Changchun National Hi-tech Industrial Development Zone is located in the key area for future development of Changchun City. Located closely to the southern city proper, a new center under construction, Changchun National Hi-tech Industrial Development Zone is the core area of Northeast Changchun Opening up and Development Pilot Zone, a place given priority for the development of industries especially the manufacturing industry in future. Not only have such advantages created favorable conditions for a new round of rapid development of the zone, they will also be conducive for the zone to play its influential, driving and demonstration roles.   

 

Changchun National Hi-tech Industrial Development Zone has developed transportation networks. In the aspect of railway conditions, Changchun is directly linked to some 40 domestic cities due to its railway networks pillared by Jing-Da Rail Line, Chang-Bai Rail Line and Chang-Tu Rail Line; in terms of road conditions, several expressways including Jing-Ha Expressway, Chang-Ha Expressway, Chang-Si Expressway, Chang-Ji Expressway, Chang-Ying Expressway and City Ring Road as well as highways of G302 and G102 have made the city easily accessible; for air travel, Changchun Longjia International Airport is an important hub in Northeast China. More than 60 flights to over 20 domestic cities take off and land here every day. The airport has also opened several routes to central cities of Northeast Asian nations like Seoul, ROK, and Irkutsk, Russia. The developed transportation networks have laid an exceptional foundation for Changchun National Hi-tech Industrial Development Zone to become a regional economic center in Northeast China, and an important platform for the cooperation among Northeast Asian nations.

 

Changchun National Hi-tech Industrial Development Zone has a warm temperature continental monsoon climate with four distinctive seasons. The winter is dry, cold and a bit long, and the summer is hot and rainy. The average temperature is 4.3-4.9℃; the average humidity, 65%; the average barometric pressure, 986.6, 100P; and the average amount of precipitation, 649.9 millimeters. The rainfalls in summer account for over 60% of the whole year. In winters, the depth of frozen land is 1.6 to 1.8 meters.

 

Changchun National Hi-tech Industrial Development Zone has cozy surroundings, and first-class air quality, with over 90% industrial wastewater discharged in line with the required standard. The greening rate is more than 40%. In 2002, it obtained the certificate of ISO14001 and the one from United Kingdom Accreditation Service (UKAS). 

 

In addition to Bayi Reservoir and Fuqiang Reservoir, its southern part has two rivers. In the course of a new round of development, effort will be put into insisting on the concept “Two Increases”, namely, increase in green land and increase in open and broad space, implementing the city’s elite programs and meanwhile building up four elite streets and roads, green traffic corridors, three elite squares and four elite parks to create a four-in-one landscape region. 

 

Since 2009, Changchun National Hi-tech Industrial Development Zone has gone through remarkable development and construction. A total of RMB20 billion was invested on infrastructure construction projects, 1.5 times more than the total amount of previous18 years before 2009; a total of 6,983 hectares of land were acquired, 3.7 times more than the total amount of previous18 years; a total of three million square meters of bungalows and warm houses were tore down, 3 times more than the total amount of previous 18 years; major traffic hubs including First-phase Railway Line, Yuanda Street Flyover and Beihu Bridge were opened; 121.2 kilometers of highways, 2.9 times more than the total amount of previous 18 years, were put into use; a total of 3.8 million square meters of green space were created, 1.9 times more than the total amount of previous 18 years. The carrying capacity and the overall environment of the northern part have gone up to a domestically top-notch level, and the infrastructures and auxiliary service facilities have taken shape. Under such circumstances, a brand new development frame has been formed.  

 

Changchun National Hi-tech Industrial Development Zone is known as a best place for living in the southwestern part of Changchun City. And it has been made even better with one-after-another settlement of many famous domestic real estate developers.

 

There are 14 higher learning institutions including the South Campus of Jilin University, 11 primary education schools including the No. 2 Experimental School of Jilin Province, 10 kindergartens and private schools and 47 medical care institutions. The education and health levels of the zone have gone up to higher levels.

 

In addition, a list of central business districts integrating top-end residential complexes, industries, intellectual resources and businesses have been founded inside the zone. The services for commerce and business have become increasingly satisfactory. And its abilities of providing top-end services have also been strengthened due to the construction of such top-service clusters as Animation Park, Cultural and Creative Park of Jilin Normal University, Animation Service Park, Cultural and Creative Science and Technology Park of Northeast Asia, and Animation and Software Service Outsourcing Park.

 

Since the strategy of a new round of development was implemented, Changchun National Hi-tech Industrial Development Zone has achieved economic boom. In 2009, the industrial output and the GDP of the zone reached RMB176 billion and RMB45.5 billion, a year-on-year increase of 20.1% and 20%, respectively. The output value of hi-tech products amounted to RMB87.8 billion, a surge of 27.6%, accounting for 50% of the zone’s total industrial output value. The fixed-assent investments totaled RMB30.5 billion, up 39.4%, of which RMB17.2billion was invested in industries, up 39%. A total of RMB5.78 billion of domestic funds and USD707 million of foreign direct investments were actually utilized, up 19.6% and 18.9% respectively. The all-inclusive fiscal revenues and the general budget revenues totaled RMB20.3 billion and RMB4.1 billion, an increase of 60% and 54.7%, respectively.
