Notice on Applying for Study in China under the Chinese Government Scholarship

I. Brief introduction to the Chinese Government Scholarship

In order to strengthen mutual understanding and friendship between the Chinese people and people from all over the world, and to develop cooperation and exchanges in fields of politics, economy, culture, education and trade between China and other countries, the Chinese government has set up a series of scholarship schemes to sponsor international students, teachers and scholars to undertake studies and researches in Chinese institutions of higher education.

The Ministry of Education of China (hereinafter referred to as “MOEC”) is in charge of the provision of Chinese Government Scholarship, and it entrusts the recruitment of international students and the routine management of Chinese Government Scholarship Program to the China Scholarship Council (hereinafter referred to as “CSC”).

The international students under the Chinese Government Scholarship Program will be allocated in 88 colleges and universities designated by the MOEC. Over 300 majors covering science, technology, agriculture, medicine, economics, law, management, education, history, literature, and philosophy are available to international students in these colleges and universities.

We welcome outstanding young students, scholars and teachers from all countries coming to study or undertake research in institutions of higher education in China.

(I) Chinese Government Scholarship Program and Application Approach

1. Chinese Government Scholarship Scheme

It was established by the MOEC in accordance with educational exchange agreements or understandings reached between the Chinese government, and the governments of other countries and relevant international organizations to provide both full scholarships and partial scholarships to international students and scholars. The program supports students who come to study in China as undergraduates, postgraduates, doctors, Chinese language students, general scholars and senior scholars. Applicants may apply for the scholarship through the competent authorities, relevant institutions or the Chinese embassy (consulates general) in their home countries.

2. Chinese Government Great Wall Fellowship Scheme

This is a full scholarship scheme set up by the MOEC for candidates recommended by the United Nations Educational, Scientific and Cultural Organization (UNESCO). The scholarships are exclusively for general scholars and senior scholars. Applicants may apply to the HQ of the UNESCO or the UNESCO National Committee in the applicant’s home country.

3. Outstanding Student Scholarship Scheme

It is a full and partial scholarship scheme established by the MOEC to sponsor the outstanding international students who have finished their original study plan in China and have been enrolled as Master’s or Doctoral candidates or are now carrying out their studies. Applicants may apply to the CSC for the scholarship through their universities.

4. HSK Winner Scholarship Scheme

It is a full scholarship scheme established by the MOEC to sponsor foreign students who have won excellent scores in the HSK held outside the territory of China to study Chinese in China. Applicants may apply to the CSC for the scholarship through the HSK organizer or the Chinese embassy (consulates general) in their home countries.

5. Chinese Culture Research Fellowship Scheme

The scheme was established by the MOEC to sponsor overseas scholars and specialists of Chinese culture to conduct short-term research in China. Applicants may apply to the CSC through the relevant Chinese institutions of higher education and professors with academic exchange relations, or the Chinese embassies (consulates general) in their home countries or directly to the CSC.

6. Short-term Scholarship Scheme for Foreign Teachers of Chinese Language

It was established by the MOEC to sponsor international teachers of Chinese language to do short-term training and research in China. Applicants may apply to the CSC for the scholarship through the Chinese embassies (consulates general) in their home countries.

(II) Contents of the Chinese Government Scholarships

1. Full scholarship: the full scholarship of the Chinese Government Scholarship includes tuition fee (research fee), emergency medical expense, fee for basic learning materials and intramural accommodation, living allowance, one-off settlement subsidy, and one-off inter-city transportation expenses.

2. Partial scholarship: One or some items of the full scholarship.

3. International travel expenses: Applicants are expected to cover their own international travel expenses unless as otherwise agreed in agreements.

II. How to Apply for the Chinese Government Scholarships

(I) Admission Time and Enrollment Procedure

The time admission of the scholarship students is generally from the beginning of January to the end of April. Details on the admission time and procedures shall be decided through consultations by the Chinese Embassy and the competent international students dispatching departments of the home countries. Please consult the Chinese Embassy or the competent international students dispatching departments of the home countries for details.

(II) Scholarship Application

Applicants should meet the basic qualifications as prescribed in the Application Procedures, and must fill in the application forms strictly in accordance with the requirements. They also need to provide relevant application materials including proofs of academic qualifications, transcripts, study plan, health certificates, and recommendation letters. The application materials for scholarships must reach the CSC before the deadline as specified in the Application Procedures via the embassy in China or the Chinese embassies in the applicant’s home country. Application materials arrived after the deadline will not be processed. Please check the attached Application Procedures for details.

The application materials will not be returned regardless of the result of application. The original graduate certificate, Physical Examination Record for Foreigner, and other important materials must be kept by the applicant.

