Import and Export Trade of Changchun City Proved Outstanding in the First Half of 2020

I. Basic Facts of Import and Export of Goods in Changchun in the First Half of the Year 

Customs Statistics show that the import and export value of goods totaled RMB49.74 billion in the first half of the year, an increase of 2.2% over the same period last year, 4.8 percentage points higher than that of the whole province and 5.4 percentage points higher than that of the whole country. Among them, imports contributed RMB42.79 billion, up 3.9%, and exports brought about RMB6.95 billion, down 7.2%. The growth rate of Changchun Economic and Technological Industry Development Zone was 33.9% and that of Jiutai City, 21.3%. The import and export trade of Changchun City in the first half of the year highlight the following five characteristics: 

1. General trade accounts for an absolute proportion. General trade of imports and exports reached RMB45.4 billion, an increase of 2%, accounting for 91.3% of the total value of imports and exports of the city in the same period, which strongly promoted the growth of foreign trade. In addition, processing trade contributed RMB2.16 billion, up 11.6%, and the logistic goods in the areas under special customs supervision amounted to RMB1.85 billion, basically the same as that over the same period last year. 

2. Foreign-invested enterprises account for more than half of the total and achieved growth. The imports and exports of foreign-invested enterprises reached RMB29.13 billion, an increase of 2.4%, accounting for 58.6% of the total of Changchun City. The imports and exports of state-owned enterprises amounted to RMB13.96 billion, down 7.5%, accounting for 28.1%. The imports and exports of private enterprises reached RMB6.51 billion, an increase of 32%, accounting for 13.1%. 

3. Except a slight decline in imports and exports from and to the EU, exports to other trading partners increased. The imports and exports from and to the EU (excluding the UK) amounted to RMB29.64 billion, down 6.5%. the imports and exports from and to ASEAN reached RMB2.39 billion, up 7.4%. The imports and exports from and to Japan totaled RMB6.22 billion, an increase of 39.8%. The imports and exports from and to Mexico reached RMB2.38 billion, up 11%. The imports and exports from and to ROK totaled RMB1.89 billion, an increase of 8.4%. 

4. Mechanical and electrical products remained the largest variety of imports and exports. The import of mechanical and electrical products reached RMB38.61 billion, accounting for 90.2% of the total value of imports, including RMB15.67 billion, an increase of 11.8%. The export of mechanical and electrical products amounted to RMB4.36 billion, down 13.3%, accounting for 62.7% of the total export value. The export of auto parts reached RMB870 million, down 9.8%. 

5. The import and export of agricultural products increased significantly. The import of agricultural products in the first half of the year totaled RMB1.85 billion, an increase of 1.7 times, which was mainly driven by grains. In the first half of the year, the import of grains reached RMB1.64 billion, an increase of 2.1 times. 

 

II. Highlights of Foreign Trade of Changchun City in the First Half of the Year 

1. Against the trend of recession, auto parts led to the increase in import. In the first half of the year, the import of auto parts of Changchun City reached RMB15.67 billion, an increase of 11.8%, accounting for 36.6% of the total value of imports. Affected by the pandemic on the one hand, uncertainty appeared in foreign trade in some countries. In order to prevent the overseas pandemic affecting the supply of productive parts and spare parts, some automobile manufacturers adjusted their purchase plans and purchased ahead of time for storage to normalize domestic production. On the other hand, the production order of domestic automobile industry returned back to normal. The transformation of new models, the upgrading of functions of car models and the recovery of automobile market increased the demand of import of auto parts. 

2. Soybean remained the main force of import of agricultural products. In the first half of the year, the import of agricultural products amounted to 1.85 billion, an increase of 1.7 times. Among them, the import of soybean contributed RMB1.63 billion, an increase of 2.1 times, accounting for 88.1% of the total import value of agricultural products. Insiders say the surge of soybean import of the city was mainly facilitated by the continuous recovery of pig breeding and the increase of demand for soybean meals. According to the data released by the Ministry of Agriculture and Rural Affairs, the number of sows in stock had achieved a month-on-month growth for nine consecutive months, which in turn led to the increase in import of soybean. 

