Changchun Launches 22 Measures to Help SMEs Overcome Difficulties

The General Office of the People’s Government of Changchun City launched the Measures to Help the Small and Medium-sized Enterprises (SMEs) Overcome Difficulties in the Period of Control and Prevention of the Novel Coronavirus Pneumonia (NCP). The effort is meant to thoroughly implement the important instructions of General Secretary Xi Jinping on unswervingly fighting against the NCP, and the decisions and arrangements of the CPC Central Committee, the State Council, the CPC Jilin Provincial Committee and the People’s Government of Jilin Province on the control and prevention of the NCP to help the small and medium-sized enterprises out of their difficulties caused by the outbreak of the NCP.

 

There are 22 measures in four aspects including increasing financial support, stabilizing teams of staff members and workers, reducing burdens and improving policy implementation. The implementation period is tentatively decided for three months from the date when such measures are launched.

 

To increase financial support means ensuring that the credit balance of micro and small-sized enterprises remains unchanged, the financing cost of micro and small-sized enterprises is reduced, giving full play to the role of policy-oriented financial institutions of all kinds as “teams of the country”, supporting the anti-epidemic material enterprises to resume and expand production, bringing into full play the role of insurance, and encouraging local financial institutions and their counterparts to provide differentiated financial services for micro, small and medium-sized enterprises.

 

To stabilize the teams of staff members and workers include to implement of the policy of supporting enterprises and stabilizing working posts for which 50% of the actual unemployment insurance premium paid in the previous year can be refunded to such enterprises that will not reduce the number of employees or minimize the number of laid-off workers. The refunded standard under such circumstance can be decided by the amount of local per capita unemployment insurance premium of 12 months and the number of insured employees for those enterprises that cannot start production or suffer big decline of business volume caused by the epidemic but still insist on stabilizing the number of employees or minimizing the number of laid-off workers. All institutions involved shall accept the applications in time submitted by such enterprises which failed to register and pay for endowment insurance, unemployment insurance and work-related injury insurance within the time limit. The overdue payment shall not affect the personal rights and interest records of the insured units and individuals.

 

To reduce the burden of enterprises cover the measures of promoting the implementation of “no need to meet for examination and approval”, reducing and remitting small and medium-sized enterprises’ taxes, delaying the payment of taxes, optimizing tax refund services, guiding entrepreneurial and innovative bases to reduce and remit the rental of small and micro-sized enterprises, delaying the payment of water and gas fees, delaying the payment of urban infrastructure fees, speeding up the implementation of policies, strengthening trade support, and implementing the subsidy policy of training fees.

 

To improve the implementation of policies include the measures of establishing a mechanism for enterprises to deal with the NCP and resume production, a long-term mechanism for clearing and preventing arrears, and a special industrial policy support mechanism.
