Latest Progress in Construction of Changchun International Film Town

Tower cranes standing in numbers and machines roaring……With a batch of such key projects as film and television shooting base, hotel complex as well as film and television media center put in high gear for construction, Changchun International Film Town has taken shape on a piece of land totaling seven square kilometers in which new momentum of high-quality development is congregating. 

The construction of 20 studios in the first phase have been started, which will be completed and put in use by July 30, 2022... The word “fast” can best describe the construction of the film and television base of Changchun International Film Town. The base covers a land area of 850,000 square meters and a floor area of 370,000 square meters on which RMB6.7 billion will be invested on 30 world-class large or super large studios. “The project will accelerate the landing of film and television culture and tourism in the Jingyue Hi-tech Industry Development Zone, promote the high-quality and rapid development of Changchun International Film Town, and enhance the core competitiveness of film and television and related industries in Jilin Province,” said Gao Jinan, Project Director of Changchun Northern Film Capital Film and Television Industrial Park. 

The Film and Television Union Media Center, with a land area of 66,000 square meters and a total investment of RMB 1.1 billion, is under construction. Insiders say by the end of this year a building will be completed to attract some enterprises to get settled as support service providers for the opening of the Studio of Changchun International Film Town. The project is planned to be completed by the end of December 2022. “We will mainly focus on the construction of incubation centers for film translation, digital film distribution, film and television creation, digital copyrights and restoration, and also corresponding utility facilities,” said Wang Jiafu, President of Changchun Jingyue Film and Television Culture and Tourism Group. 

Seven floors above the ground for Jinhua Hotel, three for Golden Pavilion, and one for Wenhua Hotel have been completed. The construction of the hotel complex in the Changchun International Film Town has now been accelerated. The project covers a land area of 170,000 square meters and a floor area of 260,000 square meters on which RMB2.1 billion will be invested in total before it is put in use by July 30, 2022. 

The total investment of the digital film and television base is RMB14 billion, including a big data center covering 10,000 cabinets will be constructed. The feasibility and bidding are under way and the construction will soon be started. 

The land allocation, project approval and enclosure of the three new buildings Cultural Activity Center, Art Museum and Modern History Exhibition Hall of Jilin Province have been completed. The construction will be started in June this year and will be completed by the end of December 2025. The project covers a land area of 150,000 square meters on which RMB2.1 billion will be invested. 

The report of feasibility and plan of designing for the project Changchun Film Academy of Jilin College of Arts is under preparation. According to the action plan, the construction will soon be started and will be completed by the end of September 2023. The project covers a land area of 435,000 square meters, with a planned investment of RMB2.61 billion for a film and television making center, a comprehensive art practice center, and an experiment center. 

The Changchun Film and Television Cultural and Creative Incubation Park covers a land area of 115,200 square meters, with a planned investment of RMB2.089 billion mainly for the construction of a film and television cultural and creative center, an innovation and entrepreneurship center, and an incubator for creative enterprises. The project is scheduled to be started in June and its main construction will be completed by the end of the year. 

The construction of 13 key projects in the core area of Changchun International Film Town have been prioritized for promotion. The use of land for seven of them have been approved. Three have been started and four will soon be started. Six key projects have been discussed and promoted. Three will soon be granted with use of land, and 3 are said to get settled in the digital film and television base or the film and television cultural and creative incubation park.
