In mid-April, at the project review meeting for selecting funding projects at Jilin University, a review team composed of representatives from enterprises, investment institutions, and experts had a lively discussion on over 40 preliminary projects and evaluated their scientific and technological innovation capabilities, market prospects, commercial potential, etc. This event was organized by the Jilin University Proof-of-Concept Center established by Changchun City and Jilin University, to provide comprehensive services for the selected high-quality projects.

 

In September 2023, at the Symposium on Promoting the Comprehensive Revitalization of Northeast China in the New Era, General Secretary Xi Jinping emphasized the need to drive industrial innovation through scientific and technological innovation and to accelerate the establishment of a modern industrial system with distinctive advantages of Northeast China. The foundation for the comprehensive revitalization of Northeast China lies in the real economy, while the key and the direction lie in scientific and technological innovation and industrial upgrading, respectively.

 

To thoroughly implement the spirit of General Secretary Xi Jinping's important speech, Changchun has overcome challenges and removed obstacles by focusing on driving industrial innovation through scientific and technological innovation and promoting the empowerment of scientific and educational resources for industrial development.

 

The local government, enterprises, universities, and research institutes have worked together. In 2023, the Changchun Municipal Government, in collaboration with universities and research institutes, established a strategic cooperation committee for the transformation of scientific and technological achievements, strengthening the talent "pool", building a strong innovation "source", and creating an "ecosystem" for transformation. Thus, a cooperation platform was developed.

 

Focusing on the transformation of scientific and technological achievements, Changchun has formed four task forces and discovered over 300 projects suitable for local transformation by visiting universities and research institutes since last year.

 

In 2023, the Changchun Future Seed Fund with a total scale of RMB 1 billion was set up to help small enterprises and small projects grow into giants. The Fund focuses on the transformation of research institutes' achievements, with 32 projects in the first phase completing all investments.

 

In 2023, Changchun's transformation of scientific and technological achievements increased by 141%, and the number of technology-based SMEs passing evaluation increased by 193% compared to 2022.
