Changchun Municipal Government Signs Strategic Cooperation Agreements with Hainan Development Holdings Co., Ltd. and Hainan Holdings Airport Group

Recently, Gu Gang, Deputy Secretary of the Changchun Municipal Party Committee and Mayor of the city, met with a delegation led by Li Guohong, General Manager of Hainan Development Holdings Co., Ltd. (HDH). Together, they witnessed the signing of strategic cooperation agreements between the Changchun Municipal Government, HDH, and Hainan Holdings Airport Group.

 

During the meeting, both parties engaged in in-depth discussions on key areas such as airport construction and operation, the airport economy, commerce and trade services, and capital operations. They agreed that the two regions possess complementary resources and a strong basis for collaboration. Previous cooperation has already yielded tangible results, including the launch of new air routes such as Changchun-Haikou-Singapore and the export of live aquatic products. The future holds vast potential and promising prospects for further cooperation.

 

Both sides agreed to take this signing as a new starting point to thoroughly implement the guiding principles of the Jilin Provincial "Two Sessions" and the directives of the Changchun Municipal Conference on Promoting High-Quality Development through Focused Investment Attraction and Project Construction. They are committed to fostering pragmatic and in-depth government-enterprise cooperation.

 

Leverage policy advantages: Fully capitalize on the policy dividends of the Hainan Free Trade Port and the Regional Comprehensive Economic Partnership (RCEP) cooperation mechanism. By seizing the significant opportunities presented by the development of the Changchun Modern Metropolitan Area, and using collaboration between state-owned enterprises (SOEs) in both regions as a crucial link, they will establish a regular, long-term cooperation platform. This will facilitate policy coordination, resource sharing, factor complementarity, and industrial synergy, ultimately achieving integrated advantages, coordinated progress, and win-win development.

 

Unblock north-south channels: Rely on the network of 11 airports managed by Hainan Holdings Airport Group, its advantages in international aviation and southbound logistics channels, and the duty-free benefits of Hainan Holdings and the Free Trade Port. Building on Changchun's positioning as a gateway hub in Northeast Asia, they will expand air route networks and strengthen economic and trade ties with Southeast Asia, the Guangdong-Hong Kong-Macao Greater Bay Area, and other regions. This will provide efficient logistics and market access for local enterprises and high-quality agricultural products to "go global," as well as support the upgrading of the cultural and tourism industry. Enhanced transportation connectivity will solidify the foundation for coordinated development in logistics, commerce, and industry between the two regions.

 

Strengthen the building economy: Continuously enhance landmark properties like the Changchun Rongyu International Building, owned by Hainan Holdings Airport Group. Changchun will provide full-process services, while Hainan Holdings Airport Group will increase its investment, planning to construct another 18-story commercial and residential complex within the year. This initiative aims to empower Changchun's high-quality urban development by improving the efficiency and quality of its building economy.

 

Deepen SOE collaboration: Support in-depth cooperation between SOEs in both regions in areas like revitalizing existing properties and foreign trade. Through resource integration, capital linkage, and business coordination, they will jointly foster the development of new enterprises targeting a scale of 10 billion yuan. This will establish a new model for cross-regional SOE cooperation between Changchun and Hainan, using leading enterprises to drive coordinated development along the industrial chain.

 

Empower industrial upgrading: Leverage Hainan Holdings' resources in airports, duty-free operations, technology platforms, and capital markets to help expand market channels for Changchun's high-tech enterprises, particularly in the optoelectronics and low-altitude countermeasure sectors. They will empower local quality companies like Cedar Electronics and Changguang Boxiang UAV Co., Ltd., actively creating application scenarios to enhance the market competitiveness of Changchun's advantageous industries.

 

Subsequently, Cedar Electronics signed a cooperation agreement with Shenzhen Sanxin Technology Development Co., Ltd., a subsidiary of Hainan Holdings. Additionally, the joint venture between Changchun Supply Chain Financial Services Co., Ltd. and Hainan Holdings Logistics Group Co., Ltd. was officially inaugurated, marking another significant milestone in their industrial cooperation and financial service collaboration.
