On March 15th, Zhang Zhijun, member of Standing Committee of CPC Jilin Provincial Committee and Secretary of the CPC Changchun Municipal Committee, visited the Changchun National Agricultural High-tech Industry Demonstration Zone for research. During his visit, he stressed the need to remember General Secretary Xi Jinping's important instructions and comprehensively implement the spirit of the 20th CPC National Congress and General Secretary Xi Jinping's important speeches and instructions during his visit to Jilin Province. He also urged adhering to planning by great foresight, high-standard construction and high-quality development to promote the early results in constructing the agricultural high-tech industry demonstration zones as a support for high-quality development of modern agricultural towns in Changchun.

During the investigation, Zhang Zhijun inspected the spatial planning, industrial layout and provincial coordinated development of agricultural high-tech industry demonstration zones. He visited several projects including planting industrial parks, seed processing factories, scientific innovation centers, food industry parks and cattle breeding and cull bases. Zhang expressed approval of the progress made in developing agricultural high-tech industry demonstration zones.

During his visit to the modern planting industry park project sites, Zhang Zhijun received a detailed briefing on the "one core, one institute, one street and two bases" plan layout and the construction of the innovation platform by government-industry-university-research-use collaboration. He also visited Hongxiang Planting Industry Silicon Valley Park's seed processing factory to inspect its production line operations. He emphasized the need to promote cooperation with national research institutes, gather modern planting industry enterprises as well as strengthen scientific research efforts to promote innovation and utilization of germplasm resources that will contribute significantly towards achieving technological self-reliance and enhancing agricultural product output by safeguarding the national food security and playing the advantages of the zone.

The scientific innovation center projects in the Agricultural High-tech Industry Demonstration Zone has a total investment of RMB 542 million and is slated for completion within two years. Main structural work is currently closed for design. Zhang Zhijun inspected progress made and re-emphasized turning out concrete results fast while ensuring the safety and quality as well as promoting the service guarantee facilitated by safety production management.

In the Food Industrial Park Project and Cattle Breeding Comprehensive Demonstration Industrial Park’s Cattle Cull and Processing Base Project in the Agricultural High-tech Industry Demonstration Zone, Zhang Zhijun emphasized the need to improve the construction level of the park, focus on attracting investment in industrial chains around the 'Top Ten Industrial Chains' and 3 million head of cattle as landmark projects, and build a gathering area for deep processing of agricultural products and food.

Zhang Zhijun stressed that the key to "high-tech" of the Agricultural High-tech Industry Demonstration Zone is to demonstrate agricultural high-tech industrialization. Changchun should adhere to innovation-driven development, focus on planting industry research and development, black soil protection, smart agriculture, and deep processing of agricultural products; deploy innovation chain based on industrial chain; and build a pilot area of nationally influential modernized agriculture development zone with scale efficiency and green circular agriculture technology new city. Also, Changchun must strengthen policy support to promote pioneering exploratory experiments carried out by Agricultural High-tech Industry Demonstration Zone to jointly promote technological innovation and system innovation and continuously unleash the reform dividends. We must coordinate at provincial level and build strong organizational leaderships mechanisms so as to push for early results in Agricultural High-tech Industry Demonstration Zone. At present, Changchun should aim at achieving the goals from beginning with momentum to boost the task implementation and ensure “sound start” for Q1.
