To implement the Opinions on Promoting Consumption Expansion and Quality Improvement to Accelerating the Formation of a Strong Domestic Market issued by 23 ministries and commissions including the National Development and Reform Commission as well as the deployment made by the CPC Jilin Provincial Committee and the People’s Government of Jilin Province to stimulate the potential of automobile consumption in the whole province, stabilize the development of automobile industry, and revitalize the development of local economy, Changchun has launched a series of policies and measures to promote automobile consumption and the purchase of new cars. The one who buys a car made in the city and sold in the province while having his car registered within the province will be given a one-time subsidy of 3% of the price paid for the car, with a maximum of RMB4000. 

The owner of a license plate car of Jilin Province with a receipt of an old car from March 30 to June 30 of 2020 or a certificate of car scrapping who buys a car produced in the city, sold in the province and has the car registered within the province will be given a one-time subsidy of up to RMB5000. 

To encourage group purchasing, the buyer of 5 new cars or above produced in the city, sold in the province (unit price not less than RMB200,000) will be given a one-time subsidy of RMB6000 for each car. 

The one involved can only enjoy one of the incentives mentioned above by June 30, 2020. 

In addition, car companies or buyers can also enjoy the following preferential policies in Jilin Province: 

Firstly, to strengthen the publicity of preferential policies for returned overseas students to buy homemade duty-free cars, and actively guide returned overseas students to buy automobile products produced in Changchun City. 

Secondly, to support financial institutions to develop innovative financial products for the enterprises at the upstream and downstream industrial chain of automobile industry, provide professional and customized financial services, and establish specific credit policies and business processes. 

Thirdly, timely arrangement will be made for the auto parts, measuring instruments and special equipment that need to be inspected and tested, and online testing or on-site service will be provided as expected. 

Fourthly, for export vehicles, fast and convenient conditions will be provided to ensure the smoothness of transportation. 

Fifthly, registration and license plate service will be provided directly at 4S stores, with such policies a “four reductions”, “one certificate" and “one service counter” for all necessary procedures. 

Sixthly, to encourage the vehicle enterprises in the city to cooperate with commercial enterprises to carry out thematic activities of car selling and promoting effective interactions. Various online sales promotions by means of exhibition, car fair, Tiktok, internet celebrities, scene experience and exhibition will be supported. 

Seventhly, to help vehicle enterprises in the city with their commercials at airports, railway stations, expressways, advertising space, bus stations and 5A scenic spots, etc.  

Eighthly, to support the vehicle enterprises in the city to combine with tourism and carry out self-driving car rental service where suitable to attract potential consumers.
