The general requirements for the economic work of the city are as follows:

The city must uphold Xi Jinping Thought on Socialism with Chinese characteristics for the New Era, fully implement the spirit of 19th CPC National Congress, the second, the third, the fourth and the fifth plenary sessions of the 19th Communist Party of China Central Committee, and the deployments made at the Central Economic Work Conference and the Economic Work Conference of the CPC Jilin Provincial Committee. Guided by the important instructions on the work of Jilin Province made by General Secretary Xi Jinping, the city must adhere to the general keynote of progressing amid stability, keep a foothold in the new stage of development, implement the new development concept, integrate into the new development pattern, take promoting high-quality development as the theme, deepening supply-side structural reform as the mainline, reforming and renovating as the fundamental driving force and meeting the people’s growing needs for a better life as the fundamental purpose, insist on systematic concept and expansion of domestic demand, strengthen sci-tech, innovative support, deepen reform and opening up in an all-round way, consolidate and expand the achievements made in anti-epidemic and socioeconomic development, make a better coordination of development and security, implement the “three fives” strategy, the deployment of central, eastern and western “three plates” and the industrial spatial layout of “one pillar and six pairs”, take pragmatic measures to secure success in the work “six stabilities”, make sure the tasks of “six guarantees” completed as required, speed up the construction of a modern metropolitan area, accelerate the establishment of a modern industrial system, expand “four plates”, build “two bases”, strive to keep economy moving in a reasonable range, make a good start for the “14th Five-Year Plan” and celebrate the 100th anniversary of the founding of the Communist Party of China with outstanding achievements.

The Economic Work Conference of the CPC Changchun Municipal Committee was held on December 28, 2020. It’s meant to thoroughly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, conscientiously implement the important speeches and instructions made by General Secretary Xi Jinping during his inspection trip to Jilin Province, and in line with the deployments made at the Central Economic Work Conference and the Economic Work Conference of the CPC Jilin Provincial Committee, summarize the economic work in 2020, analyze the current economic situation and deploy the economic work for 2021. Wang Kai, Secretary of the CPC Changchun Municipal Committee, delivered a speech. It’s been pointed out at the conference that General Secretary Xi Jinping’s important speech at the Central Economic Work Conference has answered such questions as how to look upon the current situation, how to deal with the challenges and how to seize the opportunities, which in turn has provided a fundamental basis for the city to implement the new development concept, build a new development pattern and promote the high-quality development of economy in this new stage of development. With systematic deployments and specific arrangements made at the Economic Work Conference of the CPC Jilin Provincial Committee, the city must take pragmatic measures to make the deployments and arrangements implemented, further enhance the “four consciousnesses”, strengthen the “four self-confidence” and maintain the “dual upholding”, effectively integrate thoughts and actions into the decisions and deployments made by the CPC Central Committee and the CPC Jilin Provincial Committee and forge ahead as required and scheduled to make a good start for the “14th Five-Year Plan”.

The meeting pointed out that this year is an extremely difficult, special and extraordinary year in the history of the city’s revitalization and development. Confronted with such severe, complicated situations and arduous, heavy tasks, the city, under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, consciously carried forward the mission of the great responsibility entrusted by General Secretary Xi Jinping to “reflect new responsibilities, make new breakthroughs and demonstrate new accomplishments”. In line with the deployments made by the CPC Jilin Provincial Committee and the People’s Government of Jilin Province, the city maintained strong determinations, withstood pressures and put precise efforts into the “battles against epidemic and poverty”, with the “six guarantees” and “six stabilities” prioritized at the same time. Driven by the construction of a modern metropolitan area, the construction of “four plates” and “two bases” have been put in high gear, achievements better than expectations have been made, and a positive, sound trend of development has been consolidated with unconventional measures and overloaded efforts.

The conference stressed that next year is the first year of the “14th Five-Year Plan” and the critical year for the new course of building a modern socialist country.

Firstly, the city should keep economy move within a reasonable range. The sense of opportunities, risks and responsibilities should be reinforced, confidence strengthened and bottom line well kept. All involved should strive for higher scores, make all goals and tasks completed and ensure economic stability and growth.

Secondly, the city should accelerate the promotion of sci-tech independence and self-improvement. All involved should seize the favorable opportunities brought about by the implementation of “volunteering to ask for assignments” on a national scale, bring into full play the leading role of heavyweight enterprises, universities and institutes in innovation, implement a number of major sci-tech projects, solve a list of bottlenecks, make more fruits out of the construction of industry-university-institute alliances, further consolidate the city’s position as a National Regional Innovation Center, and enhance the strategic ability to serve the country’s innovation-driven development strategy.

Thirdly, the city should speed up the “six regressions” of industrial and supply chains for which energy should be concentrated on “strengthening the main chain” and unswervingly developing automobile industry; accelerate the integration and “extend the short chain” while making up for the short board of the industrial chains of upstream and downstream, production, supply and marketing to facilitate investment attraction for leading enterprises; adapt to the changes while “seeking the new chain” for which optimizing industrial ecology shall be taken as the key point to improve the supply of top-end products and accelerate the construction of a modern industrial system.

Fourthly, the city should accelerate the promotion of digital transformation. All involved should seize the opportunities in this digital era, plan systematically, promote the “integration of informationization, digitalization and intelligentization”, speed up the implementation of “four major campaigns”, and create “five pilot demonstration zones”. Highlighting key points is necessary in line with which “automobile, optoelectronic, film and agriculture” should be promoted in different categories, and “technology, network, cloud and intelligence” be deployed in a coordinated way. Coordination at a high level is essential. The development of digital economy should be taken as the No.1 campaign for which a construction plan should be made, a statistical indicator system be established, and support policies be made to improve the rate of contribution of digital economy.

Fifthly, the city should accelerate the promotion of green transformation. Reducing carbon emissions should be taken as a handle to make a plan for peaking carbon emissions and launch campaigns for peaking carbon emissions, with quick measures to be taken to make a clean energy planning, promote people’s transformation of way of life and production, develop circular industry, accelerate the development of such new economic and business forms as ice and snow tourism, summer recreation, medical care, health preservation, and exhibition economy so as to meet the people’s needs for a better life.

Sixthly, the city should speed up the promotion of rural revitalization. The integration of agricultural modernization and rural modernization should be promoted as a whole, and industrial integration and urban-rural integration be pushed forward synchronously. All involved should shoulder the responsibility of ensuring national food security, protecting arable land, reinforce sci-tech guidance, deepen rural reform, start the campaign of rural construction, and build more livable modern villages.

Seventhly, the city must ensure and improve people’s livelihood. An all-out effort should be made to ensure employment and improve urban-rural residents’ incomes, solve prominent housing issues, implement “certificate upon delivery”, continuously improve the level of such public services as education, medical care and old-age care, improve the level of urban governance, and enhance the vitality of urban development.

The meeting stressed the need to strengthen the Party’s overall leadership over economic work. The party’s overall leadership should be made throughout all fields and the whole process of socioeconomic development, follow the right direction of political helm, strengthen the ability of revitalization and development, highlight the strategy of overall coordination, and strengthen the responsibility of supervision and implementation to make a good start for the “14th Five-Year Plan. At the end of the year, all departments in different places should make overall plans for the current work, especially for the normalization of epidemic control and prevention to provide an important guarantee for the high-quality development of economy.