(III) Choice of Institutions of Higher Education and Major

Currently, there are 88 colleges and universities (refer to the attached Name List of the Institutions under the Chinese Government Scholarship for details) receiving international students under the Chinese Government Scholarship in China. The applicants applying for the scholarship to study in China must choose the schools and majors among the 88 universities. Please check the Directory of the Chinese Institutions Admitting International Students under Chinese Government Scholarship Scheme or the website of CSC (http://www.csc.edu.cn) for the details.

(IV) Language Used in Teaching

The Chinese institutions of higher education generally use Chinese as the instruction language. Applicants with no command of Chinese are generally required to take Chinese language courses for 1-2 years before their major studies. In some institutions, some courses set for scholars and postgraduate students can be conducted in English. Please refer to the Directory of the Chinese Institutions Admitting International Students under Chinese Government Scholarship Scheme for the details.

III. Recruitment of Scholarship Students

The CSC will review all the application materials sent by the Chinese embassies located at the international student dispatching country or the student dispatching countries’ embassies located in China, and other competent organizations (the application will not be processed if it is inconsistent with the recruitment requirements or the application materials are incomplete.). The qualified applications will be forwarded to the institutions according to the applicants’ wishes and the final decision whether to admit the applicants or not will be made by them. The school, major, and numbers of years confirmed at the time of enrollment shall not be changed in principle after the applicants come to China. If the applicant has contacted with and has been accepted by competent institution prior to application, the applicant is required to enclose relevant certificates to facilitate the CSC entrust admission to competent institution.

Scholarship applicants accepted by Chinese institutions of higher education will be officially awarded the Chinese Government Scholarship upon approval of the MOEC.

The CSC will send the List of Accepted Students, Admission Notice and Visa Application Form for Study in China (Statement JW201) to the relevant dispatching authorities by July 31, so as to have the documents forwarded to the students.

IV. Visa Application and Registration in China

(I) Visa Application

Students under Chinese Government Scholarship Program should apply for visa to study in China at the Chinese embassy or consulate-general with the original documents and the photocopies of the Admission Notice, Visa Application for Study in China (Statement JW201) and Physical Examination Record for Foreigner and valid ordinary passport. Those whose study period in China is above 6 month needs to apply for “X” visa, and those who shall stay in China for less than 6 months (including 6 months) should apply for “F” visa. The scholarship students must enter China with the original copies of the above documents. Whoever comes to China with other types of passports, visas or without the original documents will not be able to register with the institution, nor will they be able to apply for residence permit in China.

(II) Registration

The international students admitted must register with the institution at the time specified in the Admission Notice. Those who are unable to register on time must seek permission from the institution directly. Those who fail to register without the consent of the institution will be considered as voluntarily giving up the enrollment and the scholarship will automatically be withdrawn.

(III) Health Verification and Residence Registration

1. Health verification: Scholarship holders who are to stay in China for more than 6 months are requested to bring their passports, Admission Notice, and the original copies of Physical Examination Record for Foreigner and the Blood Test Report to the local quarantine office within the set time to have their medical examination verified. International students whose Physical Examination Record for Foreigner do not meet the requirement will have to re-take medical examination. Those who refuse to re-take the medical examination or are diagnosed as suffering from diseases that are not permitted to enter China under the Chinese laws and regulations will be required to leave China. The fees for taking medical examination and returning to the home country shall be at the applicant’s expense.

2. Residence registration: After the health verification, the scholarship holders must apply for residence permit to the police authority with their passports, Admission Notice and Physical Examination Record for Foreigner.

V. Transfer Service

(I) The Transfer Service Station for Chinese Government Scholarship students will provide free transfer service to new full-scholarship students who have to make a stopover in Beijing from August 28 to September 18.The embassies in China or Chinese embassies concerned are kindly requested to give the Transfer Service Station one week in advance the notice of arrival date as well as the numbers of flight (train). (II) Those who arrive in Beijing before or after the above-mentioned period of time or who have to make a stopover in cities other than Beijing will need to make their own arrangement to reach their universities. The universities shall reimburse the train ticket between the port of entry and the city where the university is located according to the regulations.

VI. Annual Review of Chinese Government Scholarship

In accordance with the Measures for the Annual Review of Chinese Government Scholarship, the international scholarship students who have been approved to study in China for more than one year must participate in the Annual Review. The institutions will make a comprehensive review of the scholarship students and their academic record, learning attitude, lecture attendance, and conduct performance, rewards and punishment. Those who pass the Annual Review will be qualified to enjoy the scholarship for the following academic year. Those who fail in the Annual Review will have their scholarship for the following academic year suspended or terminated.
