Changchun Is Selected As One of the First Batch of National Pilot Cities for the Digital Transformation of SMEs

On September 6, it was announced by the Bureau of Industry and Information Technology of Changchun City that the Ministry of Industry and Information Technology and the Ministry of Finance organized a competitive evaluation of the first batch of pilot cities for the digital transformation of SMEs a few days ago. During the period from August 30 to September 5, the evaluation results were made public. Changchun successfully made the list, ranking 11th among the first 30 pilot cities nationwide.

In June of this year, the establishment of national pilot cities for the digital transformation of SMEs officially commenced. It aims to support the establishment of a batch of digital transformation-focused "lighthouse" enterprises, nurture a group of high-quality digital service providers, and develop and integrate a set of "small, fast, lightweight, and precise" digital solutions. With strong support from the Department of Industry and Information Technology of Jilin Province, our city made extensive preparations to compete with 36 cities, including four municipalities directly under the central government, five municipalities with independent planning status, 21 provincial capitals, as well as developed southern cities such as Suzhou and Dongguan. On August 30, the Ministry of Industry and Information Technology announced the first batch of pilot cities for the digital transformation of SMEs. According to the announcement, Changchun achieved remarkable results in the comprehensive evaluation, ranking 1st among the four cities in Northeast China, 5th among vice-provincial cities, 5th among provincial capitals, and 11th nationwide, which led to its promotion. Thus, the Central Government will allocate a special subsidy of RMB 150 million to Changchun, which will provide strong support for the digital transformation of SMEs in the next phase.

The establishment of national pilot cities for the digital transformation of SMEs has brought new opportunities and injected new momentum into Changchun's efforts to accelerate digital transformation. The four sub-industries that our city emphasized in this application included the manufacturing of automobile parts and accessories, the manufacturing of high-end rail transit equipment, the manufacturing of electronic components, and the production of Chinese patent medicine and biopharmaceutical products, which were carefully selected as our city's best sub-industries among the excellent ones. To ensure efficient progress and high-quality completion of the pilot task, our city has prepared the Implementation Plan for National Pilot Cities for the Digital Transformation of SMEs with high standards. Changchun will comprehensively accelerate the "intelligent and digital transformation" of industrial enterprises through the establishment of the "five transformation systems", including organizational leadership, overall coordination, chain collaboration, innovative development, and policy support. Over the next three years, our city plans to promote the digital transformation of 500 SMEs, upgrade 200 innovative SMEs, facilitate the cloud adoption and utilization of 200 SMEs, develop 300 "small, fast, lightweight, and precise" solutions, and establish 30 "lighthouse" digital workshops and intelligent factories.
