An e-business license, the first of its kind for a joint venture, was issued to Pentanova Automation Ltd. by the Changchun Municipal Administration for Market Regulation Changchun Auto Industry Development Zone Branch, marking that the whole process of digitalized registration has been expanded from domestic enterprises to joint ventures. 

E-business license is a legal certificate containing registration information of a market entity issued by competent authorities for market regulation in accordance with national laws and regulations and unified standards. It is the same effective as a paper business license. A market entity can apply online through the APP “electronic business license” of the State Council. However, Pentanova is a joint venture, and its legal representative is a foreigner, making it unable to apply for such business license. 

To help the company under such circumstance, Changchun Municipal Administration for Market Regulation Changchun Auto Industry Development Zone Branch established a service team, started the “coordinated mechanism at three levels of province, city and district”, and adopted the new mode of “authorizing a Chinese as an agent to apply online” under the guidance of the State Administration for Market Regulation, which effectively solved the difficulty for a foreign legal representative to complete online real name authentication and apply for an e-business license application.
