On April 24, Gu Gang, Deputy Secretary of the Municipal Party Committee and Mayor of Changchun, met with a delegation from the Guanajuato City Government in Mexico. During the meeting, Mayor Gu Gang and Samantha Smith Gutiérrez, Mayor of Guanajuato City, jointly signed a letter of intent to establish a sister-city relationship between the two cities.

Mayor Gu Gang extended a warm welcome to Mayor Samantha Smith Gutiérrez and her delegation, briefly outlining Changchun's economic and social development. He expressed hope that this sister-city partnership would serve as a new starting point to deepen industrial alignment in the automotive and high-end equipment manufacturing sectors. Leveraging their mature and comprehensive automotive parts supply systems, the two cities can promote complementary and synergistic development across cross-border industrial, supply, and innovation chains. He also emphasized the need to strengthen youth engagement and people-to-people and cultural exchanges, consolidate the foundation for multi-level, all-around cooperation, and continuously deepen the friendship between the two cities. Furthermore, he proposed enhancing collaboration in culture and tourism, encouraging the two cities to become mutual source and destination markets for tourists, and facilitating the exchange, mutual learning, and shared benefits of their distinctive cultural tourism resources.

Mayor Samantha Smith Gutiérrez noted that Changchun has a solid industrial base, abundant scientific and educational resources, distinctive cultural tourism features, and broad prospects for development. She expressed her readiness to leverage the sister-city relationship as a bond to further deepen practical cooperation in areas such as industrial economy, investment and trade, culture and tourism, and environmental protection, while strengthening cultural and people-to-people exchanges as well as youth interactions, and elevating the friendly and cooperative relations between the two cities to a new level.