3. A land-sea logistic system for foreign trade was established. In April this year, the operation of Changchun-Tianjin Rail-Sea Express Line went normalized, two trains a week, or 100-200 trains a year with a total of carrying capacity of 10000 TEUs. In the first half of this year, the total volume of two-way sea-rail intermodal transportation from Changchun to Tianjin and Dalian totaled 14,667 TEUs, an increase of 5.2 times. 

 

Questions and Answers at the Press Conference  

Question 1: What measures have been taken by Changchun Xinglong Customs to help realize a quick recovery of economic order for foreign trade? 

Answer: Changchun Xinglong Customs has been conscientiously implementing the Ten Countermeasures against the Pandemic to Promoting the Steady Growth of Foreign Trade issued by the General Administration of Customs, the Measures of Customs Supporting the Development of Sino-Euro Trains, the Measures of Customs Supporting the Development of Comprehensive Bonded Area, and the following specific implementation measures issued by Changchun Customs: 

1. Support the expansion of imports and exports of food and agricultural products and preserve the granaries in Northeast China. Effectively shorten the time limit for approval of animal and plant entry quarantine, help formulate the operation guidelines for quarantine and supervision of entry-exit animals and plants and corresponding products, inspect the export situation of agricultural products, and guide enterprises to do a good job in safe production for the whole process of export. 

2. Implement the policies and measures to support the development of Sino-Euro Train Transportation and smoothen the channel for foreign trade. Take favorable measures to give priority to acceptance, inspection and release while encouraging enterprises of complete vehicles and spare parts to enter the country through train transportation, allowing them to go through local customs declaration, and actively promoting such preferential policies as “consolidation of manifest”, “collection of tax”, “self-report and self-payment” and “guarantee release”. The first “three to two” consolidated transportation test was completed in Jilin Province to facilitate the import of complete vehicles and thus prepare for the future application of parallel pilot port. 

3. Optimize business environment and continuously reduce customs clearance time by making use of two-step declaration, declaration in advance, summary declaration, guarantee release and other modes. Actively implement the convenient measures for consignors and the receivers free from being on site for inspection of goods during the epidemic period. The “7 × 24 hours” reservation for customs clearance was opened to provide convenience for all kinds of enterprises. 

4. Actively implement various tax reduction and fee reduction policies for enterprises. Actively implement the national tax reduction and fee reduction as well as the preferential policies for import tax in special supervision regions to support the expansion of import of high-end equipment, key parts and important raw materials, and ensure all preferential tax policies can be implemented as required. 

 

Question 2: What specific measures has Changchun Xinglong Customs adopted to support the export of corn processing products? 

Answer: Corn is one of the special agricultural products in Jilin Province. In the first half of this year, Changchun Xinglong Customs supervised the export of 279,000 tons of products from corn deep processing enterprises, an increase of 0.31% year on year. The structure of corn deep-processing products has now become diversified, including starch, maltodextrin, starch sugar, citric acid, corn crude oil, feed, etc. The advantage in export is obvious. To help all enterprises involved to fight against the pandemic, Changchun Customs responded at the earliest possible time with the “List of Measures of Restrictions under the Circumstance of Covid-19 on Export of Food and Agricultural Products from Countries (Regions) to China” so as to help export enterprises with targeted measures to avoid risks in export. In addition, the supervision mode of “manual judgment plus on-site inspection” was adopted to effectively improve the efficiency of customs clearance, reduce the pressure of warehouse storage, and help enterprises reduce capital costs. At the same time, the process of origin certificate issuance was optimized and shortened to no more than three minutes, which helped enterprises enjoy the reduction and exemption of export tax. With various measures, Changchun Xinglong Customs has been striving to help enterprises stabilize foreign trade and secure export orders. 

 

Question 3: What measures has Changchun Xinglong Customs taken to support the development of Sino-Euro Train Transportation? 

