Wang Kai, Secretary of the CPC Changchun Municipal Committee, presided over the Seminar on Theoretical Learning for CPC Changchun Municipal Committee on November 16, 2020. The effort was meant to study the spirit of the 5th Plenary Session of the 19th CPC Central Committee, and organize the participants to discuss on implementing the important speeches and instructions made by General Secretary Xi Jinping during his inspection trip to Jilin for the revitalization and development of Changchun City during the “14th Five-Year Plan” period. 

At the meeting, competent members of the standing committee of the CPC Changchun Municipal Committee and representatives of officials at municipal level made speeches based on their work, and shared their ideas and suggestions for the revitalization and development of Changchun City during the “14th Five-Year Plan” period. 

Wang Kai pointed out that the “14th Five-Year Plan” is a key period for the revitalization and development of Changchun City. All involved must be fully aware of what we are facing and where we are standing. We should not only reinforce the awareness of opportunities, seize the opportunity of the times for the revitalization of Northeast China, the strategic opportunity of integrating into the new development pattern, the policy opportunity of connecting with the great initiative of the country, the market opportunity of sci-tech transformation and industrial upgrading but also strengthen the awareness of risks and firmly safeguard the bottom line of security, the red line of ecology and the main line of people’s livelihood while recognizing and making changes accordingly to strive to promote the construction of a modern metropolitan area in Changchun City and thus contribute with a good start to building a socialist modern country in an all-round way. 

We must adhere to the “one leadership”—Insist on the thought on socialism with Chinese characteristics in the new era of Xi Jinping, conscientiously implement the spirit of the 19th CPC National Congress and the 2nd, 3rd, 4th and 5th Plenary Sessions of 19th CPC Central Committee, and put in place the important speeches and instructions made by General Secretary Xi Jinping during his inspection trip to Jilin. 

The two “three new” should be highlighted. The first “three new” is the deployment made at the 5th Plenary Session on “entering a new stage of development, building a new development pattern, and implementing the new concept of development”. The second “three new” covers “taking new responsibilities, realizing new breakthroughs and demonstrating new achievements” put forward by General Secretary Xi Jinping during his inspection trip to Jilin. 

We must coordinate to fulfil the goals set at the “three nodes”—By 2025, the new breakthroughs put forward by General Secretary Xi Jinping for the “Revitalization of Northeast China” must be made during the “14th Five Year Plan” period; by 2030, a leading position on a national scale for modernization must be secured; and by 2035, socialist modernization should be basically realized. 

“Four major events” should be prioritized—transformation, reform, improvement of people’s wellbeing and security. 

We must follow the “Five Principles”—Unswervingly follow the Party’s leadership, and implement people-centered, new development, deepening reform and opening up, and systematic concepts. 

We must realize the “six new tasks”—New achievements in economic development, new steps in reform and opening up, new improvement in social civilization, new progress in ecological civilization, new level of people’s wellbeing and new improvement in efficiency of national governance. 

Wang Kai required that the strategic focus of the socioeconomic development of Changchun City must be planned, with new breakthroughs to be made in improving the driving capacity of the modern metropolitan area of Changchun City by taking the modern metropolitan area as a handhold to promote the coordinated development of the region; in promoting the upgrading of industrial bases and the modernization of industrial chains, and in accelerating the development of a modern industrial system; in speeding up agricultural and rural modernization by means of promoting rural revitalization and ensuring the success in the construction of the “two demonstration bases”; in innovation driven development by means of deeply implementing the alliance of heavyweight enterprises, research institutes and universities and consolidating while developing the position of the Regional Innovation Center of Changchun City; in improving ecological quality and promoting green development by firmly implementing the concept of “clean waters and green mountains make mountains of silver and gold”; in optimizing business environment by means of speeding up the transformation of government functions; in expanding opening up and cooperation by taking active measures to serve the national strategies and get integrated into the “dual circulation”; and in ensuring and improving people’s wellbeing by insisting on people-centered concept and increasing incomes for urban and rural citizens. In addition, safeguarding the bottom line of security should be implemented throughout the whole process to prevent and control all possible risks.
