Despite the inconvenience caused by low temperatures, cold winds, and snowfall for the construction since the beginning of winter, a number of projects keeps on its construction pace. Construction workers, with unabated enthusiasm, make strenuous efforts to speed up the construction and ensure the early and efficient operation of the projects, providing momentum for the high-quality development of the area.

 

As an integral part of the effort to strengthen the construction of digital infrastructure and foster the computing power industry in this area, the new artificial intelligence infrastructure project (Smart Computing Center) in Changchun New Area is advancing in an orderly way. According to the project leader, significant milestones have been achieved, including the completion of main construction work, exterior wall construction, plastering of interior and exterior walls and ceilings, exterior wall insulation, and roof engineering. With a total investment of RMB 800 million, the Smart Computing Center will meet all main construction targets prior to the year-end. Designed in accordance with the highest domestic A-level data center standards, it will be the largest computing center in Jilin Province, providing crucial services to vital sectors including aerospace information, biopharmaceutical research and development, industrial digital twinning, and smart legal services in Changchun New Area.

 

In addition to infrastructure construction, the new artificial intelligence infrastructure project (Smart Computing Center) in Changchun New Area also includes an artificial intelligence platform, a computing power scheduling system, a parallel file storage system, and an operation and maintenance platform. Through the establishment of a diverse computing architecture, it enables the unified allocation of heterogeneous computing resources, empowering enterprises to accelerate their digital transformation and foster new tracks for the digital economy.

 

On the site of the Zhilian Smart Supply Chain Industrial Park project in the Beihu Development Zone in Changchun New Area, construction workers manage to concentrate on meticulous construction in harsh winter. "Once the project is completed, it will have a daily shipping capacity of 300,000 items, a storage capacity at normal temperature of 120,000 tons, and a cold storage capacity of 300,000 tons", says Liu Baicheng, project leader from Changchun Hi-tech Construction and Development Co., Ltd. The Zhilian Smart Supply Chain Industrial Park covers a total planning area of 244,000 square meters, including about 153,000 square meters of the Phase I project with a total investment of RMB 160 million, and a building area of 184,500 square meters. A total of 15 single buildings are planned, among which Building No. 6 (corn processing plant) and Building No. 7 (beef processing plant) will be completed and put into service by the end of this year, with the main construction work of other single buildings finished.

 

Different from the service mode of single lease in conventional parks, a "Co-creation" cooperation mode based on self-operation and joint operation is implemented in the Zhilian Smart Supply Chain Industrial Park, promoting the coordinated efforts and shared development of industrial clusters. "The park is dedicated to upgrading the solutions for the cold chain supply chain under the impetus of information technology, to provide diversified comprehensive services for enterprises, including customized plants, cold chain warehousing, emergency storage house, production and processing and digital services", said Liu Baicheng. He further explained that the park has been attracting investment in the construction stage, and has now introduced a large number of well-known enterprises, covering processing, warehousing logistics and sales. Stimulated by the industrial agglomeration effect of well-known enterprises, many small and medium-sized enterprises join the park,  gradually forming an industrial cluster and complete supply chain industry.

 

On the site of the hydrogel advanced functional materials industrial base of JA Biotech Co. Ltd., Changchun, China, in the Hi-tech Development Zone of Changchun New Area, which has an annual output of 100,000 pieces of hydrogel, construction workers are busy with the decoration of the office area in an intense but orderly manner. At the end of October this year, this industrial base officially entered the trial production stage. Upon completion, the project will become a production base for preparing hydrogel materials and products by radiation method with complete supporting facilities, diverse product categories and advanced technical level. Additionally, the project will stimulate the development of downstream medical materials, medical beauty products, health care products, cosmetics and other industries, establishing a complete hydrogel industry chain.

 

In addition to these projects, on the construction site of the Project of High-Performance Additives for Biodegradable Plastics of Chen Xuesi, academician of CAS, the SinoBiom chemical raw material production base, etc., construction workers are advancing the construction process in full swing under the adverse effects of the low temperature weather, to race against time to keep the construction on schedule.

 

As of now, Changchun New Area has resumed the construction of 164 projects with investment of more than RMB 50 million. Moving forward, Changchun New Area will strengthen the factor guarantee for projects that continue construction in winter, track their construction progress in real time and go all out to provide related services for them, to facilitate sustained growth in investment and accelerate and enhance efficiency for development.
