Recently, the Ministry of Science and Technology published the National Innovative Cities Innovation Capability Evaluation Report 2022, and Changchun rises 3 places to the 23rd place from that for 2021 among the 97 prefecture-level and sub-provincial national innovative cities in terms of the innovation capacity, achieving a continuous rising in the ranking since 2018.

Since 2017, National Innovative Cities Innovation Capability Evaluation Report has been incorporated into the national innovation investigation system. This report consists of 5 dimensions, namely innovative governance capability, original innovation capability, technological innovation capability, achievement transformation capability and innovative driving-influence, as well as an evaluating indicator system for city innovation capability of 30 concrete indicators.
