Changchun Economic and Technological Development Zone is located in the center of Northeast Asia’s economic rim. As an inland end of Hunchun-Changchun economic corridor, Changchun Economic and Technological Development Zone to which rich natural resources, labor forces, techniques and means of production are allocated is close to such countries as Mongolia, Russia and DPRK. In April 1993, it was approved by the State Council as a national level economic and technological zone. It now covers 112 square kilometers and has 200,000 permanent residents.

 

By 2009, the number of enterprises that had settled in the zone was 5,808, including 581 foreign-funded enterprises, 84 multinational companies from 29 countries and regions, and 29 Global 500’s branches, over 50% of the total in the city. In 2009, the GDP, the industrial output value, the amount of actually utilized foreign direct investments, the amount of actually utilized domestic funds and the amount of money invested in fixed assets of the zone accounted for the city’s 11.7%, 17%, 34.2%, 13.1% and 12.7%, respectively. It ranked the 14th on the list unveiled by the Ministry of Commerce in 2008 for the comprehensive evaluation on investment environments of the 54 national economic and technological development zones, and maintained its first place among the nine central development zones at national level of China. 

 

For the next few years, the zone will bring into play its environment, industry and system advantages to implement the south-north interactive construction strategy; set up nine special industrial parks, including four, namely, auto parts park, consumer packaged goods park, biomedicine park and optoelectronic information park in its southern part as well as another five including biological industry park, special purpose vehicle park, equipment manufacturing park, comprehensive bonded area and logistics park and emerging industries park in its northern part; work on “eight industries”, meaning to strengthen three pillar industries special purpose vehicles and spare parts, biochemical and modern services, to promote two predominant industries including equipment manufacturing and consumer packaged goods and to speed up the cultivation of emerging industries like optoelectronic information, biomedicine and emerging industries; create three “business rims”, namely, Conference and Exhibition Center-Linhe Street-Ziyou Road Business Rim, East Plaza Business Rim and Xinglongshan Business Rim; and establish two industry bases worth RMB100 billion each, including Special Purpose Vehicle and Spare Parts Industry Base and Biological Industry Base to make itself an engine propelling economic boom in Northeast Changchun Opening-up and Development Pilot Zone and a flagship of economic development in Chang-Ji-Tu region.
