Changchun Foreign Affairs Office (CCFAO) has long been working to promote the rapid development of companies by bringing into fully unique resource advantages and providing companies assistance for foreign cooperation and foreign affairs services. On August 30, Jilin Huanfu Xinbao Resource Recycling Co., Ltd., a joint venture between China and Japan founded as a key investment attraction project with the facilitation by CCFAO was granted with the certificate of qualification for recycling and dismantling end-of-life vehicles, the first of its kind since the Interim Measures for the Management on Recycling and Dismantling End-of-life Vehicles in Jilin Province was implemented on July 5, 2021.

In 2017, to promote the development of circular economy industry in Changchun City, CCFAO worked to have a cooperation agreement signed by Jindazhou Group and its Japanese counterpart on “recycling and dismantling scrapped vehicles”. The project invested with RMB283 million for a predicted capacity of 50,000 scrapped vehicles is expected to improve to a great extent the recycling and dismantling ability after going operational. In October 2018, “Changchun Kuancheng Resource Recycling Base” managed to become one of national bases in record for resource recycling (50 in total nationwide).

In the future, CCFAO will continue to provide various services for enterprises, further explore channels, promote the development of circular economy industry in the city, and thus contribute to fulfilling the goal of “peaking carbon dioxide emissions and carbon neutrality”.
