The “Procedures to Distribute House Purchasing Subsidies and Consumption Coupons for Talents and Farmers to Stay in (Come to) Changchun” was released by Changchun Municipal Housing and Real Estate Administration on September 13, 2021. 

Highlight 1: Eligibility  

The talents including college graduates with associate degree or above, technicians with technical titles at intermediate level or above, and professionals at senior level or above to stay in (come to) Changchun; farmers to get settled in the city. 

Highlight 2: Subsidy standard or coupon amount   

Qualified talents will be subsidized with RMB50/m², and farmers with RMB80/m². The coupons are divided into automobile coupons and household appliance coupons. Only one quota of a kind is allowed to choose. The total amount of purchase coupons is RMB50 million, and 5000 quotas, RMB10000 each, covering 500 for automobile and the rest 4500 for house appliance purchasing, will be distributed, including 500 automobile coupons and 4500 home appliance coupons. 

Highlights 3: House purchasing conditions 

The incentives are available for one to purchase a new commercial house, the only house, with a floor area of less than 90 square meters on state-owned land within the jurisdiction of the city (excluding Shuangyang District, Jiutai District, Gongzhuling City and other counties and cities).  

Highlight 4: Time of availability of incentives 

House purchasing contract is signed within the period from September 1to December 31, 2021. 

Focus 5: Procedures of application 

The distribution process includes three procedures, application submission, qualification examination and approval and subsidy distribution. (1) ID card, commercial housing contract in record, receipt, letter of personal housing information query result and bank card; (2) Certificates of college diploma or above, letters of certification downloaded from CHESICC, certificates of professional and technical titles at intermediate level or above or professionals at senior level or above; (3) Identity certificates issued by village committees (official seals of village committees are needed). 

Highlight 6: Where to apply 

Choose to apply online or offline. 1. Online application: To save on-site transaction time, one can log on the platform zl.ccfdw.net, registering with personal information and upload original pictures of relevant materials. After the round of preliminary examination and approval, please go with originals and copies to the Service Counter 1, Housing Security Service Hall, Building A, No. 5555, West City Ring Road, Changchun. 2. Highlight 7: Rules for use of automobile coupons 

Coupons shall be used at designated automobile dealers; The time of vehicle registration shall be in the period after the house purchase contract is signed but before December 31, 2021; The name of applicant shall be the same as the one used for the registration of the vehicle; The vehicles must be for household use, new vehicles only (excluding trucks, commercial vehicles, second-hand vehicles, etc.); The purchase price of the vehicle shall be RMB30000 or more (including RMB30000). 

Highlight 8: Rules for use of household appliance coupons 

Household appliance coupons shall be used at designated stores. There is no limitation on how many times one use such coupons in a day, but transfer of account from one to another, exchange coupons to cash or give such coupons to others as gift cannot be made possible. The home appliance coupons are valid from the date of acquisition to 24:00 on December 31, 2021 after which such coupons will go invalid automatically. 

Highlight 9: Refund 

In principle, applicants who have applied for house purchasing subsidies and house purchasing consumption coupons cannot apply for refunding. If applying for refunding under special circumstances, house purchasing subsidies and house purchasing consumption coupons need to be given back first. If the consumption coupons have been consumed, the same amount of money shall be returned first.
