Announcement on Further Adjustment and Optimization on Several Entry-Exit Management Policies and Measures

In order to further facilitate the exchange of Chinese and foreign entry-exit personnel and promote the opening of services to the outside world, the National Immigration Administration has further adjusted and optimized the following entry-exit management policies and measures since May 15, 2023. The announcement is as follows:

I. Fully resume the implementation of the "national general handling" for mainland residents to travel to Hong Kong and Macao. Mainland residents can submit an application for endorsement of group travel to Hong Kong and Macao to any exit-entry administration agency of public security organs in China, and the application procedures are the same as those of their domicile.

II. Implement the "national general handling" of the documents for the application by mainland residents to go to Hong Kong and Macao to visit relatives, work and study. Mainland residents who intend to travel to Hong Kong and Macao for visiting relatives, working, studying, seeking medical treatment, litigation, handling property, etc., can submit applications for visiting relatives, staying and other three types of endorsements corresponding to the application to any exit-entry management organization of the public security organ in China, and the application procedures are the same as those of the place of household registration.

III. Adjust the validity period of the stay endorsement for mainland students studying in Macao. The entry-exit administration department of the public security organ shall issue a stay endorsement for mainland students studying in colleges and universities in Macao, and the validity period shall not exceed one year at most, and shall be adjusted to be consistent with their study period in Macao.

IV. Fully resume the quick customs clearance at the port. On the basis of resuming the quick customs clearance at the ports adjacent to Hong Kong and Macao on January 8, according to the pre-epidemic practice and standard requirements, Chinese citizens holding ordinary passports of the People's Republic of China, Exit-Entry Permit for Travelling to and from Hong Kong and Macao, Travel Permit to and from Taiwan, Mainland Travel Permit for Hong Kong and Macao Residents, and the Mainland Travel Permit for Taiwan Residents (valid for 5 years) and valid entry-exit permits for multiple times a year are allowed; foreigners holding foreign passports and Foreign Permanent Resident ID Card, foreign electronic passports and residence permits for foreigners for more than 6 months; China crew members working on scheduled international flights and foreign crew members who can enter the country visa-free or have completed their crew, employment visa or residence certificate for more than one year can pass through the immigration inspection express channel.
