In September 2014, Wang Lu, member of the Standing Committee of Changchun Municipal Committee and deputy mayor, led a delegation to visit Hjørring, signed an agreement with mayor of Hjørring, Ani Bolt, to establish a sister city relationship, and investigated waste treatment plants, sewage treatment plants, and water treatment plants in Hjørring, which was a good start of friendly relations between the two cities.
In October 2014, Ani Bolt, mayor of Hjørring, led a delegation to visit Changchun, and held talks with relevant departments of Changchun Municipal Government, schools, enterprises and institutions.
In September 2015, the Changchun Municipal Water Affairs Delegation visited Hjørring to conduct a comprehensive investigation and certification of Hjørring’s water system and equipment, signed a cooperation agreement with the world's top 500 companies, Grundfos Group and AVK Group, and bought the most advanced equipment in the world at the lowest domestic market price. The two sides agreed that water affairs groups from the two municipal would cooperate in wastewater treatment.
In March 2016, president of Hjørring Water Group led a delegation to visit Changchun. Water affairs groups from the two cities reached an agreement on cooperation in water supply and sales differentiation project. The Hjørring Water Group was responsible for applying for a USD 500,000 to 1.5 million grant from the Danish government for the renovation of the water network in Changchun.
In June 2016, Changchun Water Group sent a delegation to Hjørring to conduct project investigations and cooperative negotiations, further negotiated water supply and sales differentiation project, and achieved fruitful results.
In June 2017, Changchun SASAC and the municipal water group sent a delegation to visit Hjørring, negotiated with the relevant agencies in Hjørring on the details of the cooperation agreement between the two cities on water supply and sales differentiation cooperation, and inspected equipment suppliers.
In August 2017, president of Hjørring Water Group led a delegation to visit Changchun and signed a formal cooperation agreement with Changchun Water Group for the water-saving international cooperation project. According to the agreement, the Danish government’s MUDP Foundation donated a total of RMB 3.6 million for the project.