Answer: Changchun Xinglong Customs has been conscientiously implementing the “15 Specific Measures to Support the Development of Sino-Euro Train Transportation" issued by the CPC Changchun Customs Committee to ensure the policy can be thoroughly implemented. By the end of June, 71 trains had been supervised, with a year-on-year increase of 22.4%. The freight volume totaled 78,500 tons, up 53%. To secure a smooth operation of Sino-Euro Train Transportation, Changchun Xinglong Customs’ measures can be summarized in the following four aspects:  

1. Allow enterprises with choices of customs clearance modes to facilitate enterprises to declare at local authorities. Actively carry out policy publicity and interpretation to train operators under governance, have the policy for declaration implemented at local authorities, and save detention expenses at cargo ports. 

2. Actively release the dividend of reform of railway manifest system. For the same entry-exit port, on the same date, with the same train number, for the same domestic consignor and receiver, in line with the same contract and in the same product name, the manifest is allowed to be consolidated and declared, that is, one container, one manifest can be consolidated to one train one manifest so as to reduce the times of declarations and the costs of declarations and transports. 

3. Speed up the inspection and release and support the expansion of imports by making use of Sino-Euro Trains. Bring into full play the role of centralized online inspection center, actively promote the use of large container inspection system (H986) for inspection in advance, expand the proportion of non-invasive inspection, reduce the cost of customs clearance, and further improve the efficiency of customs clearance. 

4. Support multimodal transport and promote the construction of “dry port”. Study and explore the convenient supervision mode of sea-rail intermodal transportation, actively strengthen the cooperation with Tianjin, Dalian and other ports, support relevant operating enterprises to obtain the whole-process waybill, and meet the market demand of imported vehicles in inland areas of Northeast China. Changchun Xinglong Customs is now carrying out inspection and supervision on the 1,000 vehicles by Sino-Euro Trains. 

 

Question 4: Automobile industry is at the core of featured industries of Changchun City. According to the aforementioned, auto parts increased against the trend of recession during this pandemic period. What support measures has Changchun Xinglong Customs adopted for automobile industry? 

Answer: Since 2020, Changchun Xinglong Customs has strictly implemented the spirit of General Secretary Xi Jinping’s important instructions. Under the leadership of the General Administration of Customs and Changchun Customs, we have promoted in a steady and orderly manner the development of featured industries. In the first half of the year, the import of auto parts of Changchun City amounted to RMB15.67 billion, an increase of 11.8% year on year. The export was RMB870 million, down 9.8%. By means of bringing into full play the functions of Customs, we have strengthened the support for the development of automobile industry in our city. 

1. Bring into full play to the guiding role of Customs in the development of local foreign trade economy, further increase the support for Changchun International Automobile City, and constantly optimize the business environment. With a special office, “one-stop” management has been launched to have supervision extended to the post acceptance process. Through such means as follow-up visits and inspections, supervisions are strengthened to ensure the timeliness of auto parts supply. 

2. With such platforms as customs clearance integration, efficiency has been improved and fees reduced, and efforts have been put into shortening the time for customs clearance. We will comprehensively promote the integrated online service platform featuring “single service counter” and “Internet plus Customs” for international trade, and comprehensively use the “two-step declaration” and “declaration in advance” to improve the efficiency of work. 

3. We have been actively carrying out tax policy research for tax and fee reduction, and help automobile industry “develop with tax and fee burdens”. The function of origin certificate as “economic passport” in international market has been brought into full play to help enterprises maximize the competitive advantage in tax reduction and exemption in international trade competition. 

4. The bonded policy of the Comprehensive Bonded Area, the “truck flights” and Sino-Euro Train channel have been comprehensively utilized to smoothen the logistic chain of automobile industry. Copy the innovation system of the free trade area and encourage auto parts enterprises to carry out import-export logistic operations through “bonded warehousing plus distribution and centralized declaration” in the bonded area. With such “truck flights” opened for auto parts enterprises, the logistic costs of auto parts enterprises have been effectively reduced. The enterprises have been encouraged to import and export complete vehicles and spare parts through “multimodal transport”, “sea-rail transport”, and Sino-Euro Trains for Import and Export of Complete Vehicles and Spare Parts to have customs declaration and taking delivery of goods done at “doorway”.
