How can the Changchun Modern Metropolitan Area play a leading role in driving high-quality development across the province in the process of building a modern industrial system with Jilin characteristics?


The press conference on the Development Plan for the Changchun Metropolitan Area, held on October 17, provided the answer.


The Changchun Modern Metropolitan Area accounts for 67% (approximately two-thirds) of Jilin Province's total economic output. As the cradle of new China's automobiles, railway vehicles, optoelectronic information, applied chemistry, and biological products, it boasts a solid industrial foundation with closely linked upstream and downstream sectors. In the future, it will focus on three key aspects to lead the construction of a modern industrial system with Jilin characteristics and inject new momentum into the comprehensive revitalization of Northeast China.


Building a Strong Industrial Backbone


The Changchun Modern Metropolitan Area will leverage the leading role of core enterprises and industrial clusters within the region to strengthen and improve industries such as automobiles and auto parts, petrochemicals and new materials, agricultural products and food processing, high-end equipment manufacturing, new energy, and cultural tourism represented by ice and snow. By continuing to strengthen its advantages and address weaknesses, the metropolitan area will promote industrial clustering and extend industrial chains both upstream and downstream and across the province, thereby providing robust support for building a modern industrial system with Jilin characteristics.


Shaping Differentiated Industrial Layouts


To avoid industrial homogenization, the Changchun Modern Metropolitan Area will take into account each city's resource endowment, industrial base, strategic positioning, and research capacity. The goal is to foster differentiated industrial layouts, achieve complementary advantages, and promote coordinated development across regions.


Changchun City aims to become the driving force and growth pole that leads high-quality economic development in the metropolitan area and the entire province. It will prioritize its leading industries such as automobiles, high-end equipment, and deep processing of agricultural products, while strengthening its competitive sectors in biomedicine, optoelectronic information, modern services, and new energy. The city will also make forward-looking plans for future industries, including artificial intelligence, aerospace, and the low-altitude economy.


Jilin City will focus on its advantageous industries such as chemicals, carbon fiber, ice and snow, and metallurgy, while boosting clusters in cultural tourism, equipment manufacturing, medicine and health, clean energy, and modern services.


Siping City will vigorously advance new industries, including new metallurgical materials, special equipment like intelligent agricultural machinery and heat exchangers, new energy, and the digital economy, while reinforcing clusters in modern agriculture, warehousing and logistics, medicine and health, and cultural tourism and wellness.


Liaoyuan City will channel efforts into new energy and cultural tourism, while enhancing clusters in textiles and hosiery, medicine and health, and equipment manufacturing.


Cultivating New Growth Poles for New Quality Productive Forces


To accelerate the formation of new economic growth points and growth poles, the Changchun Modern Metropolitan Area will place greater strategic emphasis on developing new quality productive forces according to local conditions. Relying on its advantages as a source of sci-tech innovation and a hub for modern services, it will promote the transformation of scientific and technological achievements into real productivity, foster a new industrial ecosystem integrating digital and real economies, build Jilin regional brands, and enhance industrial competitiveness. By seizing industrial opportunities brought by coordinated development, the area will vigorously nurture new economic growth points, amplify the scale and clustering effects of industrial development, and strengthen its driving influence across the entire province.
