Changchun Economic and Technological Development Zone Accelerates Progress on Phases II and III of the Photoelectric Information Industry Park

At present, Changchun Economic and Technological Development Zone is stepping up efforts for the Phase II and III projects of the Photoelectric Information Industry Park, aiming to build a 100 billion-level photoelectric information industry cluster and bolster the development and upgrade of Changchun's emerging industries.

With a total investment of RMB 1 billion, Phase II of the Park covers an area of 21,000 m2 and a total construction area of 114,000 m2. Commencing in September 2021, the main body of the project has recently been capped, and warm closure is planned to be achieved by the end of this year. The whole project is scheduled to be completed and delivered in June 2024.

Construction of Phase III is being accelerated to support Changchun Institute of Optics, Fine Mechanics and Physics (CIOMP) of the Chinese Academy of Sciences to roll out its new products and put them on the market as quickly as possible. Phase III commenced in May 2022. Currently, the main body of the skirt building has been capped, and frames of 10 stories of the 21-story tower have been completed. Subsequently, the enterprises that have settled in will begin decoration and equipment installation. The total planned investment for Phase III is RMB 1.96 billion. Together with the investment in equipment and facilities by the enterprises to settle in, including CIOMP, the total investment for the entire project will exceed RMB 13 billion. On the strength of the location advantage, Phase III is established by the Zone as a key provincial and municipal project to help CIOMP build a CMOS camera industrial park base and solve national bottleneck technical problems. After completion, it will form an upstream and downstream industrial cluster with CMOS image sensors, ultra-precision optical instruments, and integrated circuits as the leading products, which is expected to become the second largest pillar industry besides automobiles in Changchun.

At present, the site for Phase IV has been initially determined, and the Photoelectric Information Industry Service Office of the Zone is also under preparation. In the next step, the Zone will build a "Photoelectric Information Industry Belt" along both sides of Fuzhou Street (from Zhuhai Road in the south to Ziyou Avenue in the north). It will fully leverage CIOMP's core advantages of "industry+university+research" to form a photoelectric information industry cluster, so as to achieve the grand goal of "a new image in one year, a big change in three years, and a leap to a new level in ten years" and the market expectations of RMB 10 billion in the short term, RMB 30 billion in the medium term, and RMB 50 billion in the long term.
