The 28th Session of the Standing Committee of Changchun Municipal People’s Congress was held on May 13, 2020. Qian Wancheng, Chairman of the Standing Committee of Changchun Municipal People’s Congress, Wang Mingde, Gan Lin, Zhu Yong’an, Vice Chairmen of the Standing Committee of Changchun Municipal People’s Congress, Li Chengyuan, Secretary General of the Standing Committee of Changchun Municipal People’s Congress and other members of the Standing Committee of Changchun Municipal People’s Congress attended the meeting which was presided over by Zhu Yong’an. 

The first plenary session was organized to deliberate the proposal and basic facts for Zhang Zhijun’s appointment. After the first plenary session, the standing committee members deliberated the proposal in different groups. After the group deliberation, Qian Wancheng presided over the chairman’s meeting and listened to the report on the group deliberation. 

At the second plenary session, the proposal for Zhang Zhijun’s appointment was ratified in the form of ballot according to which Zhang Zhijun was appointed Deputy Mayor of Changchun City. Qian Wancheng presented the letter of appointment to Zhang Zhijun. The plenary session selected Zhang Zhijun as Acting Mayor of Changchun City. Acting Mayor Zhang Zhijun delivered his inaugural speech and took the constitutional oath at the meeting.  

In his speech, Zhang Zhijun said that he would definitely cherish the opportunity, fulfill his duties and act as required to do a good job in reform, development and stability, and strive to create a new situation for the revitalization and development of Changchun City, adding, “I will truly, faithfully reinforce my political stand, further study Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era especially the spirit of the important speeches and instructions General Secretary Xi made during his inspection trip to Northeast China, enhance the ‘four consciousnesses’, strengthen the ‘four matters of confidence’ and ensure ‘two upholds’ to put in place as required the great deployments by the CPC Central Committee and the State Council and the arrangements by the CPC Jilin Provincial Committee, the People’s Government of Jilin Province and the CPC Changchun Municipal Committee, promote in a pragmatic way the development, insist on the new development concept to lead the high-quality development, refrain from formalism and tokenism, work harder to solve difficulties, make up for short boards for the sake of laying a foundation for the benefits of the public in a long term and maintaining the continuity of government work, strengthen reform and innovation, speed up the construction of the ‘four major plates’ including Changchun International Automobile City, push forward the four key tasks including ‘ten thousand people for ten thousand enterprises’, give priority to investment attraction, project construction, domestic demand expansion, consumption stabilizing, restructuring and transformation, continue to fight for the three major battles, implement in depth the strategy of rural revitalization, speed up the development of county economy, promote the integration of urban and rural development, remain true to the original aspiration and keep the mission firmly in mind, take safeguarding and improving people’s livelihood as the starting point and the foothold of the government’s work, give full play to the role of ‘party representative, deputy to the people’s congress and member of the people’s political consultative conference’, keep democratic channels open, improve working mechanism, secure the success in epidemic prevention and control, employment and entrepreneurship, education and medical care, social security, urban management, safety and stability and other hot topics, difficulties the public are concerned about so as to benefit the public with pragmatic measures and make them enjoy more about the sense of gains and happiness, adhere to law-based administration, accept in an active manner the legal supervision and work supervision by Changchun Municipal People’s Congress and its Standing Committee, accept in a conscious manner the democratic supervision and social supervision of the political consultative conference and all sectors of the society, take the lead in administration according to law, perform duties in strict accordance with legal authority limits and procedures, constantly improve the modernization of the government’s governance system and competence, resolutely implement the principle of democratic centralism, work as hard as expected to build a government with which the people are satisfied, pragmatic, high-efficiency, diligent, honest and governed by law, adhere to the bottom line of integrity, remain honest and loyal to the Party and the people and frank with comrades, observe the Party spirit, principles and solidarity with disciplines and rules put in the first place, strictly abide by the eight-point frugality code, know how to respect, work as a paragon and take the lead in image building in line with the high standards and strict requirements, supervise the relatives and staff members around me and preserve the political character of integrity.” 

“Changchun is now in a critical period of all-round, comprehensive revitalization,” Zhang Zhijun said, “All involved are shouldering the major responsibility of ‘taking the lead and acting as the pioneer’ in leading the high-quality economic development of the whole province. I will remain true to my original aspiration and undertake my mission bravely. Under the strong leadership of the CPC Changchun Municipal Committee and under the supervision and support of Changchun Municipal People’s Congress and Changchun Municipal People’s Political Consultative Conference, I will closely rely on all sectors of the society and the people of the city, lead and unite the competent members of the leading body of the government to coordinate the work related to normalized epidemic prevention and control and socioeconomic development, do a good job in ‘six stabilities’, implement the task of ‘six guarantees’, resolutely fulfill the goals of securing a decisive victory in poverty alleviation and the building of a moderately prosperous society in all aspects, and thus create a new situation, create new achievements and write a new chapter for the advancement of all work of Changchun City.”  

Among the officials present at the meeting also included Wang Lu, Deputy Mayor, Wang Changjiu, Director of Changchun Municipal Commission of Supervision, Cheng Fengyi, President of Changchun Municipal Intermediate People’s Court, and Sheng Meijun, Procurator General of Changchun Municipal People’s Procuratorate, leaders of the standing committees of the people’s congresses of counties (cities) and districts, and competent department leaders of the government.
