and achieve common urban-rural prosperity. It is also essential to consolidate and expand poverty alleviation achievements, strengthen and innovate grassroots governance, enhance social civility in rural areas, and build safe, law-based, livable, and harmonious villages.
Xi highlighted that Jilin is home to a diverse ethnic population, making it imperative to fully implement the Party's theories and policies on ethnic affairs in the new era, as well as its fundamental guidelines on religious work. The province should advance the building of a strong sense of community for the Chinese nation, encourage interactions, exchanges, and integration among ethnic groups, and guide people of all ethnic backgrounds in fostering a correct perspective on the nation, history, ethnicity, culture, and religion, thereby opening up a new chapter in ethnic unity and progress. Additionally, the initiative of vitalizing border areas and enriching the people should be advanced, with efforts tailored to local conditions to boost border trade and characteristic industries.
Xi pointed out that ensuring both development and security is a fundamental principle that must always be upheld. Measures should be carried out to prevent and mitigate risks in key areas, strengthen disaster prevention, early warning, and response systems, and investigate and eliminate safety hazards in production to maintain overall social stability.
Besides, Xi also emphasized that high-quality development should be guided by high-quality Party building. It is essential to establish the correct criteria for selecting officials and setting work priorities, guiding cadres at all levels, especially leaders, to uphold the right perspective on political achievements, enhance their capabilities, take on responsibilities, and strive for excellence. It is necessary to consolidate and expand the achievements of Party discipline education, ensure Party nature, conduct, and discipline in an integrated manner, with efforts to uphold integrity, enforce discipline, and combat corruption closely coordinated. The mechanisms for restricting and supervising the allocation and exercise of power should be improved.
