“Top Ten Projects” Facilitate Sci-Tech Innovation
The total number of independently developed “Jilin-1” satellites in orbit has reached 29. The high-performance OLED materials with proprietary intellectual property rights have broken the technical barrier protected by foreign counterparts. The domestically leading carbon dioxide laser devices have been exported to more than 80 countries. The research and development of the world’s first point spacing spliced ultra-high-definition flip-flop COB display has concluded with success……Changchun New Area is highlighted by innovation. “With a good foundation and a strong capacity for innovation, we will continue to put innovation in the central position of modernization,” said the leader of Changchun New Area, adding, “The top ten sci-tech innovation projects including the construction of entrepreneurship and innovation ecosystem with Jilin University at the core, the coordinated innovation between the Chinese Academy of Sciences and Changchun New Area, the construction of an ecological town for intellectual property rights, the creation of a national research center for applied chemistry, the efficiency improvement of a pharmaceutical sci-tech innovation service platform, the capacity improvement of a sci-tech innovation incubation carrier, the cultivation of new research and development institutions, the promotion of an industrial park for new materials, the demonstration of transformation of sci-tech findings, and the cultivation and congregation of enterprises with hi-tech certifications and products will build such a modern sci-tech innovation system and an active innovation and entrepreneurship ecosystem that will lead the development of emerging industries in Changchun New Area.”
Sci-tech innovation is not only the source of power to promote the high-quality development of economy but also the “proprietary know-how” for sustainable development of the area. The top ten projects have shown a clear layout of development of Changchun New Area and reflected its determination to lead intensive, connotative, high-quality development by relying on sci-tech innovation. According to the layout of “one core, two centers and N points”, the construction of innovation and entrepreneurship ecosystem with Jilin University at the core will build a first-class coordinated innovation demonstration area of “science, education, innovation, production and service”. The “one core” refers to Jilin University. The “two centers” means to create an innovation and entrepreneurship town centered on Hairong Square and a sci-tech innovation valley centered on Science and Technology Park of Jilin University. The “N points” refer to such key innovation platforms as the integrated innovation and entrepreneurship center of Jilin University, the innovation center of Huawei Research Institute, and the intelligent manufacturing innovation center of Haier.
The sci-tech innovation system will be improved and promoted up to a technological “role model” in the construction of the National Regional Innovation Center. Changchun New Area has now established coordinated innovation relations with the Chinese Academy of Sciences, focusing on the “one center, four bases and two parks” of the Chinese Academy of Sciences to accelerate the congregation of innovation resource elements and the transformation of sci-tech findings. The national research center for applied chemistry settled in the new area is relying on CIAC’s 3 national key laboratories, China-Belarus Advanced Materials and Manufacturing Joint Laboratory for Belt and Road Initiative, 2 key laboratories of the Chinese Academy of Sciences and 2 national testing and analysis centers to build up a main body and collaborate with the 2 key national chemical laboratories of Jilin University to establish the National Research Center for Applied Chemistry in Changchun City. Insiders say such planning is of far-reaching significance to basic research in the next 10 to 20 years.
