The 3rd National Land Survey (hereinafter referred to as the “3rd Survey”) is one of the major surveys of national conditions and strengths. It is also a basic survey of natural resources organized nationwide after the reform of the Party and state institutions. According to the deployment made by the State Council, Changchun started the 3rd Survey on September 2018. According to the organizational mode of “unified leadership, division of labor and coordination among different departments, different responsibilities for different local government departments and participation by all sides involved”, the “3rd Survey” was organized in accordance with unified land use classification standard for which the satellite remote sensing images better than 1 meter of resolution were used to produce the base map, and the innovative mechanism “internet plus investigation” was adopted to ensure strict quality control. The whole process of the survey lasted for three years, which took December 31 of 2019 as the standard point of time, and provided an all-round, clear and accurate picture of land use in the whole city. The official details are as follows: 

1. Farmland, 1,499,795.24 hectares (22.497 million mu), including paddy field, 175,189.62 hectares (2,627,800 mu), accounting for 11.68%; irrigated land, 5,336.99 hectares (80,100 mu), accounting for 0.36%; dry land, 1,319,268.63 hectares (1978.91 million mu), accounting for 87.96%. The big amount of farmland is mainly in Nong’an County, Yushu City, Dehui City, Jiutai District and Shuangyang District, accounting for 95.31% of the total. The amount of farmland with a slope of less than 2 degrees (including 2 degrees) is 1,189,330.47 hectares (17.84 million mu), accounting for 79.30%; that with a slope of 2-6 degrees (including 6 degrees) is 252,604.20 hectares (3,789,100 mu), accounting for 16.84%; that with a slope of 6-15 degrees (including 15 degrees) is 56,831.95 hectares (852,500 mu), accounting for 3.79%; that with 15-25 degrees (including 25 degrees) is 1,004.09 hectares (15,000 mu), accounting for 0.07%; and that with a slope of more than 25 degrees is 24.53 hectares (4,000 mu). 

2. Garden land, 3,027.00 hectares (45,400 mu), including orchard land, 2,905.32 hectares (43,600 mu), accounting for 95.98%; Others, 121.68 hectares (18,000 mu), accounting for 4.02%. The garden land is mainly distributed in Kuancheng District, Jiutai District and Shuangyang District, accounting for 60.97% of the total. 

3. Forest land, 174,342.30 hectares (2,615,100 mu), including arbor forest land, 162,269.18 hectares (2,434,000 mu), accounting for 93.07%; shrub land, 328.67 hectares (4,900 mu), accounting for 0.19%; and others, 11,744.45 hectares (176,200 mu), accounting for 6.74%. The forest land is mainly distributed in Jiutai District, Shuangyang District and Nong’an County, accounting for 63.49% of the total. 

4. Grassland, 17,198.01 hectares (258,000 mu), including, other grassland, 17,198.01 hectares (258,000 mu), accounting for 100.00%. The grassland is mainly distributed in Nong’an County, accounting for 68.97% of the total. 

5. Wetland, 8,796.76 hectares (132,000 mu). The wetland is a new category for the “3rd Survey”, including swamp grassland, 657.71 hectares (9900 mu), accounting for 7.48%; inland beach, 6,966.87 hectares (104,500 mu), accounting for 79.20%; swamp area, 1,172.18 hectares (17600 mu), accounting for 13.32%. The wetland is mainly distributed in Nong’an County, Dehui City and Jiutai District, accounting for 74.57% of the total. 

6. Urban, rural, industrial and mining land, 228,755.55 hectares (3431300 mu), including land for urban use, 55,245.76 hectares (828,600 mu), accounting for 24.15%; land for town use, 12,886.52 hectares (193,300 mu), accounting for 5.63%; land for village use, 155,029.02 hectares (23,255 mu), accounting for 67.77%; land for mining use, 3,501.01 hectares (52500 mu), accounting for 1.53%; and scenic spot land and land for special use, 2,093.24 hectares (31400 mu), accounting for 0.92%. 

7. Land for transportation, 42824.77 hectares (642200 mu), including land for railway use, 2,987.38 hectares (44,800 mu), accounting for 6.98%; land for rail transit use, 165.08 hectares (25,000 mu), accounting for 0.38%; land for roads, 16,844.64 hectares (252,700 mu), accounting for 39.33%; land for rural roads, 22,268.72 hectares (333,900 mu), accounting for 52.00%; land for airport use, 431.19 hectares (6,400 mu), accounting for 1.01%; land for port and wharf use, 0.36 hectares; and land for pipelines, 127.40 hectares (19,000 mu), accounting for 0.30%. 

8. Land for waters and water conservancy facilities, 75,291.61 hectares (1,129,400 mu), including river surface, 24,289.22 hectares (364,300 mu), accounting for 32.26%; lake surface, 4,225.97 hectares (63,400 mu), accounting for 5.61%; reservoir surface, 21,671.93 hectares (325,100 mu), accounting for 28.78%; pit and pond surface, 11,013.30 hectares (165,200 mu), accounting for 14.63%; ditch area, 9,776.85 hectares (146,700 mu), accounting for 12.99%; land for hydraulic construction, 4,314.34 hectares (64,700 mu), accounting for 5.73%. The land for waters and water conservancy facilities is mainly distributed in Nong’an County, Yushu City, Jiutai District and Dehui City, accounting for 74.51% of the total of the city.
