Measures for the High-Quality Development of Optoelectronic Information Industry in Changchun City (Interim)

In order to thoroughly implement the spirit of the 5th Plenary Session of the 14th CPC Changchun Municipal Committee, enhance the core competitiveness of the optoelectronic information industry, build a high-level industrial innovation cluster, lay out "new tracks" of future scenarios, shape "new advantages" of development, and unleash industrial "new momentum", continuously strengthen, optimize, refine, and highlight the entire optoelectronic information industrial chain in Changchun, practical measures are formulated as follows:
   
  I. Scope of Application
   
  The five key areas of the optoelectronic information industry in the city are "chip, laser, satellite, vehicle, and network", namely integrated circuits, lasers and new displays and lighting, satellite applications, automotive electronics, and industrial Internet and software information services.
   
  II. Support Policies
   
  1. Supporting enterprises to become enterprises above designated size and be included in the scope of online direct reporting of the National Bureau of Statistics. For optoelectronic information enterprises becoming enterprises above designated size for the first time, a maximum subsidy of RMB 200,000 will be provided; for optoelectronic information enterprises that commence construction, start production, and become enterprises above designated size in the first half of each year, a maximum subsidy of RMB 500,000 will be provided.
   
  2. Supporting enterprises in scale expansion. Efforts will be increased for enterprise cultivation. Optoelectronic information enterprises with good growth trends, promising market prospects, and annual main business income breaking through RMB 100 million, RMB 500 million, RMB 1 billion, RMB 5 billion, and RMB 10 billion for the first time will receive rewards of up to RMB 100,000, RMB 300,000, RMB 500,000, RMB 1 million, and RMB 2 million respectively.
   
  3. Supporting the optimized and refined development of enterprises. Optoelectronic information enterprises identified for the first time as national, provincial, and municipal "specialized, refined, differential, and innovative" will receive rewards of RMB 500,000, RMB 200,000, and RMB 100,000 respectively. Enterprises awarded for the first time as national single champion products in manufacturing or single champion enterprises in manufacturing will receive rewards of RMB 1 million and RMB 2 million respectively.
   
  4. Supporting the promotion and application of new products. Products included for the first time in the National Catalogue for Guidance on the Promotion and Application of First Unit (Set) of Major Technical Equipment will receive a maximum reward of RMB 1 million, equivalent to 20% of the sales revenue of the first unit (set) of the product in the same year (12 months after inclusion in the catalogue).
   
  5. Supporting the digital transformation of enterprises. Newly built digital factories, digital workshops, and digital production lines of industrial enterprises will receive rewards of up to RMB 500,000, RMB 300,000, and RMB 200,000 respectively after assessment, based on 20% of the investment in equipment and software.
   
  6. Supporting enterprises in cost reduction. New loans used for the digital transformation of industrial enterprises within the stipulated period will receive increased loan interest subsidies equivalent to 30% of the one-year loan prime rate (LPR rate).
   
  7. Supporting the listing and development of enterprises. The listing cost of optoelectronic information enterprises will be reduced. According to the principle of piecewise rewards, eligible enterprises can enjoy an "application-free" policy and receive a cumulative maximum subsidy of RMB 8 million.
   
  8. Supporting the introduction of leading enterprises. For optoelectronic information enterprises introduced from the Fortune Global 500 or China's Top 500 with a tax payment of RMB 10 million or more in Changchun, the portion retained by the municipal and district levels in the shared tax revenue over three consecutive years will be refunded 100% to each district and development zone and then be invested by each district and development zone into special funds for industrial support.
   
  9. Supporting the introduction of major projects. Major projects such as semiconductor equipment, advanced optoelectronic instruments, CMOS cameras and equipment, laser equipment, aerospace equipment, optoelectronic sensors, and high-end chips that are newly built or strategically introduced will be supported through government-guided equity investment.
   
  10. Supporting the entry of social capital. Relying on Changxing Fund's sub-fund investment and direct equity investment, optoelectronic information technology enterprises meeting market-oriented investment conditions can receive equity investment support ranging from RMB 2 million to RMB 200 million, with investment amounts for major projects subject to negotiation on a case-by-case basis.
   
  11. Supporting the construction of scientific and technological innovation platforms. To jointly establish key laboratory (discipline-based) major projects and capacity-building major projects with the provincial government, an annual investment of no less than RMB 15 million will be allocated to support the implementation of major scientific and technological projects and the generation of high-level scientific and technological achievements in national key laboratories in the domain and reorganized national key laboratories. A one-time subsidy of RMB 2 million will be granted to newly approved national technology innovation centers. Concept verification centers and pilot bases that facilitate the transition from research findings to samples and products will receive a maximum subsidy of RMB 1 million after assessment.
   
  12. Supporting enterprises to enhance innovation capabilities. For enterprises included in statistical departments' R&D expenditure statistics system, a maximum subsidy of RMB 1 million will be granted, based on 5% of the total increment of eligible R&D expenditure eligible for deduction by enterprises. Enterprises that transform scientific and technological achievements inside and outside the domain through technology transfer and licensing will be eligible for a maximum subsidy of RMB 500,000 after assessment. Enterprises' major transformation projects of scientific and technological achievements will receive a maximum subsidy of RMB 3 million after assessment.
   
  13. Supporting breakthroughs in key and core technologies. The "selecting the best candidates to undertake key research projects" model will be implemented to solicit demands for key and core technologies in the optoelectronic information industry and compile a list. Innovation entities with proven capabilities in China will be invited to address these demands. The enterprises publishing a list will receive a maximum subsidy of RMB 1 million, equivalent to 50% of the actual transaction amount in technology development contracts.
   
  14. Supporting the talent acquisition of enterprises. According to the Interim Measures for Subsidizing Rent and Living Expenses for College Graduates in Changchun (Trial), fresh full-time doctoral, postgraduate, and undergraduate graduates recruited by enterprises and public institutions will be eligible for monthly rent and living subsidies of RMB 2,500, RMB 1,500, and RMB 1,000 respectively per person for up to 24 months.
   
  15. Supporting enterprises to cultivate high-end talents. Domestic and foreign top talents, national leading talents, and provincial leading talents newly introduced and cultivated by enterprises will receive rewards of RMB 3 million, RMB 1 million, and RMB 500,000 respectively. Major innovative and entrepreneurial projects led by top talents will receive a maximum reward of RMB 100 million, which is subject to negotiation on a case-by-case basis. Individuals making significant contributions to the optoelectronic information industry will receive additional rewards based on a certain proportion of their post-tax income, which is subject to negotiation on a case-by-case basis.
   
  16. Supporting the building of optoelectronic brands. Enterprises organizing conferences and forums in the large-scale, elite, and specialized optoelectronic information industry through market-oriented operations will be subsidized after assessment based on the specifications, scale, and influence of the events, with a maximum subsidy of RMB 100,000 per event and RMB 200,000 per unit per year according to 30% of the actual expenses. Particularly significant events will be supported on a case-by-case basis.
   
  17. Supporting the innovation of leading enterprises. Enterprises establishing advanced technology research institutes and innovative research platforms will receive up to RMB 1 million in support. Newly established national, provincial, and municipal R&D institutions will receive subsidies of up to RMB 1 million, RMB 600,000, and RMB 300,000 respectively.
   
  18. Supporting the merger & acquisition and reorganization of enterprises. Enterprises are encouraged to engage in M&A and reorganization through mergers, acquisitions, equity participation, etc. Major projects with promising market prospects and strong industrial driving forces will receive support subject to negotiation on a case-by-case basis. For headquarters enterprises meeting the criteria with an annual tax payment reaching RMB 10 million or more in the introduction year, the portion retained by the municipal and district levels in the shared tax revenue over three consecutive years will be refunded 100% to each district and development zone in the first year and be refunded based on 100% of its annual increment in the later two years, which will be invested by each district and development zone into special funds for industrial support. Rewards ranging from RMB 3 to 30 million per year will be given for three consecutive years.
   
  19. Supporting inspection and testing institutions. Enterprises that focus on production and manufacturing and provide productive services such as equipment maintenance, parts cleaning, and inspection and testing with service revenues reaching RMB 5 million will be eligible for a maximum subsidy of RMB 2 million, equivalent to 3% of the actual revenues. Enterprises with service revenues increasing by more than 20% year on year for two consecutive years will receive an additional maximum subsidy of RMB 2 million according to 3% of the increment.
   
  20. Supporting the incubation and development of enterprises. Operating units of newly recognized national and provincial incubators will receive subsidies of RMB 200,000 and RMB 500,000 respectively. Operating units of newly registered national and provincial maker spaces will receive subsidies of RMB 50,000 and RMB 200,000 respectively.
   
  III. Supplementary Provisions
   
  The measures shall be implemented upon issuance and remain valid for three years. The specific interpretation shall be undertaken by the Changchun Municipal Bureau of Industry and Information Technology.
